ORDINANCE NO. I5'e 33
AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AMENDING
CHAPTER 30, SOLID WASTE, ARTICLE I, CODE OF THE CITY OF JEFFERSON,
PERTAINING TO THE DEFINITION OF RESPONSIBLE PARTY.
WHEREAS, City Code requires the responsible party for each occupied residential
unit to obtain and maintain solid waste services; and,
WHEREAS, City Code currently allows the property owner of single family residences
and duplex properties to assign the responsibility of obtaining solid waste
services to the occupant; and,
WHEREAS, the trash related nuisance violations are disproportional to the number of
residential rental units verses owner occupied residential units due to
tenants not obtaining trash service resulting in illegal dumping and
accumulation of trash violations; and,
WHEREAS, by defining the responsible party as the owner of the property will help
reduce the trash related nuisance violations.
NOW, THEREFORE, BE IT ENACTED BY THE COUNCIL OF THE CITY OF
JEFFERSON, MISSOURI, AS FOLLOWS:
Section 1. Chapter 30 (Solid Waste Code) is amended per the following.
Section 30-1. Definitions.
A. For the purpose of this chapter, the following words and phrases shall have the following
meanings:
26. Responsible Party. The owner of the property, • • • . • • _ •

maintain solid waste, or trash, service is obtained and maintained durin all
times the property is occupied. Nothing herein shall prevent the owner of a single
family residence or duplex from requiring an occupant of a single family
residence or duplex to obtain and maintain solid waste or trash service as part of
the private contractual relationship between the owner and occupant of the
property.
Section 2. This ordinance shall be in full force and effect from and after its
passage and approval.
