The Agenda Meeting of the Mayor and Council of the Borough of
Carteret, preceding the Regular Meeting June 1, 2000, was held on
May 25, 2000, 7:00 P.M., Municipal Court/Police Facility, 230
Roosevelt Avenue, Carteret, New Jersey.
The following were noted present:
Mayor Failace
Councilmember Crilley

" O'Brien
" Santoro
Noted Absent was Councilmembers Quinones and Sohayda.
Also noted present was Borough Attorney Craig Coughlin.
Mailed to The Home News Tribune, The Star Ledger and posted
on the bulletin board on May 19,2000.
Tony Neibert - He spoke about Permit Fees and the elimination of
Permit Fees for Senior Citizens per the request of Mayor Failace.
At approximately 7:05 P.M., Councilmember Quinones was noted
present.
Mayor Failace said our income in the Building Department is great
and <: owe our Senior Citizens the elimination of the Permit
Fees.
Mr. Neibert then spoke on two other subjects, one was that he had
received an application from the Board of Education to put up a
1500 square foot storage building by the stadium and they also
received another permit application which is talking about
installing an ejector system for a pumping station for a sewage
problem. He said this would also need Zoning Board approval.

ORDINANCES
Mayor Failace said they can have a Special Meeting to get this
done because it is important to move forward on it.
Tony Neibert said he would request the Special Meeting and then
he went on to say he had received a letter from the DCA that there
is not to be anymore permits issued for fences under six (6) foot.
He asked for a revision to Zoning Permits, 160 -46.
Councilmember Santoro asked Attorney Coughlin ifhe had the
Ordinance about abandoned buildings.
Attorney Coughlin said he would fax it to Tony.
Councilmember Santoro said they had spoke to Tony about
different options, if they should have to move out of Borough Hall,
for the Building Office. She suggested he could use some of the
revenues he has coming in for the move.
Borough Engineer - Al Beninato gave his report. He spoke about
Municipal Projects, Town Center Revitalization Project - Contract
No. 99-21, Water Main Extension & New Hydrant, Underground
Storage Tank Removal - Contract No. 00-01, Cooke Avenue
Sewer Rehabilitation & Pershing Area Sewer Separation -
Contract No. 00-02, NJDEP Sewer System Status Report, Illegal
Connection Identification & Infiltration/Inflow Reduction
Program, Dorothy Street Pumping Station Upgrade, Miscellaneous
Drainage Problems and Road Projects, NJDOT Year 2001 Trust
Fund Applications.
Councilmember Crilley asked about bids for the Basketball and
Tennis Court, when they are due back.
Al Beninato said the specifications are just being prepared.
Councilmember Santoro asked about the structural report on the
Fire House.
Al Beninato said he took a look at it.
All present spoke on this.
Mayor Failace said he thought they should review it and move on
it as soon as possible.
Councilmember Santoro spoke about a mason wall at the Police
Department.

Monroe Township-a) Resolution requesting state to share a portion
of the "Tobacco Money" with municipalities that utilize the state
medical insurance plan for their employees.

MATTERS FOR DISCUSSION:
PMK Group -Requesting additional appropriation, $1,720.80. The
Clerk said this was held from another meeting and she would
check with Nick Goldsack on this.
Helmer, Kassel & Stowell, Esqs. - Agreement and Stipulation of
Settlement. Re: McFadden, et al v. Borough ofCarteret. The Clerk
said a resolution was needed on that.
James Clarkin Esq. - Requesting Professional Service Resolution,
$1500.00, Re: Review of Planning Board's approval of 160 Garden
Apartments _ Atlantic Realty Development Corporation. Mayor
Failace said this was okay to be put on a resolution.
Earth Tech Inc. - Requesting resolution authorizing execution of
Statement of Consent for Treatment Works Approval and
Discharge Elimination System Permit, Re: Phillips Petroleum Site.
This was held for the Engineer to look at.
County of Middlesex - Public Hearing, 7/13/00, Re: Lower
Raritan-Middlesex County, Water Quality Management Plan.
Requesting a resolution of consent. A copy of this was given to the
Engineer.
Mike Bucsak - AFSCME Local #2291 requesting a hearing, Re:
Grievances. This will be discussed in a Closed Session.
Municipal Clerk - Personnel Matter. This will be discussed in a
Closed Session.
Police Director - a) Requesting appointment of Paulette Holmes -
Police Records.
b) Requesting appointments of James Russo and Karen Shirley-
FT Dispatchers.
c) Requesting appointment of Colleen Jameson and Karlton Davall
- PT Dispatchers.
Police Officer - Appointments. This and all the above Police
Department Appointments will be discussed in Closed Session.
BUSINESS TO BE ADDED:
Councilmember Santoro explained that the other day they had a
meeting at the Library with Potter. Tony Neibert was also there.
They now faxed over a Punch List.

Attorney Coughlin said he put together a letter and then
commented that Serenity had been there.
Councilmember Santoro then said that Trenton would be calling
when they would be coming up to Borough Hall.
Coun~Jlmember Quinones spoke about an Intergovernmental
Program, from which we want to hire an experienced Police
Officer. She explained the only way they could do that is to change
the residence ordinance. She also asked for a request to adjust the
rate of pay for officers who work the court sessions. This would
need to be done before their contract is finalized. She said it could
be paid on overtime or off duty.
Attorney Coughlin said Jim McGovern said he expects a draft of
their contract by next week. He said they would have to negotiate
any changes to it.
Mayor Failace then spoke about Firearms's Day and then he said a
Directive was put out for marching in the parade and no one has
signed up for it.
Attorney Coughlin said he got an agreement from Jim Clarkin in
reference to Port Carteret, who will be making a voluntary
contribution to the Borough of Carteret.
Councilmember Santoro questioned if they have hired an attorney
for the Redevelopment.
Mayor said they are in the process of hiring a Planner, which they
need first and then they will move forward.
Attorney Coughlin said Councilmember Santoro had asked him to
talk to the Avenel Locksmith about the locks. The Locksmith
suggested for us to let him have the opportunity to make another
inspection and check the locks again and see what they need.
Maya Failace asked the Councilmembers to march in the parade
on Sunday.
Mayor Failace then asked for a motion to recess the Agenda
Meeting to go into a Special Meeting.
Upon MMS&C by Councilmembers Crilley and Quinones and
unanimous affirmative vote of the five (5) Councilmembers
present this meeting was Recessed into a Special Meeting at
approximately 8:00 P.M.

Upon MMS&C by Councilmembers Quinones and O'Brien and
unanimous affirmative vote of the five (5) Councilmembers
present, this meeting was Reconvened at approximately 8:02 P.M.
MEETING CLOSED
Upon MMS&C by Councilmembers Quinones and Crilley and
unanimous affirmative vote of the five (5) Councilmembers
present this meeting went into a Closed Session at approximately
8:03 P.M.
