VFW example. Collum and Taylor said yes. Leaning agreed. Klump explained if under private property yes, but if on public property no.The by-law would have to change. VFW is or1 private property. Judd noted on Route 39 and Freeman's Way there is no ladder sign. • The Boardldiscussed Victor Staley's comments.(See handout).The-Board added definitions and inserted his comments into the by- law. Theyldiscussed the following: • Definitions—Business Operation Signs,internal lighting, Municipal signs,permanent • Obneral requirements • Sign area regulations • Construction and maintenance • Exemptions • Regulations for specific types of signs • Off-premise signs* • Enforcement *There was a great deal of discussion regarding off premise signs and Staley's comments. (signs on other properties for the course) Taylor thihks it should count towards the property owner's 30 square feet. Leaning agreed with 30 square feet total in advertising anywhere.Taylor agreed with Leaning. Klump corh'cerned about economic freedoms. Leaning made a Motion to keep the language in 179-20.6.,#4 as written in the proposed by-law, Klump Second, Klump yes,Taylor, Judd,no,Collum abstains.Vag 2-2-1. Klump sta, ed if changes were made,he would not support the by-law. He won't support it at Town Meeting. Decide if �pmmercial properties in town had more than 30 square feet total if that is acceptable to the Town. Collum stated individual properties could have 30 square feet and additional space at other properties.60 square feet total. Taylor wa concerned about too many signs. Judd asked for examples of people who have off premise signs. Where does this occur locally? Leven said on Route 28 in West Harwich. Fyfe(Boar member,Chamber of Commerce)was concerned about properties having rows and rows of signs. Leven exp ained that now it is 30 square feet(current document.)Currently the off premise signs do not count. If changed they would count towards your own total 30 square feet. Collum shared an example. Underpass Road—Businesses are set back and you would not see them if there were no small off- premise signs.They could allow a certain square footage for additional signs(off premise)certain number of square footage.It will deduct fromm where the sign is located. Klump was in favor of this suggestion. Taylor referenced this use to the ladder signs.She believes each business should have 30 square feet. If you place a sign on another lawn,it should count towards that business.(property owner) Taylor was concerned about too much signage. The Board l debated 30 square feet in one location. Klump stated the vote in the previous motion was misinformed. Leaning dies not want to see off premise signs added to the 30 square feet total allowed. Leven expained they are not allowing more than 30 square feet total on any property but allowing businesses to buy signage on other people's properties. Each property owner has only 30 square feet. Leven stated this allows people to sell their square footage.CH, I,VB Zoning Districts. Taylor was concerned that residential property on rte 6A would have business signs. Leaning suggested getting back to Staley's comments Area being discussed is Underpass Rd. part of 6A,part of Freeman's Way--one side of the street. Leven-See#4 wording page 7 of 10. Leven Leven explained changes would be discussed at the public hearing. The Boartl is not changing ladder signs at all, no revisions. Using current by-law text. The Board reviewed comments from Bob Smith at the Museum of Natural History.Taylor provided a summary. 1. A'E frame is a temporary sign.The Board revised a-frame sign definition. 2. Their banner sign hangs on a wall surface.Wall counts as other support. 3. It formational Sign,Add in under regulations. No limit to number.( F.from Sept.draft). Leven explained they could not update what is on the web site because of advertising.Go over edits at the public hearing. At hearing,publically go over edits. Page 2 of 4 PB Minutes 2-27-13.docx Leven reviewed the changes on the Sign by-law draft#4.Copies were distributed at the meeting. • Brewster Conservation Trust Signs—change to Protected Conservation Land Signs.—They edited the definition.They discussed signage size.10 sq.ft. • Njew definition home occupation signs • Municipal signs permanent,edited.Also added to municipal signs,temporary • Page 4, F.edit to non municipal developments # • Home product signs edit • Add in informational signs from previous drafts • 4,3 signs and view sheds and on beaches • Intersection island,added one square foot in height fi • 179-20.6 off premise—and lessee if applicable • Ljdder sign text from current b-law Judd ques ioned the change, 179-21A,a. Leven explained it is in italics since she needs to change it. • Leven exp ained she would send the document with their edits to Town Counsel. Collum asked for a review of the language for off premise sign. Leven read. Klump asked about 4 square feet for home and conservation signs—what is it based on?Leven explained further. The signs are small. Klump felt 4 square feet was restrictive. Collum noted this could be edited at the public hearing. • The Boardii discussed deadlines with Leven. The Board made a motion to send the by-laws to Town Counsel for review. Leaning Made a Motion to refer Signs, Parking&Loading,and Special Event Venue to Town Counsel for comment,Taylor Second,All • Aye,X15-0. Article 22:Off Street Parking and Loading by-law(Article VIII) Leven explained there were no comments. lArtipile 23:Special Event Venue(Use Table and Definitions) There is a new summary. Bed nd Breakfast: Y Leven prdiided a summary. It was defined but not included in the Use Table.As commercial use.Same as lodging house. Klump asked why it was separated. Bed and Breakfast is not a lodging house. Leven explained a lodging house is an inn or hotel with other services. r Bed and breakfast has to be in use table. , Klump dos not agree with the definition. • Leven exly ained there is a citizen's petition article to redo the bed and breakfast definition. She added lodging house is an old definition.Wind turbines and solar arrays were considered power plants. Klump and Leven discussed further and did not agree. Taylor stated it should be added to the use table.They can work on the definition later. fi <=ti Leven read the two definitions. Collum asked if residential or commercial under use table. Leven explained it should be commercial, Permitted in CH zone and Special Permit in the residential zone. The Board agreed it should be commercial. (Bed and Breakfast Use) g Leaning Made a Motion to refer the Bed and Breakfast addition to the Use Table to the Board of Selectmen,Judd Second,All Aye, ,g4-0,,1 Klump abstains. Collum and Taylor asked about fees from other towns and asked if Leven could submit total hours for work on special permits. Judd Signs Klunflp Parking $s Leading Special Event Venue Leven requested that as many members as possible attend Town Meeting 5-6-13. She sugge$ted they write a summary and do a dry run in front of the Board before the meeting.The Finance Committee will oppose the Parking by-law. Review rninutes of 1-9-13 Klump made a Motion to approve the minutes of 1-9-13 as written,Judd Second,All Aye,Vote 5-0. ! Topics the Chair did not reasonably anticipate None. Leaning made a Motion to adjourn, Klump Second,All Aye,Vote 5-0. The meeting ended at 9:00 pm. The next rigular meeting is 3-13-13 @ 6:30 pm.
