Mayor Failace asked Attorney Coughlin to speak to the Council in reference to the Linden Transfer Station, about our asking for interested party status. Attorney Coughlin said that is why he prepared a letter asking that specifically that the Borough generally granted that status, which will allow the Borough to keep on top of developing issues as they go along. There is no formal applications given. Clerk's Office - May 2000. At approximately 7:10 p.m., Councilmember Fazekas was noted present. MATTERS FOR DISCUSSION: 2 APRIL 27, 2000 Bond Ordinance #00-17, Tabled. Mayor Failace said to talk about it tonight so they can do whatever they have to do next week. He then asked what the problem was. Bond Ordinance #(X)-17 Councilmember Santoro asked what length of time they were looking at. . Mayor Failace and Nick Goldsack said for a million dollars for ten (10) years. Nick Goldsack said based on the interest rate they would go out for the bans. He said they would not start making principle payments until after the fifth year upon bond anticipation notes. You only have interest payments for the first five (5) years. Councilmember Santoro asked based on the figures what would the interest be. Mayor Failace said they are looking at approximately a point and one half a year. Councilmember Santoro said her concern is that some of the items wouldn't have a ten (10) year life expectency. She suggested maybe it would be better to pay some of them from the budget than to pay additional interest on it for a ten (10) year period. She then said in reference to the Fire Truck, she called the gentleman back on Wednesday in Trenton, from the DCA, to see if he could help us and he wasn't there. She said that is an option, if they could do something better for us price wise it would make sense to use them. Mayor Failace said when they bought the first truck they looked at the MCIA and it did not come out better for us. Nick Goldsack said the only thing the ordinance does is to authorize the Borough to go out. If in the interim we have something more viable than this then they can cancel that portion of the Bond Ordinance. We don't have to use it, it just puts the credit line out there. Councilmember Santoro said she wants a list put together of what we are using, not what we can juggle in and out on the items. Councilmember Crilley asked if they designate $400,000.00 in this bond and we get a grant for the Fire Truck for part or all of it he asked if that money then can be used for another purpose. Nick Goldsack said they could amend the ordinance and use it for something else or cancel that portion of the ordinance out. Councilmember Santoro asked about the removal and replacement of the undergound storage tank, if that was depleted or would they be coming up with a couple more later on. She asked if the $1l0,000.00 will be the depletion. Underground Storage Tank 3 APRIL 27, 2000 Nick Goldsack said the $80,000.00 has already been done. The $1l0,00.00 is for the above ground sewage tanks. Fire Truc.ks Councilmember Quinones asked about getting Fire Trucks. Mayor Failace said if there is something left over that is fine, but his position is he doesn't want to hold this bond up. The bottom line is to get it in place and get it done. Sewer Bond Councilmember Santoro asked what we were doing about a sewer bond. Mayor Failace said if need be we will, but, we are not doing anything right now. Councilmember Santoro said they have been talking about it and it is something we do have to do pretty quickly and questioned if we could find out what we need to do before we make a decision. Nick Goldsack said two million thirty five thousand dollars is necessary for the sewer, based on the engineer's report and this is based on the Borough needs, with respect to Public Works, Parks Department, Police and Fire Departments and various other departments as far as their needs for Capital Projects. Councilmember Santoro said we are looking for a two (2) million dollar bond as far as the sewers and a one (1) million dollar bond for this now. Nick Goldsack said the sewer bond is a self-funding bond. The sewer fees pays for those bonds. All present spoke on this for a short while. Nick Goldsack said his recommendation is that the Ordinance be read as is, because if we change it then we will have to get Bond Council to amend this ordinance again, to re-vamp it. If there is anything that the Council wishes to cancel out then we could do that by resolution. Councilmember Crilley asked ifit was advertised. Attorney Coughlin said they are talking about introducing it as is and then amending it subsequently. Bond; Re: OJrnputecs Councilmember Santoro asked if the $65,000.00 finished the bond in reference to computers back in November. Councilmember Fazekas said the $65,000.00 was taken for the Library so that money will be for part of the hook up between some of the buildings. Councilmember Santoro asked if that completed everything. 4 APRIL 27, 2000 Councilmember Santoro said she would like to meet to review proposals for Borough Hall. They decided to have only three (3) people meet in the Library at 7:00 P.M. on Wednesday. She then asked if we could get a schedule for the whole Council for the Turnpike Meetings for when and where they are. Borough Hall Councilmember Quinones said she passed around some flyers in reference to grass cutting. Then she went on to say she wanted to discuss the hiring of three (3) officers but thought it would be more appropriate to discuss it in closed. She spoke about grants that could be used to hire them. Hiring New Police Officers Councilmember Crilley said he is getting complaints from the people who are taking advantage of the YMCA Exercise Programs that are being held upstairs in the Hot House. He said the women are not happy there. 