HomeMy Public PortalAbout2000/09/14 The Agenda Meeting of the Mayor and Council of the Borough of Carteret preceding the Regular Meeting September 20, 2000 was held on September 14, 2000, 7:03 P.M., Municipal Court, Police Facility, 230 Roosevelt Avenue, Carteret, New Jersey. The following were noted present: Mayor James A. Failace Councilmember Fazekas " O'Brien " Santoro Noted absent was Councilmembers Crilley, Quinones and Sohayda. Also noted present was Borough Attorney Craig Coughlin and Jim McGovern Esq., Sy Bosco, Chris Elg, Captain Pieczyski, Greg Denton, PBA President, Robert Terebetski, Wayne HundermaIm, Detective Stroka and Lieutenant LaPoint. Mayor Failace stated that they had to go into Closed Session. There was to of been a Grievance Hearing at 6:00 P.M., but all the Councilmembers were not able to be here, so we are going into Closed to hear the Grievance and then we will open up again, going back into our Agenda. RESOLUTION #00-302 was introduced by the Mayor and referred to the Council for action. Upon MMS&C by Councilmembers O'Brien and Fazekas RESOLUTION #00-302 "RESOLUTION TO GO INTO CLOSED SESSION" was adopted. Upon individual roll call vote, Councilmembers Fazekas, O'Brien and Santoro voted in the affirmative. Councilmembers Crilley, Quinones and Sohayda were noted absent. At approximately 7:05 p.m. a Closed Session was held. Eric Betz gave his report for Killam Associates. He spoke on MUNICIPAL PROJECTS: I. The Town Center Revitalization - Contract No. 99-21, He explained that the contractor plans to progress in a timely manor and is scheduled to complete the project by the middle of October. He spoke on 2. The Abandonment of Underground Storage Tanks at Various Sites - Contract No. 00-01. - Per the Borough's request they have requested a proposal from Target Environmental Co., Inc., the contractor for the UST contract, for the furnishing, installation and removal of a temporary fuel oil storage tank to serve the Police Headquarters/Municipal Court Building. He spoke on SEWER FACILITIES: I. Illegal Connection Identification & InfiltrationlInflow Reduction Program: Upon further internal inspection under Contract No. 00-06 with the cooperation of the Borough Sewer Department, forty-seven (47) illegal connections were confirmed. He spoke on, 2. Sabo Street Pump Station Replacement and Sanitary Sewer System Improvements - Contract No. 99-13. The contractor Ace Manzo, Inc. & D. Manzo and Son Inc. is progressing on schedule with the work under Contract No. 99-13. Mayor Failace said he had received some complaints from the residents about the noise from the generators running all night and the odor from the fuel they are using. Eric said the electric is being connected tomorrow. He spoke on, 3. Sanitary Sewer Manhole Rehabilitation Phase I - Contract No. 99-19 , the contractor, Vangelis Construction began contract work on Friday of last week. He spoke about ROAD PROJECTS: 1. Improvements to Hagaman and Sycamore - NJDOT Trust Fund - An Grant extension request has been submitted to the NJDOT for consideration which 2 included the Borough Resolution authorized at the last Council Meeting. Councilmember Crilley asked if this would preclude us from getting money this year because he was afraid they would said they didn't use their money last year. Eric said no, if they didn't go for an extension it would be different. He spoke on , 2. Industrial Road Extension Project - Federal Grant. Their office has been communicating with the Borough, the proposed developer, OENJ Cherokee and their consultants with regard to the extension of Industrial Road into Woodbridge Township. Mayor Failace said this has to be done but we don't have the grant money yet. Councilmember Fazekas was noted absent at 8:40 p.m. and present at 8:44 p.m. Councilmember Santoro asked Eric Betz from Killam about the road being opened by the Water Company in so many places, who would check to see if the road was closed properly again. Eric said the Water Company and their contractors and the DEP. The Borough has a bond from the Water Company. He said this was just a temporary repair. Councilmember Sohayda said he made a right hand turn by Columbus School and the men with the yellow trucks were working and there was no flag man there, where the hole was dug, no police officer, just the truck next to the hole and all the little children were coming out of school. Eric said they are not expecting the job. Eric said he went to the ADA County Seminar today in Edison. He said he would like to set up an interview with the Board for the Disabled in reference to this meeting. Bobby Kately said he wants to discuss his budgets. He had asked at the last Agenda Meeting to discuss the status of the budgets of two (2) of the three (3) departments he is in charge of. The Mayor asked first to review the numbers and then he did and last week he, the Mayor and the Business Administrator met in the Mayor's Office and after a brief discussion the Mayor realized that he had been misinformed and misled and he did apologize for the mistake. 