Introductions: The meeting was called to order by Chair Ann Bax at 1:30 p.m. Self-introductions completed by all attendees. Mr. Royal Spiedel announced his resignation from the Advisory Committee effective immediately after the meeting. 2. Approval of Agenda Mr. Wayne Lee moved to accept the agenda as presented; Mr. Terry Donner seconded the motion. The motion carried without correction or objection. 3. Approval of Minutes Mr. Royal Spiedel moved to accept the January 30th, 2018 minutes as presented; Mr. Terry Donner seconded the motion. The motion carried without corrections or objection. 4. Public Comments None APPROVED 2018 5. Transit Administration Report a. DoubleMap implementation update: Mark Mehmert, Transit Director reported the Automatic Passenger Counters (APC) are now in place and operational. Data is compiling and soon be used for decision making with route changes on how allocation of new bus shelters will be decided. Recently, JEFFTRAN staff has started in early stages on Automatic Voice Annunciator (AVA). Currently, staff is working on pronunciations of stops, signage on buses etc. While the AVA functions are not completely ready at this point, this tool will be a welcome feature for passengers, especially those individuals with sight/hearing impairments. b. Eleven new bus shelters have been ordered, and one has arrived and been placed at the Salvation Army stop. The new shelters will increase the number of shelters throughout the city to approximately fifty-five. Most shelters are funded from Transit’s match grant/sales tax funds. Passenger counter results will determine future shelter locations. Staff conducts spring/fall deep cleaning of all shelters and routinely cleans and maintains them. A JEFFTRAN Bus Stop-SMS Message Number brochure was provided to advisory committee for review/additional comments and input. Staff is working to place plaques in the shelters that have been donated by organizations and businesses from the City. c. Handi-wheel replacement buses (2) arrived yesterday and inspection(s) are in processes with Central Maintenance. In the near future, staff will request city council permission/dispostion orders to release two buses from fleet for auction. d. U-pass report – the partnership is going well with Lincoln University. Approximately 900 students have used the pilot program for the semester. Advertisements have been placed and signs on our own buses have been utilized to market the program. 6. Committee Discussion a. Transit System-Wide Assessment i. ADA paratransit eligibility–In the future, it is expected a process to recertify JEFFTRAN’s Handiwheels client list will take place. Presently, we have approximately 2700 clients. Lochmueller Group indicated JEFFTRAN’s paratransit volume is substantially higher than other comparable cities. Re-certification of clients triennially is generally accepted as a best practice in the transit industry. ii. Recommendations for route changes will be forthcoming, and public input will be required. It is anticipated that notices through Facebook, web-site, radio interviews, APPROVED 2018 and the News Tribune will help with outreach regarding recommended route changes. The committee is encouraged provide feedback. 7. Adjourn Next meeting scheduled for Tuesday, May 22nd, 2018. Mrs. Ann Bax, Chair thanked Mr. Royal Spiedel for serving. Mr. Terry Donner moved to adjourn the meeting; Mr. Royal Spiedel seconded the motion. Meeting adjourned at 2:25p.m.
