I feel the opportunity is being taken away from municipalities to address the open space in their particular jurisdictions. By changing your basic policy to include such acquisitions you will frustrate the initiative of local entities to address them- selves to problems and interests which are rightfully theirs in considering open space. I Additionally disturbing to me, as a taxpayer, interested in local goveriiment is that this decision,of paramount importance is being blatantly taken away from those directly concerned with little I input or consultation. This would seem to be an intrusion and big brother philosophy unparalleled. i It is my hope that you will reconsider this action. Jaynes, Assistant General Manager SUBJECT: Resolution of Commendation for Volunteers Who Participated in the Midpeninsula Regional Park District Annexation Survey Background: At its July 23, 1975 meeting, the Board of Direc- tors directed staff to return to it with a resolution commending the citizens in south San Mateo County who volunteered their efforts in conducting a survey to determine the feasibility of annexing portions of that area to the Midpeninsula Regional Park District. Accordingly, Legal Counsel has prepared the attached resolution for Board consideration. Recommendation: It is recommended that the Board of Directors adopt the attached Resolution of Commendation for Volunteers Who Participated in the Midpeninsula Regional Park District Annexation Survey. RESOLUTION OF THE BOARD OF DIRECTORS OF THE MIDPENINSULA REGIONAL PARK DISTRICT IN SUPPORT OF EFFORTS OF CITIZENS COMMITTEE FOR ANNEXATION AND AUTHORIZING STAFF TO PROVIDE INFORMATION AND TECHNICAL ASSISTANCE WHEREAS, a committee of Citizens from San Mateo County has approached the Midpeninsula Regional Park District with a proposal for annexation of portions of southern San Mateo County to the District, and WHEREAS, in response thereto the District has caused to be conducted a survey of public opinion to help determine the feasibility of such annexation proposal , and the results of the survey showed substantial citizen support in southern San Mateo County for annexation to the District, and WHEREAS, such an annexation appears to be feasible and in keeping with the original purposes of the District as a bi- county agency; NOW, THEREFORE, the Board of Directors of the Midpeninsula Regional Park District does resolve as follows : Section One. The Board of Directors does hereby go on record as supporting the efforts of the Citizens Committee to annex portions of southern San Mateo County to the Midpeninsula Regional Park District and offers to provide reasonable assistance to help assure the success of such annexation. Section Two. Jaynes, Assistant General Manager SUBJECT: Interim Site Use and Management Recommendations Discussion : At its July 23, 1975 meeting, the Board of Directors adopted site planning procedures for the development of use and management plans for District properties. At that time, Land Manager J. Olson advised that staff was currently working on the completion of interim site use and management recommendations for several District open space preserves . Attached is a memorandum from J. Olson to me with interim site use and management recommendations for the Congress Springs, Saratoga Gap, North Foothills and Fremont Older Open Space Preserves. Recommendation: It is recommended that the Board of Directors adopt the interim site use and management recommendations as set forth in the Land Manager' s memorandum (M-75-116) dated August 4 , 1975, for the Congress Springs, Saratoga Gap, North Foothills and Fremont Older Open Space Preserves. It is further recommended that staff be directed to continue the planning process for these sites. Olson, Land Manager SUBJECT: Interim Site Use and Management Recommendations Attached are interim use and management recommendations for Congress Springs, Saratoga Gap, North Foothills and Fremont Older Open Space Preserves. There recommendations are consistent with the site planning procedures adopted by the Board on July 23, 1975 . They are intended to be effective until specific use and management plans for each site have been developed. Recommendation: It is recommended that the Board of Directors MTpt the attached interim use and management recommendations for the Congress Springs, Saratoga Gap, North Foothills and Fremont Older Open Space Preserves , and that staff be directed to continue the planning process. JO:acc (d) FREMONT OLDER OPEN SPACE PRESERVE Background: On May 14, 1975 the Board of Directors adopted a resolution (No. 75-6) authorizing exercise of an option to purchase the Fremont Older Open Space Pre- serve. Under the option terms , escrow will close in early August and the District will take title prior to September 1, 1975 . The following recommendation is in concurrence with the recently adopted site planning format and constitutes the initial procedure of the post-acquisition phase. It consists of an interim recommendation which will be ef- fective upon acquisition and continue until the site specific plan is developed. Discussion: This recommendation is based primarily on information generated by research prior to exercising the option. After recently re-examining the site and adjacent land use , it has been determined that, in general , the existing types of uses at Fremont older are compatible with District goals and appropriate uses to be continued. Land Use : In the past, portions of this property