MEDINA CITY COUNCIL MEETING MINUTES OF AUGUST 14, 2008
The City Council of Medina, Minnesota met in special session on August 14, 2008 at
7:00 p.m. in the Hamel Community Building, 3200 Mill Drive.
I. Call to Order
Members present: Weir, Cavanaugh, Smith, Crosby
Members absent: Johnson
Also present: City Administrator Chad M. Adams and Finance Director Jeanne
Day.
II. 2009 Budget Open House
Adams provided a presentation on the City's proposed 2009 budget and tax levy. The
presentation included: detail on how taxes are determined; Medina market value history;
tax levy and tax rate history for past ten years; comparison of area city tax rates and per
capita tax spending; overview of key 2008 and 2009 budget issues; unfunded mandates;
2009 budgeting strategies; proposed 2009 budget and tax levy figures; financial
management plan preview; summary of revenue trends; key expenditure line items and
categories; overview of employee resources and compensation; and, a summary of items
currently being studied but not incorporated into the 2009 proposed budget.
Discussion was held with resident Bob Franklin regarding various 2009 proposed budget
items including the tax levy cap and strategies for setting the preliminary levy and 2009
budget at the September 2, 2008 Council meeting.
III. Adjournment
The meeting was adjourned at 8:45 p.m.
