TEMPLE CITY, CALIFORNIA
MINUTES OF June 13, 1960.
A regular meeting of the city council of the City of Temple City
was held in the City Hall, 9664 E. Las Tunas Drive, and was
called to order by Mayor Fitzjohn at 7:30 P.M.
1. The Pledge of Allegiance was led by Mayor Fitzjohn.
II 2. Rev. Roger Hillis of Westminster Presbyterian Church gave the
invocation.

4. APPROVAL OF MINUTES:
It was moved by Tyrell, seconded by Merritt and unanimously
carried that the minutes of May 25, 1960, be approved as printed.
5. OLD BUSINESS:
Mayor Fitzjohn presented Civic Achievement Certificates to James
Madden and Ralph Turner, who were present. Certificates for
those not present were held over until the next meeting of the
Council.
6. NEW BUSINESS:
ORDINANCE NO. 60 -3. AN ORDINANCE OF THE CITY OF TEMPLE CITY
AMENDING THE PRINCIPAL CODE BY PROVIDING REGULATIONS AND PRO-
CEDURES FOR THE PURCHASE AND SALE OF SUPPLIES, SERVICES AND
EQUIPMENT. (INTRODUCTION).
It was moved by Tyrell, seconded by Merritt that Ordinance No. 3
be read by title only. Roll Call vote as follows: Ayes:
Councilmen - Buchan, Dickason, Merritt, Tyrell and Fitzjohn.
Noes: None. Absent: None.
It was moved by Tyrell to introduce Ordinance No. 3, Dickason
seconded. Roll Call vote as follows: Ayes: Councilmen - Buchan,
Dickason, Merritt, Tyrell and Fitzjohn. Noes: None. Absnet: None.
ORDINANCE NO. 60 -4. AN ORDINANCE PROHIBITING FORTUNE TELLING
AND SIMILAR PRACTICES FOR COMPENSATION OR DONATION. (INTRODUCTION).
It was moved by Tyrell, seconded by Buchan that Ordinance No.
60 -4 be read by title only. Roll call vote as follows: Ayes:
Councilmen- Buchan, Dickason, Merritt, Tyrell and Fitzjohn.
Noes: None. Absent: None.
It was moved by Tyrell to introduce Ordinance No. 60 -4, Buchan
seconded, Roll Call vote as follows: Ayes: Councilmen - Buchan,
Dickason, Merritt, Tyrell and Fitzjohn. Noes: None. Absent: None.
8. RESOLUTION NO. 60 -43. APPOINTING A DEPUTY CITY CLERK. Resolu-
tion No. 60 =43 was read in full by City Attorney Shatford ap=
pointing Marjorie A. Woodruff as Deputy City Clerk stating com-
pensation and rate of over time pay. Tyrell moved to approve
Resolution No. 60 -43, Dickason seconded. Roll call vote as
follows: Ayes: Councilmen: Buchan, Dickason, Merritt, Tyrell
and Fitzjohn. Noes: None. Absent: None.
9. RESOLUTION NO. 60 -44. A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF TEMPLE CITY REQUESTING AND AUTHORIZING THE DEPARTMENT
OF CALIFORNIA HIGHWAY PATROL TO PROVIDE CROSSING GUARD SERVICES
FOR THE 1960 -1961 SCHOOL YEAR AND AUTHORIZING BILLING OF EXPENSE
THEREOF TO THE CITY OF TEMPLE CITY.

