Executive Session Meeting Minutes
September 11, 2015
A meeting of the Hopkinton Board of Selectmen was held on Tuesday, September 11, 2015 at
Town Hall, 18 Main Street, Hopkinton, MA. Selectmen present: Ben Palleiko, Brian Herr, John
Mosher. Administrative staff present: Norman Khumalo, Jamie Hellen.
CALL TO ORDER: Chairman Palleiko called the public meeting to order at 2:08 PM in Room
211.
The Chair entertained a motion to discuss strategies with respect to collective bargaining
updates by the Town Manager relative to the Police,because an open meeting may have
detrimental effects on the bargaining positions of the Board;to allow town staff Norman
Khumalo and Jamie Hellen to participate; and, to enter public session at the conclusion.
MOVED by Mr. Herr and SECONDED by Mr. Mosher ROLL CALL: Mr. Palleiko-Yes, Mr.
Herr-Yes, Mr. Mosher-Yes. VOTE to Approve: Yes-3, No-0.
DISCUSSION:
Collective Bargaining Updates: The Town Manager walked the Board members through each
section of the proposed Memorandum of Agreement (MOA) between Town and Police Union
and answered questions from Board members on the agreement.
MOVED by Mr. Mosher to approve the Memorandum of Agreement between the Town of
Hopkinton and the Hopkinton Police Association Local 254, Massachusetts Coalition of Police
as presented by the Town Manager SECONDED by Mr. Herr ROLL CALL: Mr. Palleiko-Yes,
Mr. Herr-Yes, Mr. Mosher-Yes. VOTE to Approve: Yes-3, No-0.
The Chair entertained a motion to exit executive session and reconvene in public session.
MOVED by Mr. Herr and SECONDED by Mr. Mosher ROLL CALL: Mr. Palleiko-Yes, Mr.
Herr-Yes, Mr. Mosher-Yes. VOTE to Approve: Yes-3, No-0. The Board exited executive
session at 2:26 PM.
