WHEREAS, the Lynwood City Council did pursuant to law, conduct a public
hearing on November 18, 2003 on Zone Change No. 2003 -03 with respect to the above
identified subject property; and
WHEREAS, the Development Services Department determined that the proposal
may have a significant effect on the environment, however, mitigation measures and
conditions of approval have been included in the project to reduce potential impacts to
a level of insignificance and a Negative Declaration was prepared; and
WHEREAS, the Lynwood City Council determined that a PRD (Planned Residential
Development) zoning designation is consistent with the General Plan Land Use Map and
Goals and Policies of the General Plan Land Use and Housing Elements; and
WHEREAS, the Lynwood Planning Commission, at a duly noticed public hearing
approved Zone Change No. 2003 -03 pursuant to Resolution 2965 on October 14, 2003.
Section 1. The City Council of the City of Lynwood hereby finds and
determines as follows:
A. A PRD (Planned Residential Development) zoning of the subject property
would be consistent with existing development and is compatible with
surrounding land uses in the vicinity.
B. The project will satisfy all required development standards set forth in the
Lynwood Municipal Code for the PRD zone.
C. The PRD zoning will be consistent with the Lynwood General Plan Land
Use Map and goals and policies set forth in the General Plan Land Use and
Housing Elements.
D. The .PRD zoning designation will not be detrimental to the properties in
the vicinity and would not negatively impact the public health, safety and
general welfare.
E. Mitigation measures and conditions of approval have been included in
Planning Commission Resolutions 2963 and 2964 to reduce potential
impacts to a level of insignificance.

Section 2. The City Council of the City of Lynwood, based upon the
aforementioned findings and determination, hereby approves Zone Change 2003 -03.
Section 3. The City Clerk of the City of Lynwood is hereby directed to certify
to the passage and adoption of this Ordinance and to cause it to be published or posted
as required by law.
First read at a regular meeting of the Lynwood City Council held on the nth
day of NOVEMBER , 2003 and adopted and ordered published at a regular meeting
of said Council held on the 3dr day of Decenber /2003.