It was moved by Tyrell, seconded by Dickason, that Resolution
No. 60 -44 be read by title only. Roll Call vote as follows:
Ayes: Councilmen = Buchan, Dickason, Merritt, Tyrell and Fitzjohn.
Noes: None. Absent: None.
Methods of paying for this service were discussed and decided
that the City Manager propose they bill us quarterly, otherwise
deduct from apportionment of the City from the Motor Vehicle
License Fund. It was recommended we continue existing contract
and make every effort to employ same employees who will be re-
sponsible to the Highway Patrol Dept.
It was moved by Tyrell to addopt Resolution No. 60 -44, Buchan
seconded. Roll Call vote as follows: Ayes: Councilmen: Buchan,
Dickason, Merritt, Tyrell and Fitzjohn. Noes: None. Absent: None.
10. Mr. Woollett stated our current agreement with the Sheriffs'
Dept. was for general law enforcement only, and the California
Highway Patrol was performing traffic enforcement. As of the
first of July we may continue the existing situation. There
followed a general discussion regarding services and financing
of them. Capt. Jim Peters, Commander of the .Baldwin Park Station
of the Calif. Highway Patrol presented benefits of the services
of the Highway Patrol. Capt. Hutchison of the Temple City Sher-
iffs' station did likewise for the Sheriffs' Dept. The City
Manager stated that if the Council felt they had sufficient
information regarding law enforcement or as to whom they would
like to have the law enforcement provided by, it would help con-
siderably in drawing up the budget for next year.
It was moved by Tyrell that we contract with the Sheriffs' Dept.
for General Law enforcement according to letter of May 27, 1960
and with the Highway Patrol Dept. for traffic enforcement, se-
conded by Merritt. Roll Call vote as follows: Ayes: Council-
men- Buchan, Dickason, Merritt, Tyrell and Fitzjohn. Noes: None.
Absent: None.
It was stated by Woollett that the cost of a single car around
the clock for law enforcement was $78,000.00 per year. This
rate is now two years old and an increase in rate can be expected.
It was moved by Tyrell to have one car on basis of letter of
May 27, 1960, for general law enforcement only and Highway Pa-
trol for traffic enforcement, seconded by Merritt. Roll Call
vote as follows: Ayes: Councilmen- Buchan, Dickason, Merritt,
Tyrell and Fitzjohn. Noes: None. Absent: None.
11. PROCEDURE FOR PLOT PLAN APPROVAL, ORDINANCE NO. 60 -5: AN OR-
DINANCE OF THE CITY OF TEMPLE CITY AMENDING THE MUNICIPAL CODE
BY PROVIDING FOR METHOD OF APPROVAL OF PLOT PLANS BY THE CITY
PLANNING COMMISSION.
The amendment provides that when filed with the Secretary of
the Planning Commission a copy will he forwarded to each member
of the Commission and if no objection within 48 hours the Chair-
man can approve it without further question. If not approved
it can come up again by appeal to the City Council and they
can determine final action. Dickason moved to introduce the
title only, Buchan seconded, and carried unanimously. Tyrell
moved to waive further reading, Merritt seconded, and carried
by following roll call vote: Ayes: Councilmen: Buchan, Dickason,
Merritt, Tyrell and Fitzjohn. Noes: None. Absent: None.
12. APPOINTMENT OF REPRESENTATIVE AND ALTERNATE TO SANITATION DIST.
#15. Tyrell moved to appoint Mr. Buchan as Director, Dickason
seconded and carried by the following roll call vote: Ayes:
Councilmen- Buchan, Dickason, Merritt, Tyrell and Fitzjohn.