were used for agriculture, environmental education and recrea- tion. Agricultural Uses : The upper meadow presently produces a viable spring hay crop (see map) . In the summer, meadows are disced for planting which in turn provides a partial firebreak. Apricot farming on the site has been discontinued and will not be resumed because the orchard is not economically viable. These orchards are potential grazing areas . If the trees were removed and fences constructed, a grazing tenant could likely be established. Agricultural Recommendation: It is recommended that staff be directed to negotiate a contract for the continuance of the haying operation. Environmental Education: Environmental education programs Have been successfully conducted on the Fremont Older Ranch over the past few years. Environmental Education Recommendation : It is recommended that the District should allow environmental education use on a group basis and by permit only. Groups will be limited to a maximum of thirty people (no more than eight vehicles) and must be authorized by a school district, scout group, 4-H or other responsible organization. Access for these groups should be only from Prospect and vehicles should be parked at areas shown on the attached map as "A" . Recreational Use: At a recently held public meeting, the District became aware of the trespassing problem which existed prior to the fencing of Fremont Older. Because Prospect Road is the only access to the property, hikers and equestrians have in the past been inclined to trespass through individually owned properties around the site ' s perimeter. In order to provide any kind of a looping trail in the area both Regnart and Prospect Roads would have to incur a significant increase in equestrian traffic. It is possible that some adjacent property owners would permit public access but if this occurred, it would encourage hikers and equestrians to establish their own trails hap- hazardly through the site. Safety is also an important factor in considering recrea- tional access. There are a number of potentially hazardous structures on the site, including underground water shafts, an unfilled swimming pool and the Fremont older home. Recommendation: Recreational uses have been restricted in the past and should continue until further planning and management schemes are developed. Melton, Controller SUBJECT: Selection of Independent Certified Public Accountants Background: In preparation for the annual audit of the Mid- peninsula Regional Park District' s financial statements for FY 1974-1975, I have requested proposalsfrom two CPA firms, Elmer Fox, Westheimer & Company and Coopers & Lybrand. Both proposals are attached for your inspection. Elmer Fox, Westheimer & Company is well known to the District having served as independent auditors of the District' s oper- ations since its inception. Mr. Naill Quinn continues as the Manager handling the MRPD account for Elmer Fox. Coopers & Lybrand is a worldwide CPA firm with its local office located in Palo Alto. I selected this firm to submit a com- peting proposal due to their experience in working with the County of Santa Clara and other local government agencies. Their Oakland office currently is serving as auditors for East Bay Regional Park District. Mr. William V. Burnes would be the Manager assigned to the MRPD account; he also manages the Santa Clara County account for Coopers & Lybrand. I have met with both Mr. Quinn and Mr. Burnes and have briefed them on the District' s activities for the past fiscal year. In my opinion both firms are qualified to provide the Board a highly professional independent audit of the District' s finan- cial position. Based on the proposals submitted Elmer Fox anti- cipates spending about four man-days on the audit, slightly more than last year, at a fee of $975. Coopers & Lybrand pro- posed a more extensive examination estimated at 100 man-hours at a fee of $2,400. Recommendation: It is requested that the Board select one of these two firms as its independent auditor to examine the fin- ancial statements of the District for the fiscal year ended June 30, 1975. Garcia, Ranger SUBJECT: Answering and Paging Service To aid in the management of the District ' s properties in a g P P responsible manner, an answering and paging service has been retained. The answering service will enable the District to receive calls which otherwise might be missed and allows an integral link among the public, staff and directors and the ranger unit. Answering Service Purpose: To provide 24 hour, 7 days per week contact with public, staff and directors in all situations. a. Times to be covered: (i) off hours, Saturday, Sunday, holidays (ii) Lunch (when notified by District office) (iii) Regular hours (9-12 , 1-5, Monday through Friday b. Procedure (i) General (a) Phones to be answered "Midpeninsula Regional Park District" (b) Information to be taken : name , message, time, date and other necessary information (ii) Emergency (a) Ask caller if he/she has contacted the proper public agency. If not, refer the caller to the appropriate public agency (e .g. , police, fire, etc. ) and proceed to step (b) below (b) Page necessary personnel (c) If no response, call emergency list 2. Paging Service Purpose : Allows rangers to be contacted when away from other communications equipment or when off duty. Procedure : a. MRPD staff member will call answering service and state the projected return time, name , and destina- tion if applicable i b.