'ftCA Nick Goldsack said they made a commitment to them that as soon as the Seniors were moved over to the New Community Center we would provide scheduled facilities for them. Councilmember Crilley asked if there was anywhere in the meantime. Councilmember Fazekas said he would check with St. Elias Church and Councilmember Crilley said he would check with St. Joseph Church. Attorney Coughlin said he got out the latest version of the Towing Ordinance and he passed it out. He said he and Nick met with the towers to obtain their input and this reflects those changes and he revised it and sent it out and gave them a month to look at it. He said where the highlights are is where the Council should be aware of . He said the current ordinance provides for a list of ten (10). Anyone who could meet the criteria of the ordinance, most significantly the response time, would be eligible to get on the Towing List. It also establishes a Heavy Duty Towing List. This ordinance creates two (2) separate lists. There is some rate increases in there. There is also a remedy on the list for people who didn't get some weeks that they would have gotten because of it being carried. Towing Ordinance Mayor Failace said for the Council to review it and if there is no problems they can put it on for Thursday. Attorney Coughlin said unless there is a strong objection to doing it. He said he had talked to Sergeant McFadden and he thought it was fine and needed no changes. He said they do need to carve out a process for putting titles on the vehicles, but that is not included here, so in some point subsequent to that you will probably have to amend it. He then said on another subject, Nick Goldsack just got a copy of the Metrocom Agreement. He said if we recall we had Tabled consideration of that agreement because of the fact that there was the possibility a change in the rate structure, which 7 APRIL 27, 2000 Towing Ocdinance Continued Abandoned Buildings Library Drug Polic.y Head Start would provide for a franchising fee which was significantly more than the draft that we had. It is his understanding through the counsel for Ricochet, that in fact this agreement that was given to Nick is reflective of a agreement that has been worked out at the League of Municipalities. They put together a sample agreement and he asked them for a copy of it. Their attorney said this was included in it an she indicated that Councilman Fazekas has been in touch in terms of utilizing the services they are going to provide and that he thought it might be beneficial and he said copies will be provided for them. - Councilmember Santoro asked about abandoned buildings. Councilmember Crilley said he has a list of all the abandoned buildings from Mr. Neibert and he told him it is up to the Council, what they want to do. Councilmember Santoro asked about maintaining vacant land. Councilmember Crilley said it is identified in a letter that was given to them. He said Councilmember Sohayda should get a copy of it and pass it on to Ted Surick so they are sure it is maintained over the summer. Attorney Crilley asked about the keys to the various doors at the Library Building. Councilmember Santoro said to get some made and then they could move the people in there. Nick Goldsack said the Assessor's Office does supply to Ted Surick and Bobby Kately a list of Borough owned properties on an annual basis to make sure they are maintained. He said he thinks Bobby Kately has the list. Mayor Failace asked Attorney Coughlin where they were at with the Drug Policy. Attorney Coughlin said he had a couple of conversations with Paul Mercatanti with regard to that and he didn't think he had any real problems with it and he was going to make some comments and he hasn't gotten those yet. Mayor Failace said to please get them because he wants to move forward. He then went on to say he and Nick met with Carol Thomas from Head Start the other day and the Jewish Community Center has offered their building for Head Start if necessary, for maybe a small fee. Carol Thomas doesn't think they could use it for Head Start but can use it for some Head Start Programs and so they are looking into that now. He told him that Carteret has not gotten their fair share in the past from the County with finances that could be used for various programs through Head Start which he is going to work with him on. They have another meeting set up in another week or so. He is looking for a couple of Borough 8 APRIL 27, 2000 Councilmember Fazekas said no there is more. He said one of the problems he has moving ahead is with the (inaudible) 2000 system. They are still going through the aches and pains of a new system. The state hasn't approved the NCIC 2000 so that they could move ahead with the MVP. That is another additional $75,000.00 to $100,000.00. He then said he wanted to move ahead with the imaging documenting because there is files that need to be addressed. He also said the telephone system has to be set up. He spoke on that he just had a new financial system put in. Bond; Re: