HomeMy Public PortalAboutSPRC Minutes 2003-04-02 SITE PLAN REVIEW COMMITTEE April 2, 2003 —Minutes A meeting of the Site Plan Review Committee was called to order at 10:00 a.m. on April 2, 2003 in Meeting Room A, Orleans Town Hall. Departments Present: Bob Bersin(Highway); Bob Canning (Health); Steve Edwards (Fire); Brian Harrison(Building); Al Brodeur(Planning); Jennifer Wood(Conservation). Absent: Chuck Medchill(Water) Al Brodeur was the Chairman for this meeting. INFORMAL REVIEW: Orleans Toyota. 16 O'Connor Road Jack O'Connor(applicant)presented a proposal for Orleans Toyota. A Purchase and Sale Agreement is in process for a plastics building on O'Connor Road. This building is currently houses a plastics company. There will be a lease between the two companies. Orleans Toyota to use the existing building for a service dept. The mezzanine upstairs will be leased to the plastics company. The West Road site will be for sales only. This will diminish traffic at the West Road site. The bays on West Road will be used for deliveries. There will be no new services at West Road. There will be nine bays on O'Connor Way. There will be a converted septic system with a leaching pit. They may close one entrance - looking into an easement. Stephanie Sequin(Ryder&Wilcox) stated that they want to avoid a Cape Cod Commission review. Al Brodeur stated that gross floor area is defined in Cape Cod Commission for Development of Regional Impact reviews. No outside lighting changes are proposed. There will be a need for directional signs. Brian Harrison stated that there is an allowance for directional signs. Comments: Fire: Sprinkler system problems must be addressed- must have a sprinkler company look at it. Need to do a survey of the building. The current fire alarm system is not working properly and needs to have some new components installed. Hazardous waste cannot to be stored underground. Health: Car wash system- no floor drains. Must go through the Board of Health for Title 5 issues. This is considered a change of use. There will be a need for DEP approval for the car wash at a later date. Must explore the capacity for the front septic system. Need special approval for any alteration of the septic system. DEP does not allow leaching from a car wash. Highway: Traffic concerns at Lots Hollow Road and Eldredge Parkway. Concerned with off- site traffic issues. There are two driveways off O'Connor(now a town road). Zoning calls for 30' wide driveway—need to shorten the existing driveways. 25-year storm drainage must be contained on-site. Conservation: No wetland issues Building: Need a special permit. Cannot address building code issues at this point. Planning: Need more information regarding the following on the Formal Site Plan review: (1) Drainage; (2)proposed signs; (3) Storage of vehicles on site—make a designated area in back for them; and(4) Landscaping plans. Brodeur stated that this plan will need to come for a Formal Site Plan Review. Site Plan Review Committee—April 2, 2003 Page 1 Approval of Minutes of March 5, 2003 MOTION: On a motion by Brian Harrison, seconded by Jennifer Wood, the Board voted to approve the minutes of March 5, 2003. VOTE: 4-0-2 Vote was passed by a majority. (Steve Edwards and Bob Canning abstained). Other Concerns: Bob Bersin noted that the Mobil Station(under construction) dug a large hole for a sign too close to the elm tree at the corner of Main Street and Route 6A. The total size of the hole will be 12' x 10'. The Tree warden has issued a stop work order. Bob Bersin stated that abandoned vehicles in the road layouts are a big problem, especially on Giddiah Hill Road. There is also a problem with multiple unregistered vehicles on private property- Starfish is an example. Bob Bersin noted that Nauset Disposal has complained about water from the road onto his property—Bersin stated that it is because someone drove over the curbing and broke it.
