M., MAY 25, 1960. The City Council of the City of Temple City held it's incorpor- ation meeting in the Cafetorium of the Temple City High School on May 25, 1960, at 4 P. M. Mr. Art Will of the Los Angeles County Administrative Office administreed the Oath of Office to Councilmen T. Donald Buchan.. Howard M. Dickason, Lou Merritt, Jack R. Tyrell, and Merrill Fitzjohn, follow- ed by the Invocation given by Rev. Walker of the First Baptist Church of Temple City. The Council meeting was then called to order by Councilman Fitzjohn who led the Pledge of Allegiance to the Flag. Councilman Fitzjohn then introduced the Honorable Frank Bonelli, of the Board of Supervisors of Los Angeles County. Mr. Bonelli stated that he was happy to be a part of the incorporation of Temple City, and he assurred that everything possible would be done by the County of Los Angeles for the 69th incorporated city' within the County to make the transition an order- ly one. Mr. Art Will of the Los Angeles County Administrator's office also offered any needed help from the County and congratulated Temple City upon incorporation. Councilman Fitzjohn then asked for the Roll Call: PRESENT: Councilmen: Buchan, Dickason, Fitzjohn, Merritt, and Tyrell ABSENT: Councilmen: None RESOLUTION NO. 60 -1 Councilman Dickason then presented Resolution No. 60 -1 ap- pointing Councilman Merrill Fitzjohn as Mayor, and Councilman Lou Merritt as Mayor Pro Tempore, to serve at the pleasure of the City Council. Coun- cilman Tyrell seconded, and carried by the following roll call vote: AYES: Councilmen: Buchan, Dickason, Fitzjohn, Merritt, and Tyrell NOES: Councilmen: None ABSENT: Councilmen: None RESOLUTION NO. 60 -2 Councilman Dickason presented Resolution No. 60 -2 appointing Mr. William Woollett, Jr., as City Manager of the City of Temple City with (a) a salary of $6.72 per hour until he terminates his position at Rosemeat: (b) and when his work is terminated with the City of Rosemead he shall receive a salary of $14,000.00 per year, and in addition will be reimbursed for all actual expenses he may have incurred for Temple City. Shatford as City Attorney for the City of Temple City, fixing his salary, and providing compensation for extra employment. Councilman Buchan,moved the urgency clause of Ordinance No. 1 be adopted. At this time Mr. Clifford Roos, of the Sheriffs Dept., Chief Patrol: Division, was introduced. He stated he was representing Sheriff Pitchess who was unable to be present. Mr. Roos then presented a badge from the Sheriff's Office to each Council member and City Manager Woollett. He also extended congratulations from the Sheriff's Department and ad- vised they were prepared to serve Temple City in any way they can. Mr. Wes Downing of the Temple City Sign & Neon Co. of 5000 Encinatas was recognized from the chair and stated he wished to present a sign for the City Hall to the City of Temple City, which was very gratefully received by the City Council. Councilman Buchan: made a motion the Council meeting be recess- ed at 6:30 P. M. until 8 P. M. Councilman Tyrell seconded and carried. The Council re- convened at 8 P. M. and the meeting was called to order by Mayor Fitzjohn. ORDINANCE NO. 60 -2 Councilman Dickason read the title of Ordinance No. 60 -2, an ordinance of the City of Temple City imposing a city Sales & Use Tax, providing for the performance bythe State Board of Equalization of all functions incident to the administration, operation and collection of the sales and use tax hereby imposed; providing penalties for violations thereof, and amending the municipal code. City Attorney Shatford read Ordinance No. 2 in full. Councilman Merritt moved for adoption of Ord- inance No. 60 -2 to take effect immediately as the Ordinance is relative to taxes for the City of Temple City, Councilman Tyrell seconded, and carried by the following roll call vote: AYES: Councilmen: Buchan, Dickason, Merritt, Tyrell Fitzjohn NOES: Councilmen: None ABSENT: - Councilmen: None RESOLUTION NO. 60 -9 Councilman Dickason read a Resolution providing for all functions incident to the administration and operation of, local Sales & Use Taxes, and authorizing execution of a contract with the State Board of Equaliza- tion with respect thereto.
