AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF LYNWOOD
AMENDING TO SECTION 7 -28 TO THE LYNWOOD MUNICIPAL CODE
WHEREAS, vehicles left parked on public streets for long periods of time
create an inconvenience for shoppers by monopolizing available parking spaces;
and
WHEREAS, the City by imposing a nominal charge for the privilege of
parking vehicles on certain streets and commercial areas may recover in part
revenues required for the maintenance of such streets; and,
WHEREAS, the City finds and declares that the volume of traffic in certain
sections of the City has the effect of congesting the streets and impeding the
movement of traffic; that numerous operators, absent any restrictions and
regulations for regulating traffic, do park for unreasonably periods of time on the
congested parts of the City's business streets; that such practice impedes and
prohibits the rights held in common by other members of the public to use the
streets of the City of Lynwood in the congested portions of the City; and that the
employment'of parking meters and the enforcement of parking restrictions will
reduce the number of employees required to regulate traffic and parking in
congested areas. The City Council therefore declares the necessity and public
policy of establishing restricted parking districts, designating individual parking
spaces in said area, restricting parking in said areas to reasonable intervals of
time. It is reasonable that operators of vehicles who enjoy the use of parking
spaces so designated shall be required to pay a portion of the costs of
establishing, maintaining and regulating the use of such parking spaces.