OJrnputers Councilmember Crilley said they should address all that when they decide what they are going to do with Borough Hall. Councilmember Fazekas said he wants to address the archiving and taking the files out because they have to take them out anyway. He said that some of the $65,000.00 would be used for that and it will cover but we also have to move forward with the telephone systems to the existing locations, the Police, the Annex and the Firehouse. The Mayor asked ifthat was in the original budget. Councilmember Fazekas said it was. He said he will re-evaluate the Fire Department and submit to the Council two (2) other costs on Monday. Councilmember Santoro asked about abating Borough Hall and all present spoke on it for a short while. Councilmember Quinones said after the DCA and P.O.S.H.A. comes in then Tiffany Bater can make a recommendation if we have to evacuate and that can be substantiated or negated by the state and if that happens we will deal with it then. Agreement - R. Talalai - Attorney Coughlin said he had reached out to Lieutenant Talalai today but he said he believed that Councilmember Quinones had gotten some comments back from him. R. Talalai Councilmember Quinones said she thought it might be better to address that in Closed Session. Local Assistance Board - a)Re-appointrnent of Director. b) Change of Name to "Department of Social Services. Local Assistance Board Mayor Failace said they talked about it and it was agreed to. Works Stanley Gorecki Nancy M.Ilowski Resolution #00-135 BUSrmss 10 BE ADDl'D Health Depactment Building Grant New Camunity Center Board of Health - Two (2) vacancies. Mayor Failace said to call Ellen Ransdell because she has the names. Director of Public Works - Ordinance establishing position and salary. The Governing Body decided to have a Special Meeting to discuss this. Mayor Failace asked for the Special Meeting to be at 7:00 P.M. before the next scheduled Council Meeting. Stanley Gorecki - Property improvements. Mayor Failace said Nick Goldsack just advised him that there may be a legal problem with this so they will discuss it in Closed Session. Nancy Mulowski - Personnel Matter. Mayor Failace said they will discuss this in Closed Session. Resolution #00-135/Tabled 4/24/00- Re: Authorizing Bids for Carteret Park Improvements. Councilmember Crilley said to leave that Tabled until they do the Bond Ordinance and until the Engineer and himself are still working on what exactly we are going to do. BUSINESS TO BE ADDED: Councilmember Fazkeas said he met with the Health Department. Weare going to automate that so they could eliminate a lot of their manual efforts. They need document imaging. He then asked if anyone has talked to them about what facilities they could use in the Community Center. Councilmember Santoro said she will go to the next Board of Health Meeting. Councilmember Fazekas said in reference to the grant for the building do they have any deadlines. Councilmember Santoro said they wouldn't give us any time until they set the meeting up. Councilmember Santoro asked about the New Community Center. Councilmember O'Brien said he was over there today and he spoke to Attorney Coughlin about sending a letter to Serenity. The temporary certificate of Occupancy expired yesterday and Tony Neibert was going to look at it today. There is a lot of work not done. Mayor Failace said in reference to that he spoke to Potter and they will talk about it in Closed Session. 6 owned properties in the Chrome Section. They will get the funds to rehabilitate those properties:R won't cost us a penny. They will get a ratable on it. They will do it through MCEOC. He told Nick to get a couple of properties and see what they can do with it and talk to him some more because he thinks this is something that can be great. He can rehabilitate those properties through the MCEOC for free. He said they are also interested in the rehabilitation of lower Roosevelt Avenue. There will be programs for minority business people to move in there. He then said that Catholic Charities have been talking about the Health Building partnering with them. He then went on to say that he, Nick, AI, Eric and Jim Mancuso, who is Chairman of the Planning Board and John DuPont went down to visit and meet with the Turnpike Engineer and Assistant County Engineer and approximately seven (7) or eight (8) other people, in reference to our problem with the Turnpike. They had four (4) alternates to try to remedy the problems and he spoke shortly on this. He said they have not finished their assessment and it will probably not be done until the end ofthe year. Councilmember Santoro asked about Bellemead. Mayor Failace said the County basically said Bellemead is dead. He said he had a meeting with them a while ago and they have another one coming up so he will be speaking to them shortly. Mayor Failace said that they would be going into a Closed Session for Litigation and Personnel Upon MMS&C by Councilmembers Crilley and Santoro RESOLUTION #00-139 "RESOLUTION TO GO INTO CLOSED SESSION" was Adopted. Upon individual roll call vote Councilmembers Crilley, Fazekas, O'Brien, Quinones, Santoro and Sohayda voted in the Affirmative. At approximately 8:40 P.M. a Closed Session was held. Upon MMS&C by Councilmembers Quinones and O'Brien and unanimous affirmative vote of the full Council present, this meeting was again opened to the public at approximately 10:19 P.M.
