FAX(508)896-8089 Approved:1-8-14 Vote 7-0 TOWN OF BREWSTER PLANNING BOARD `. `A'`-`7* �' Work Session MEETING MINUTES Wednesday November 6, 2013 at 7:oo pm _4 ....(A!.-OP 2:2PiPt9 Brewster Town Office Building Chairman William Hoag convened the Planning Board meeting at 7:00 pm in the Brewster Town Office Building with members:Jason Klump, Elizabeth Taylor,John McMullen, and Scott Collum present. Absent: Rick Judd and John Leaning Other attendees:Sue Leven Documents:110613A Edited Sign by-law from Leven The Chair read the Recording or Taping Notification: "As required by the Open Meeting Law we are informing you that the Town will be audio and video taping this public meeting. In addition,if anyone else intends to audio or video tape this meeting he or she is required to inform the chair." 7:00 pm Planning Discussion The Chair read the agenda.The Planning Board will hold a work session meeting to discuss Sign Regulations in Brewster and proposed changes to be brought to Town Meeting in May of 2014. Topics include but are not limited to. 179-20.3 (Exemptions from permit requirements) 179-20.5(Regulations) Hoag announced that plans for a Chapter 40B comprehensive permit were available for review after the meeting. The Board of Appeals has requested Planning Board comments by 11-18-13. The Board discussed the project briefly. Discussion 179-20.3(Exemptions from permit requirements) The Board reviewed A-U.The following edits were made: • Remove D, Celebratory banner/sign • 1. (remove permanent) leave as Municipal • Remove J, Municipal signs,temporary • Remove R. Temporary signs • Remove U Water Department signs • Add Construction signs • Edit description to include a reference to 179-20.5 There was a discussion regarding municipal signs being difficult to see. (fire, police,golf) The Board discussed "open" signs (Brewster specific) possibly from the Chamber of Commerce. At the last meeting,the Board decided to keep"open house"signs at 48 hours. The Board discussed special event flyers as being signs in windows and not allowed to cover over 25%of the window glazing.A sign is anything within two feet of the window. The Board discussed temporary signs and removing them from 20.5. Page 1 of 2 PB Minutes 11-6-13.docx Collum was in favor of moving construction signs to 20.3, exemptions. Collum suggested that Leven reorganize 20.3 to correspond alphabetically with 20.5. The Board reviewed 179-20.4 Prohibited signs—Ok, no changes. The Board reviewed 179-20.5, Additional Regulations and made the following edits: • Removed C. Celebratory Banners/signs • D. Directional or traffic safety signs—removed "public" and changed two square feet to one square foot. • F. Home product signs—4 square feet is fine • G. Informational signs—discussed, examples, no changes • H. Interpretive displays and kiosks—discussed,examples, no changes • I. Intersection Island signs—discussed, no changes • J. Municipal signs, additional requirements—discussed examples (#3), removed "temporary"from 2. • K.Open flag—discussed examples, no changes • L. Political signs—remove • M. Protected conservation land signs—discussed, examples, changed 10 square feet to 4 square feet. • N.Subdivision signs—discussed examples, no changes • 0.Temporary signs—discussed, removed 1-5 to 20.3.4.Special event signs—change opened to commence and owner to applicant, add permit required, 5. Removed last sentence. *Construction sign—add per street frontage. • Change definition on page#3.Special event sign—open to public,free of charge, remove civic... Hoag asked the Board to revisit definitions at the next meeting. Leven will ask about special event signs • Q.Welcome to Brewster signs—10 square feet to 16 and eight square feet to 12 square feet. • R.Window signs, area to glazing. The Board left off at 179-20.6 Off-premises signs. Leven reviewed the timetable for submission for the warrant for the Annual Town Meeting in May 2014.Warrant closes in March.A public hearing should be held in late January or early February. The Board discussed dates for work session meetings. 11-20-13, 12-4-13. 4)Topics the Chair did not reasonably anticipate-none McMullen made a Motion to adjourn, Klump Second,All Aye,Vote 5-0.The meeting ended at 8:35 pm.