3 SEPrEMBER 14, 2000 KIlLAM Cont: CounciImember Fazekas noted present Water Canpany ColunhJs School ADA Seminar R. Kately Cont; PRESmrATIOO MINUl'ES FOR APPROVAL ORDINANCE> He said he should have been given the opportunity to discuss this before it was discussed publicly because it belittled him and the department. So he broke his Park's Budget and Senior Transportation Budget down simple and discussed them. He then commented that the Seniors are afraid that their program is going to be cut. Nick Goldsack, the Business Administrator said he called the people on the list and told them there was no change. Mayor Failace said he would only cut busing if they do not use it. Councilmember Crilley said that only includes the additional runs not the daily ones. Atlantic Realtor - Mayor Failace said they are giving them a plaque for what they did for Chrome Park. July 13 & 27, 2000. First Reading - #00-40 Creating the Position of Director of Public Works. Councilmember Santoro asked if there was a job description there and is it the same as we had a while back. Nicholas Goldsack said it is the Civil Service Job Description for the Director of Public Works. Councilmember Santoro asked what departments would this go over. Nicholas Goldsack said right now it is just establishing his title of the Director of Public Works and that would show in the job description what departments it is over. #00-41 Amending Salary Ordinance #71-9, Re: Director or Public WorkslRecycling Coordinator. Councilmember Santoro said it is a different title than the other and questioned why we were doing it. She said they are combining two (2) jobs because that job title isn't , slash, Recycling, it is just Public Works. Attorney Coughlin said there is already a Recycling Coordinator position that exists. He said the intent is to appoint on a temporary basis for the position of Director of Public Works and Recycling Coordinator, which is only designed because the Recycling Coordinator is temporarily unable to work. He said there is no Civil Service title for that. 4 SEPrEMBER 14, 2000 Councilmember Crilley asked then what the Salary Ordinance they have on was for. Attorney Coughlin said this had been introduced at a Regular Meeting and we will rescind it at a Regular Meeting. Public Hearing Directing the Issuance of Various Raffle Licenses. Business Adninistrator Agreement Mayor Failace told her we would discuss that in Closed Session. Councilmember Santoro asked the hours for the Temporary Clerks for the Recycling. Temporary Clerk's; Recycling Mayor Failace said they would be 9:30 a.m. 1:00 p.m. Councilmember Santoro then asked if it would be hourly. Mayor Failace said the job they are posting for, that was on the next page, was not only that, there is more involved in it. Board of Health - June, July, August 2000. Inspection of Buildings - August 2000. MATTERS FOR DISCUSSION: Town Center Project - Change Orders totaling $31,405.00, Re: Marvec Construction, cost covered by UEZ money. This was already discussed by Killam. Nick Goldsack the Business Administrator said all he has on the Killam Resolutions is to check the Bond Ordinance to see when it becomes in effect because all of those resolutions will be paid out of it. NJ Department of Personnel- Job Posting of Assistant Violations Clerk. One (I) interested. This will be discussed in a Closed Session. Larry Chaya - Letter regarding curb cutouts at various intersections. Mayor Failace said he spoke to Nick when he got this letter and asked him to talk to John Riggio because there is some monies there for curb cutouts. ABC License a#120l-330032-007, Re: Partner's Pub - Mayor Failace asked Attorney Coughlin if the ABC requested us to close this down. 6 Attorney Coughlin said he doesn't think they requested us to close it down but they informed us what they believed was a violation and and left it up to us what action to take. Mayor Failace said he thinks Captain Hojecki was spoken to about it. Attorney Coughlin said he would be giving us some advice in Closed Session about this. Job Posting - Clerk Typist, Recycling. Mayor Failace said they would discuss this in Closed Session. MCUA - Asking Borough to continue agreement, Re: Solid Waste