HomeMy Public PortalAboutSPRC Minutes 2003-10-15 SITE PLAN REVIEW COMMITTEE October 15, 2003 —Minutes A meeting of the Site Plan Review Committee was called to order at 10:00 a.m. on October 15, 2003 in Meeting Room A, Orleans Town Hall. Departments Present: George Meservey(Planning) Bob Bersin(Highway); Bob Canning (Health); Bill Quinn(Fire); Chuck Medchill(Water). INFORMAL REVIEW: Tool Sharp (Paul Carlson) —Corner of Finlay Road, Orleans, MA 02653 Mr. Carlson proposed to add an addition to an existing tool sharpening business. Comments: Fire: No fire department issues. Health: No floor drains. Need a Formal Site Plan. Water: Utilities will need to be shown on the plan. Highway: 25-year storm drainage must be contained on-site. Paved apron. Planning: Need shielded lights MOTION: On a motion by Bob Canning, seconded by Bill Quinn, the Board voted to waive the Formal Sight Plan review. VOTE: 5-0-0 The vote passed unanimously. FORMAL REVIEW: Kurt Martin - 63 & 69 Rayber Road, Orleans, MA 02653 Proposed construction of 2 commercial buildings to house a total of nine (9)bays and four(4) dwelling units. A total of 27 parking spaces will be provided to two (2) gravel parking areas. A common driveway is proposed. The Conservation Commission has approved the site plan. The Open Space to be a fenced in play area? Comments: Fire: Drainage and septic must be T-20 components. No gasoline storage. Health: Additional test holes are needed for the septic system reserve area. No floor drains allowed in the buildings. Caution must be given to the location of the individual water service in relation to the sewer line. Septic systems under parking lot— engineer must demonstrate that this is an unavoidable condition. With regard to site plan considerations the parking is straddling the lot lines. The dumpster for 14B is located on 13B. Raised concern that the access to Lot 13B is located on Lot 14B. Highway: Highway area must be paved. Trash on site? Where is it going to be disposed of? Water Need utilities separated from the water lines. Meter questions. Will they be separate fro all units? Planning Lights to be shielded. Got to Planning Board to waive parking setbacks. Site Plan Review Committee October 15, 2003 Page 1 There was a motion to approve subject to conditions, by Bill Quinn. Withdrawn. There was some concern about future sale of one of the parcels affecting parking and the driveway. Committee agreed to defer this issue to October 29, 2003 pending review by town counsel, of issues related to the two parcels remaining separate. MOTION: On a motion by Bill Quinn, seconded by Bob Canning, the Board voted to continue the Formal Site Plan Review on October 29, 2003 at 10:00 a.m. VOTE: 4-0-1 The vote passed by a majority.
