June 2, 2004 —Minutes
A meeting of the Site Plan Review Committee was called to order at 10:00 a.m. in Meeting Room A, Orleans
Town Hall. Departments Present: Bob Bersin(Highway); Bob Canning (Health); Bill Quinn(Fire); Brian
Harrison (Building); Todd Bunzick(Water); George Meservey(Planning); Jennifer Wood(Conservation).
INFORMAL REVIEW: South Orleans General Store, 401 South Orleans Road, Orleans, MA
Peter Coneen and Christy Mihos presented the application to renovate the retail store/gas station portion of the
"South Orleans General Store" complex. There will be a reduction in the retail store. The gas station will be
removed for service,petroleum will continue. There is an issue with the Board of Health regarding meeting the
ratio per day. They are in the process of trying to resolve any outstanding septic issues with the Board of Health.
There are issues with traffic and maneuverability. There is a one way entry on the Post Office side of the
complex. They want to continue that traffic pattern. They will be reducing the footprint of the store. They plan
to move the gas pumps. All gas station components will be new. There will be limited hours. They will be
removing the kitchen facility. The existing cellar will remain.
Comments:
Fire: The tanks are from 1988. The gas station will need sweep nozzles, and will need to
comply with all fire safety rules. Need to monitor the suppression system which will
allow one attendant. Need fire protection to continue in the renovated store. This is
controlled construction with a Professional Engineer. There are well fields across the
street—engineers need to work with the Water Department to protect the groundwater.
Need a way to dispose of waste oil.
Water: Must show all utilities on the site plan. Must show the proposed new service for the back
office. Must maintain old meters during construction.
Health: Must continue to meet with the Board of Health regarding sewage disposal issues. Must
comply with the Nitrogen Sensitive Regulations of Title 5. All State and Federal Food
Codes must be met. Submit interior floor plans as soon as possible. This is considered
retail food. Parking over leaching pit needs to be H2O compliant.
Highway: This is a state highway, must deal with Mass Highway regarding curb cuts or closures.
25-year storm drainage needs to be contained on-site. There are parking and parking
access issues on site. Maneuvering on site is a problem. There is a 10' setback for
paving. There needs to be a dumpster on site for trash removal.
Conservation: There are no wetland issues.
Building: Zoning Board of Appeals relief may be needed. This is located in Groundwater
Protection District 2. Lighting needs to be in compliance with the new lighting bylaw.
This is controlled construction.
Planning: Must show signs on plan. Will need approval from the Architectural Review Committee.
The Site Plan Review Committee agreed this will need to come back for a Formal Review.
FORMAL REVIEW: Atlantic Painting &Restoration, 22 O'Connor Road
Steve Mattson presented this application stating it is a proposed 4,000 square feet metal storage building for boats.
25-year storm drainage will be contained on-site. There will be no runoff on O'Connor Road. Refuse will be
stored inside the building. Exterior lighting will be shielded and pointed downward. There will be no dumpster.

No signs are proposed on site. They have added a berm on the paving at the entrance. This is controlled
construction. There will be no alarm system.
Comments:
Fire: Will need fire extinguishers inside the building. If there is an alarm system in the future
it will need a lockbox.
Water: No issues
Health: This building is to be used for boat storage only. No hazardous materials.
Highway: No issues
Conservation: No wetland issues
Building: No issues
Planning: Lighting must conform.
MOTION: On a motion by Bill Quinn, seconded by Bob Canning, the Committee voted to approve the
Formal Site Plan for Atlantic Painting and Restoration.
VOTE: 7-0-0 The vote was unanimous.
FORMAL REVIEW: Ryan M.Weber, 21 Brewster Cross Road
Ryan Weber presented changes to the plan for a project which consists of a two bedroom residence within
additional 1,120 square feet of office space and a walk out basement garage. Weber stated the design has not
changed. He has added a second means of egress.
Comments:
Fire: Need fire detection systems.
Water: Water under retaining wall is not allowed. No plantings are allowed on top of water
service.
Health: Septic under parking will need a letter of justification. There are concerns with the
previous perking results which must be reviewed by the system designer. The storm
water drainage pipe abutting the lot discharges to the wetland the Orleans Board of
Health Regulations require a separation of 50'. Must file for a variance if the septic
system remains where it is proposed.
Highway: Site distance is a problem. 25-year storm drainage needs to be contained on-site. Need
basins connected to a leach pit.
Conservation: This is in front of the Conservation Commission at this time regarding the wetland
delineation.
Building: Must show the floor area ratios. Must show the required area for apartments.
Planning: Lighting must be in compliance. This will need to go before the Architectural Review
Committee.
The Site Plan Review Committee agreed this will need to come back for another Formal Review.
INFORMAL REVIEW: Brooks Pharmacy, 130 Route 6A, Orleans, MA
This will be a reduction of parking because it is a change from a restaurant to retail. They are working with the
Board of Health on septic issues. There will be no changes to the traffic access. They have obtained approval

for all signs from Architectural Review Committee. They will be moving the entrance of the store away from the
street.
Comments:
Fire: Permits are required for sprinkler alterations. Alarm notification devices will have to be
upgraded to be ADA compliant. Need to submit a fire extinguisher plan at permit
process time. The building is fully sprinklered. Handicapped parking spaces are not
allowed on an incline.
Water: Existing water service is adequate.
Health: If the total daily sewage flow of the property is over 10,000 gallons per day will require
DEP review, if the property's daily sewage design flow is under 10,000GPD the sewage
disposal issues will fall under local review, we need to obtain these calculations. Need
floor plans as soon as possible for retail food products.
Highway: This is a reduction in the use of the plaza. Need handicapped parking spaces. There are
concerns with people crossing from the parking lot to the store.
Conservation: No wetland issues.
Building: This needs to be controlled construction. May need to go before the Architectural Access
Board.
Planning: This application will need to go before the Zoning Board of Appeals regarding the
transparency bylaw(windows on street front).
The Site Plan Review Committee agreed this will need to come back for a Formal Review.
INFORMAL REVIEW: TONN, Inc., 6 West Road, Orleans, MA
Todd Thayer presented this application proposing the redevelopment of an existing site with a 7,200+square feet
retail building and the possibility of 2 or more apartments on the second floor. This is an existing building which
was built in 1960. These are two separate lots, but get one tax bill. It is in separate ownership. They will remove
the hydraulic lifts and close out spilled oil case with DEP.
Comments:
Fire: The apartments would need an alarm system. This may require sprinklers depending on
the occupancy. This building will need fire extinguishers.
Water: Old water service will need to be cut and capped. Bring in new water to the building.
Health: Floors drains must be abandoned. Need Hazardous material non-compliance from DEP.
Depending on the number of apartments,proponent may have to provide trash pickup and
secured entrances into the apartments.
Highway: 25-year storm drainage needs to be contained on-site. Traffic issues with West Road—
maybe they could join the bank for a common access. Solid waste must betaken care of
on site. There needs to be a dumpster on site.
Conservation: No wetland issues.
Building: Four or more apartments will need a sprinkler system. This will need a special permit
from the Architectural Review Committee. Need buffer plantings between buildings to
the condominium association. Curb cuts don't meet the bylaw. Need 1 tree per 8 parking
spaces. Need a bike rack per 20 parking spaces. Need a perimeter plan.
Planning: This could be a 40B proposal if more than 2 apartments. Will need to provide open
space.
The Site Plan Review Committee agreed this will need to come back for a Formal Review.

MOTION: On a motion by Bill Quinn, seconded by Todd Bunzick, the Committee voted to approve the
minutes of May 19, 2004.
VOTE: 7-0-0 The vote was unanimous
