AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF LYNWOOD APPROVING ZONE CHANGE NO. 2004-
01 CHANGING THE ZONING DESIGNATION FROM R -3
(MULTIPLE- FAMILY RESIDENTIAL) TO PRD (PLANNED
RESIDENTIAL DEVELOPMENT) IN ORDER - TO
CONSTRUCT FOUR (4) DETACHED SINGLE - FAMILY
RESIDENCES ON PROPERTY LOCATED ON THE
NORTHWEST CORNER OF FERNWOOD AVENUE AND
BIRCH STREET, FURTHER DESCRIBED AS ASSESSOR
PARCEL NUMBER 6173- 006 -900, CITY OF LYNWOOD,
COUNTY OF LOS ANGELES, STATE OF CALIFORNIA.
WHEREAS, the Lynwood Planning Commission, pursuant to law, conducted a public
hearing on May 11, 2004 on Zone Change No. 2004 -01 approved the application; and
WHEREAS, the Lynwood City Council has carefully considered all oral and written
testimony offered at the public hearing; and
WHEREAS, the Lynwood City Council has determined that a PRD (Planned
Residential Development) zoning designation for the subject property would be consistent
with the goals and policies of the General Plan Land Use and Housing Elements and would
be appropriate for a multi - family residential project; and
WHEREAS, the Development Services Department has determined that the project
is categorically exempt from the California Environmental Quality Act (CEQA) Guidelines
pursuant to Section 15303(b).
Section 1. The City Council of the City of Lynwood hereby finds and determines
as follows:
A. A PRD (Planned Residential Development) zoning designation of the subject
property would be consistent with the General Plan Land Use Map.
B. The PRD (Planned Residential Development) zoning designation is
consistent with existing development in the vicinity.
C. The PRD (Planned Residential Development) zoning will be consistent with
goals and policies set forth in the Lynwood General Plan Land Use and
Housing Elements.
D. The PRD (Planned Residential Development) zoning designation will not be
detrimental to the properties surrounding the site and would not negatively
impact the public health, safety, or general welfare.
Section 2. The City Council of the City of Lynwood, based upon the
aforementioned findings and determinations, hereby approves Zone Change No. 2004 -01
changing the zoning designation for Assessor Parcel Number 6173 - 006 -900 from R -3
(Multiple - Family Residential) to PRD (Planned Residential Development).

Section 3. The City Clerk is hereby directed to certify to the passage and
adoption of this Ordinance and cause it to be published or posted as required by law.
First read at a regular meeting of the City Council held on the 15th day of
June , 2004 and adopted and ordered published at a regular meeting of
said City Council held on the 6th day of July , 2004.
