AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
LYNWOOD APPROVING ZONE CHANGE NO. 2003 -01,
THEREBY CHANGING THE ZONING FROM R -3
(MULTIPLE- FAMILY RESIDENTIAL) TO PRD (PLANNED
RESIDENTIAL DEVELOPMENT), ON PROPERTY
LOCATED ON THE EAST SIDE OF PEACH STREET,
NORTH OF FLOWER STREET, SOUTH OF THE 1 -105
(CENTURY) FREEWAY; FURTHER DESCRIBED AS
ASSESSOR PARCEL NUMBER 6171 - 013 -050, TRACT
2551, LOTS 558, 559, 560 AND 563, CITY OF LYNWOOD.
WHEREAS, the City Council of the City of Lynwood, pursuant to law, conducted a
continued public hearing on May 20, 2003 on Zone Change No. 2003 -01; and
WHEREAS, the City Council of the City of Lynwood, pursuant to law, conducted a
public hearing on May 6, 2003 on Zone Change No. 2003 -01 and continued the public
hearing; and
WHERAS, the Planning Commission of the City of Lynwood, pursuant to law, on
April 8, 2003, held a public hearing and approved Zone Change No. 2003 -01; and
WHEREAS, the Lynwood City Council has carefully considered all public oral and
written testimony offered at the public hearing; and
WHEREAS, the Lynwood City Council has determined that a PRD (Planned
Residential Development) zoning is appropriate as the existing zoning on this property is
R -3 and that would be consistent with the goals, policies and of the General Plan; and
WHEREAS, the Development Services Department performed an Initial Study and
has determined that the project may have potentially significant impacts. Mitigation
measures have been incorporated into the project that would reduce potential impacts to
a level of insignificance. A Negative Declaration was prepared in compliance with the
California Environmental Quality Act; (CEQA).
Section 1. The City Council of the City of Lynwood hereby finds and determines
as follows:
A. A PRD zoning designation is consistent with existing development and
compatible with surrounding land uses and development in the vicinity.
B. The project plans demonstrate that the development will satisfy all required
development standards.
C. The PRD zoning will be consistent with goals and policies set forth in the
Lynwood General Plan for Multi - Family Residential.
D. The PRD zoning designation will not be detrimental to the properties
surrounding the site and would not negatively impact the public health,
safety, or general welfare.

Section 2. The City Council of the City of Lynwood, based upon the
aforementioned findings and determinations, hereby approves Zone Change No. 2003-
01, changing the zoning designation for this property from R -3 (Multiple - Family
Residential) to PRD (Planned Residential Development).
Section 3. A copy of this Ordinance shall be filed with the City Clerk's Office.
APPROVED and INTRODUCED for first reading on this 6t" day of May, 2003, and
ADOPTED at a second reading on the 20th day of May , 2003.
