WHEREAS, the City Council of the City of Lynwood did pursuant to law, conduct
a public hearing on May 21, 2002 on a proposed Zone Change regarding the above -
identifies properties; and
WHEREAS, the City Council of the City of Lynwood carefully considered all
documentation presented as well as oral and written communication from the public
regarding the General Plan Amendment; and
WHEREAS, the Community Development Department has determined that the
proposal is categorically exempt from the California Environmental Quality Act (CEQA)
pursuant to Section 15301 (Existing Facilities).
WHEREAS, the City Council of the City of Lynwood has determined that a Two -
Family Residential land use zoning of above - identified properties would be consistent
with the Goals and Policies of the Lynwood General Plan.
Section 1. The Lynwood City Council hereby finds and determines as follows:
A. The Zone Change will allow the City to include applicable development
standards and conditions of approval.
B. The Zone Change would make a nonconforming property legal and in
compliance with current code standards.
C. The Zone Change will not adversely affect the General Plan and is
consistent with the goals and policies in the Lynwood General Plan.
D. The Zone Change is would be compatible with surrounding land uses and
zoning designations.
Section 2. The City Council of the City of Lynwood, based upon the
aforementioned findings and determinations hereby approves Zone Change 2002 -01
subject to the following conditions:
1) The applicant shall comply with all conditions set forth in Planning Commission
Resolution 2867 (Conditional Use Permit No. 2002 -04).
2) The applicant shall comply with all requirements set forth in Lynwood Municipal
Code Section 25- 16.22.

3) The property shall have a solid fence or wall six feet (6') in height adjacent to
residential properties on the east property lines.
4) The applicant shall submit a detailed landscaping and permanent irrigation plans
to the Community Development Department, Planning Division. Such plans shall
include vines on walls /fences adjacent to residences on the east property lines.
5) The applicant shall sign a statement of acceptance acknowledging that he /she
has read, understands and will comply with conditions of approval and code
requirements.
Section 3. A copy of this Resolution shall be forwarded to the property owner
and applicant.
Section 4. Failure to comply with conditions of approval or code requirements
may result in revocation proceedings of the conditional use permit and /or business
license.
Section 5. The City Clerk is hereby directed to certify to the passage and
adopt of this Ordinance and to cause it to be published or posted as required by law.
First read at a regular meeting of the City Council held on the 215t day of
May , 20Q2 and adopted and ordered published at a regular meeting of said
Council held on the 4t" day of June , 2002.