Disposal. Mayor Failace said he thinks we have to do that. He should be authorized to sign that agreement. Nick said basically it is the same agreement we have had with them the last few years , we are getting a discounted rate on the tipping fees. B&W Construction Co. - Emergency Sewer Repair, Re: Irving and Longfellow Streets & Wedgewood Drive. Nick Goldsack said he sent a letter to (inaudible) because there was a question where the catch basin was. It was overlapping on the Parking Lot and he received half the amount of that. Potter Architects - Response to request for certification, Re: Library and Senior/Community Center. This will be discussed in a Closed Session. BUSINESS TO BE ADDED: Councilmember Fazekas said he had a meeting this past week with the Network and the Document Imaging Company. We will receive the hard ware/soft ware, in another two (2) weeks and set up a data base for that Document Imaging and we will cover, starting the beginning of this year with Ordinances, Resolutions and Minutes. He said they were thinking about putting it into the Engineer's Office on the second floor and he also looked at some rooms in the Library. He was supposed to get a meeting set up with the vendor on the phones and then he can give us a cost. He will be setting up a series of meetings with the Board of Education concerning shared services and looking at grants for the network and computer system. Also he has provided the Board of Education with our standards. He then went on to tell Nick Goldsack that he wants to have the Fire Committee Meeting with both the Volunteers and Career. He wants to go over any outstanding issues. They again turned it down. Councilmember Fazekas said once the Document Imaging is in place we will provide a demo for anyone who wants to see it. He will put together times and dates. Councilmember O'Brien asked if once we are all on line if the public will have access to documents. Councilmember Fazekas said if we want them to. Councilmember Sohayda said they are two (2) men short in Streets and Roads. He said there is one (I) transfer and five (5) retirees and six (6) disabilities and we should address this and think about it. He also is asking advice on what they want to do with the twenty five (25) year old truck. He spoke to Vic at the Garage and said he had to hear from Nick Goldsack to have it repaired. We are looking at about $1500.00 to $2000.00 worth of work. Mayor Failace said we won't get a new truck this year so he suggests getting the truck fixed and looking at our budget for next year to get a new truck. Councilmember Crilley asked how much the truck was that they looked at last year at the Streets and Roads Department. He thinks it was $50,000.00 and then he commented that is something they can look at after November 1st. Mayor Failace agreed. Councilmember Sohayda said the Skate Park needs some attention. Mayor Failace said he already talked to Nick Goldsack about it and they will move forward and do what they have to do Councilmember Sohayda said the Leaf Bags can be picked up. Councilmember Quinones said she thinks it was an embarrassment that we had two (2) people sitting outside handing out bags. Councilmember Sohayda said they need temporary help for painting lines. Mayor Failace told him to check how much money he has in his budget. Councilmember Quinones said she will be asking the Council and Police Committee to possibly purchasing some Police Vehicles because we are down two (2). 8 Councilmember Crilley asked Nick to put together a resolution authorizing televising of public Council Meetings. He wants to get a price, put it on a resolution and go forward. He wants this in writing from Comcast. Mayor Failace said he had someone come up to him from the Knights of Columbus. They want to purchase flag holders and flags for Carteret A venue on the islands. He thinks it is a good idea. Mayor Failace said he spoke to Frank Raia the other day in reference to the $560,000.00, of which he got $500,000.00 and he said if they give him the $60,000.00 he will do whatever projects he needs to do that with and he will also put the high fence up in back of Cardinal China, the backstop and the fence around the dug out. He thinks it is worthwhile to do. Councilmember Sohayda wanted to make everyone aware that the stumper we are selling for scrap, well he has no idea what scrap runs for but a Borough employee is offering $500.00 for it. Mayor Failace asked Attorney Coughlin if we can do that. Attorney Coughlin suggested to look into it first. Mayor Failace asked for a motion to go into Closed Session to discuss Personnel Matters and Possible Litigation.
