REGULAR COUNCIL MEETING, SEPTEMBER 17, 2018
CALL TO ORDER
The Regular Council Meeting of September 17, 2018, was convened at 6:05 P.M. by
Mayor Carrie Tergin.
ROLL CALL
The f ollowing Council Members were present for the roll call:
Present: Fitzwater, Hensley, Hussey, Kemna, Mihalevich, Prather,
Schreiber, and Ward
Absent: Graham and Wiseman
A quorum was declared present.
ADOPTION OF THE AGENDA
A motion was made by Councilman Mihalevich to amend the agenda to move Item
15.b. RS2018-15 to Item 4.c. under Miscellaneous. Councilman Hensley se conded the
motion. There being no objection, the motion to adopt the amended agenda was
approved unanimously.
MISCELLANEOUS AGENDA ITEMS
Mayor Tergin recognized the Boy Scouts in the audience and invited them to the
podium to introduce themselves.
Mayor Tergin presented a proclamation to Linda Dunbar of the Daughters of the
American Revolution, Designating Sept. 17-23 as Constitution Week.
Mayor Tergin recognized the City of Jefferson’s United Way Committee for their efforts
in this year’s United Way fundraising campaign. The City of Jefferson’s Pacesetter
Chairman, Britt Smith, Director of Operations announced that the City raised over
$19,000. The City of Jefferson’s team also won an award for “The Best Classic Shoe”
design.
Mayor Tergin introduced members of the Memorial Day weekend – Salute to Veterans
Corporation. Members thanked the City Council for allowing the City of Jefferson to
host the 31sts Annual event. Mayor Tergin then took up RS2018 -15.

Britt Smith presented the resolution to the City Council.
Councilman Hussey motioned to approve RS2018-15. Councilman Fitzwater seconded
the motion. The resolution was approved by the following roll-call vote:

A staff presentation was made by Margie Mueller, Director of Finance/IT.
There being no one from the public to speak on the bill, Mayor Tergin declared
the evidentiary portion of the public hearing concluded and stated tha t the
Council would now take up the associated bill.

Paul Samson, of Central Missouri Professional Services spoke in favor of the bill.
Mayor Tergin declared the evidentiary portion of the public hearing concluded
and stated that the Council would now take up the associated bill.

ANNOUNCEMENTS BY MAYOR, COUNCIL, AND STAFF
An nouncements and Events
Mayor Tergin made the following announcements:
The Missouri State Fire Marshal 911 Memorial Stair Climb was held Saturday,
September 8th, at the Jefferson Building.
The Tunnels 2 Towers 5K was held Saturday, September 15th. Many fire
fighters participated in the 5K and the Stair Climb in full gear.
Woody West donated a 911 tribute motorcycle to the City’s Fire Museum at a
ceremony held on September 11th at the museum.
The Special Olympics of Missouri’s Training for Life Campus held their Grand
Opening Ceremony last week.
Mayor Tergin attended an informational meeting on Prop D which will be on
the November ballot.

The JC Rocks event was held last weekend where Mayor Tergin presented a
proclamation to Charity Hall, the founder of the City’s JC Rocks organization.
Mayor Tergin received a hand painted rock featuring the City seal. The rock
will be displayed in City Hall.
Mayor Tergin received the Arrive Alive Award at the Highway Safety Heroes
Award Reception on September 11th. The award was for her efforts in
promoting the “Buckle Up/Phone Down” campaign.
Councilman Fitzwater asked if there was a Prop D Presentation that could be
shared with the City Council. Ryan Moehlman, City Counselor indicated that a
Prop D Resolution will be on the October 1, City Council Agenda.
Sonny Sanders, Director of Planning and Protective Services made two
announcements:
JEFFTRAN Survey and Open House scheduled for Tuesday, September 25th,
2:30 P.M. – 4:30 P.M. in the Boone/Bancroft Room in City Hall.
The Analysis of Impediments to Fair Housing Public Meeting is scheduled for
Tuesday, September 25th, 3:00 P.M. – 4:00 P.M. in the Council Chambers of
City Hall.
LINCOLN UNIVERSITY STUDENT REPRESENTATIVE UPDATE
Caroline Wanjiru made the following announcements:
The Lincoln University Football Team’s next home game is Saturday, September
22nd at 6:00 P.M.
Dr. Woolfolk’s inauguration as Lincoln University’s next Presiden t will be October
5, 2018 at 10:00 A.M. The inauguration ball will be at 7:00 P.M. Both events will
be held at the LINC.
PRESENTATIONS FROM THE GALLERY ON SPECIFIC BILLS OR RESOLUTIONS
No one signed up to speak on specific bills or resolutions. Mr. Ed Williams asked to
address the City Council. Councilman Mihalevich motioned, and Councilwoman Ward
seconded the motion to allow Mr. Williams to address the City Council. The motion
passed unanimously by roll-call vote. Mr. Williams voiced his concerns with the City
Charter in relation to members of the Jefferson City Area Chamber of Commerce and
conflicts of interest when voting on City matters.

A motion was made by Councilman Mihalevich and seconded by Councilman Prather to
approve the Consent Items. The motion was approved unanimously.

After some discussion between City Council and City Staff, Councilman Hussey
motioned, and Councilwoman Ward seconded the motion to postpone the vote on
Substitute Bill 2018-045 until the October 1st City Council Meeting. The motion passed
unanimously by voice-vote.

PRESENTATIONS FROM THE GALLERY ON OTHER TOPICS
No one signed up to present to City Council. Mr. Glover Brown asked to address the
City Council. Councilman Hussey motioned, and Councilman Fitzwater seconded the
motion to allow Mr. Glover to address the Council. The motion passed unanimously by
roll-call vote. Mr. Glover requested that the letter he had presented at the September
4th City Council meeting be included in that meeting’s minutes.
COUNCIL AND STAFF RESPONSE TO PRESENTATIONS FROM THE GALLERY
The City Clerk indicated that the document would be included in the September 4th City
Council minutes.
NEW BUSINESS
There was no new business at this time.

A motion was made by Councilman Hussey to approve the September 4, 2018 Closed
Minutes, seconded by Councilwoman Ward, and approved unanimously by the following
roll-call vote:
