WHEREAS, the Lynwood City Council, pursuant to law, conducted a public hearing
on November 18, 2003 on Zone Change No. 2003 -04; and
WHEREAS, the Lynwood City Council has carefully considered all oral and written
testimony offered at the public hearing; and
WHEREAS, the Lynwood City Council has determined that an CF (Community
Facilities) zoning designation for the subject properties would be consistent with the
General Plan Land Use Map and the goals and policies of the General Plan Land Use and
Open Space Elements; and
WHEREAS, the Development Services Department has determined that the project
may have significant impacts, however, mitigation measures have been incorporated into
the project to reduce potential impacts to a level of insignificance thereby protecting the
public health, safety and general welfare. An Initial Study was performed and Negative
Declaration prepared.
Section 1. The City Council of the City of Lynwood hereby finds and determines
as follows:
A. A CF (Community Facilities) zoning designation of the subject properties
would be consistent with existing development and compatible with
surrounding land uses and development in the vicinity.
B. The CF (Community Facilities) zoning designation is consistent with the
Open Space designation in the General Plan Land Use Map.
C. The CF (Communities Facilities) zoning will be consistent with goals and
policies set forth in the Lynwood General Plan Land Use and Open Space
and Conservation Elements.

D. The CF (Community Facilities) zoning designation will not be detrimental to
the properties surrounding the site and would not negatively impact the
public health, safety, or general welfare.
Section 2. The City Council of the City of Lynwood, based upon the
aforementioned findings and determinations, hereby approves Zone Change No. 2003 -04.
Section 3. The City Clerk of the City of Lynwood is hereby directed to certify to
the passage and adoption of this Ordinance and to cause it to be published or posted as
required by law.
First read at a regular meeting of the Lynwood City Council held on the 18th
day of !November , 2003 and adopted and ordered published at a regular meeting
of said Council held on the 3rd day of Q _cenber 12003.
