HomeMy Public PortalAbout2019-06-26 Housing MAHT Watertown Town Council Committee on Human Services Councilor Palomba, Chair, Councilor Bays, Secretary,Councilor Falkoff, Secretary Committee Report Joint Meeting of Town Council Committee on Human Services and the Watertown Housing Partnership June 26, 2019, 7:15 PM In attendance were Councilor Palomba, Chair; Caroline Bays, Vice Chair; Susan Falkoff, Secretary; Councilor Lisa Feltner, Andrea Adams, Senior Planner, Fred Reynolds, Housing Partnership Chair, Elodia Thomas, Community Preservation Committee Chair, Jonathan Bockian, CPC Member, David Stokes, Stormwater Advisory Committee Chair, and Shelly Goehring of the Mass Housing Partnership. The purpose of the meeting was to learn more about Municipal Affordable Housing Trusts from Shelly Goehring of the Mass Housing Partnership. Her Power point slides are attached to these minutes. MGL Chapter 44 Section 55c gives municipalities the right to establish a Municipal Affordable Housing Trust (MAHT) Fund in order to provide for the creation and preservation of housing for the benefit of low and moderate-income households. There are currently 112 MAHTs in Massachusetts. A MAHT is a public entity that is managed by a Board of Trustees with representation from the Executive and Legislative branches of the municipality as well as community members. The Trust can accept funds from the Community Preservation Act and from other sources that may include zoning fees collected in lieu of creating inclusionary zoning units, free cash, cell phone tower lease payments, etc. The parameters of a given MAHT are set by ordinance and communities differ in their structure. In Cambridge, 80% of CPA funds are put into the Trust annually. In Somerville, the figure is 45% and in Grafton, 10%. The Trust must track each source of funding separately and be sure that all rules of each source are followed for that source's portion of the fund. An advantage of a MAHT is that it can make timely decisions; if a property becomes available, the Trust does not need to return to the community's legislative branch (i.e. Watertown's Town Council) for approval before the money can be spent. Ms. Goehring recommends that when establishing an MAHT, a community begin by determining community needs, setting priorities and creating benchmarks. She presented some examples of how communities have set up the fund. In some cases, a Housing Partnership is folded into an MAHT; in others, two separate entities remain. In some cases when the two entities are kept separate, Housing Partnership reviews projects for consistency with a community's Inclusionary Zoning and does general "affordable housing" advocacy while the MAHT focuses on creating and preserving affordable housing . Ms. Goehring gave many examples of how MAHT funds have been used, under the categories Acquire [land], Create [housing], Preserve, and Support. Not only can new affordable units be created, funds can be used to preserve affordable housing in cases of expiring restrictions on units (currently there are none in Watertown) as well as fund tenant support such as rental assistance. In order to be effective the Board members of the MAHT should have very delineated roles and work well together.
