URGENCY ORDINANCE OF THE CITY COUNCIL OF THE CITY OF LYNWOOD
AMENDING PROVISIONS OF THE MUNICIPAL CODE RELATING TO THE USE AND
SALE OF SAFE AND SANE FIREWORKS
WHEREAS, the City of Lynwood is a general law city located in the County of Los Angeles
and operating under the laws of the Constitution of the State of California, and,
WHEREAS, California law recognizes a broad municipal police power to regulate the sale
and use of Safe and Sane Fireworks, as defined by statute in the State of California, and,
WHEREAS, the City is responsible for the promotion of safety through the reasonable
regulation and control of the sale and use of Safe and Sane Fireworks which benefit charities in the
City in their sale, and,
WHEREAS, the City Council has expressed concern that the existing regulations are no
longer entirely appropriate, and,
WHEREAS, it is necessary to adopt these regulations immediately in order to permit the
proper sale of fireworks in the month of June, 2002, in anticipation of the national holiday of July 4,
2002,
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOD HEREBY
DOES ORDAIN AS FOLLOWS:
Section 1:
Municipal Code section 12- 2.5(c) is amended to delete the sentence, "The maximum
number of licenses that may be issued pursuant to this section during any one (1) calendar year shall
not exceed fourteen (14) ", may be increased at the discretion of the City Council.
Section 12 -4.4 The City Council shall determine and set fees to be
charged to offenders to offset the cost of enforcement of the provisions of this code.

Section 6:
The necessity of immediate action for the preservation of the public peace, health and safety
constitutes the urgency to adopt this ordinance to take effect immediately.
Section 7:
The City Clerk is hereby directed to certify the passage and adoption of this ordinance and
cause it to be published or posted as required by law.