13. ORDINANCE NO. 60 -6. AN ORDINANCE OF THE CITY OF TEMPLE CITY
AMENDING THE MUNICIPAL CODE BY PROVIDING A FEE OF $50.00 for
FILING APPLICATIONS FOR CHANGE OF ZONE AND ZONE VARIANCES.
This ordinance title was read by City Attorney Shatford. Tyr -
ell moved to waive further reading, Merritt seconded . Roll
Call vote as follows: Ayes: Councilmen- Buchan, Dickason,
Merritt, Tyrell and Fitzjohn. Noes: None. Absent: None.
14. BUSINESS LICENSES: It was recommended the Ordinance of the
League of California Cities be studied, and then business licen-
ses of other cities be studied, and then the Council will be
able to discuss business licenses.
15. RESOLUTION NO. 60 -45. Title to A PETITION TO ANNEX TERRITORY
TO THE CITY OF TEMPLE CITY re -the First Baptist Church of Temple
City, was read by City Attorney Shatford. Title to Resolution
No. 60 -45 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE
CITY, CALIFORNIA GIVING NOTICE OF PROPOSED ANNEXATION DESIGNATED
AS ANNEXATION NO. "1 -A EAST TEMPLE CITY UNINHABITED" was read
by title, Meriill seconded. Roll Call vote as follows: Ayes:
Councilmen- Buchan, Dickason, Merritt, Tyrell and Fitzjohn.
Noes: None. Absent: None.
Tyrell moved to waive further reading, Buchan seconded, roll
call vote as follows: Ayes: Councilmen- Buchan, Dickason, Merritt,
Tyrell and Fitzjohn. Noes: None. Absnt: None.
16. ORDINANCE NO. 60 -7. AN ORDINANCE OF THE CITY OF TEMPLE CITY
AMENDING THE MUNICIPAL CODE BY PROVIDING FOR PRESENTING, FILING
AND BRINGING SUIT UPON CLAIMS IN COMPLIANCE WITH CALIFORNIA
GOVERNMENT CODE SECTIONS 710 THROUGH 720. Title was read by
City Attorney Shatford. Amendment sets up a uniform method of
filing claims against the City. Tyrell moved to introduce the
Ordinance by title, Buchan seconded, roll call vote as follows:
Ayes: Councilmen - Buchan, Dickason, Merritt, Tyrell and Fitzjohn.
Noes: None. Absent: None.

17. ORDINANCE NO. 60 -8. AN ORDINANCE OF THE CITY OF TEMPLE CITY
AMENDING THE MUNICIPAL CODE BY PROVIDING FOR APPROVAL OF PLAN-
NING COMMISSION APPOINTMENTS BY THE CITY COUNCIL. Title to
Ordinance No. 60 -8 was read by City Attorney Shatford. Tyrell
moved to introduce the Ordinance by title, Buchan seconded,
roll call vote as follows: Ayes: Councilmen: Buchan, Dickason,
Merritt, Tyrell and Fitzjohn. Noes: None. Absent: None.
18. ORDINANCE NO. 60 -9. AN ORDINANCE OF THE CITY OF TEMPLE CITY
AMENDING THE MUNICIPAL CODE BY REPEALING SECTIONS 3200, 3201,
3203, 3204, of Chapter 2, Article III RELATING TO FELONS. City
Attorney Shatford read the title to Ordinance No. 60 -9. Tyrell
moved to introduce the Ordinance by title, Buchan seconded, roll
call vote as follows: Ayes: Councilmen: Buchan, Dickason, Mer-
ritt, Tyrell and Fitzjohn. Noes: None. Absent: None.

19. RE- EMPLOYMENT OF INDEPENDENT AUDITOR. Tyrell moved to have the
City Manager make recommendations to the Council. Mr. Woollett
read letters from McDavid and Co., and Swenson, Clark and File.
After discussion Tyrell moved to authorize the City Manager to
employ Swenson, Clark and File, Buchan seconded, roll call vote
as follows: Ayes: Councilmen: Buchan, Dickason, Merritt, Tyrell
and Fitzjohn. Noes: None. Absent: None.
20. COMMUNICATIONS:
A letter from the Chamber of Commerce requesting financial aid
for the booth at the .Los Angeles County Fair was read by the
City Manager. Mr. Jack Williams of the Chamber of Commerce
stated the money was not needed right now. Estimate of cost
was around $1000.00 of which the Chamber would pay half. After
discussion Buchan moved to table the matter until our budget is
prepared, Dickason seconded and carried by roll call as follows:
Ayes: Councilmen: Buchan, Dickason, Merritt, Tyrell and Fitzjohn.
Noes: None. Absent: None.
PARKING METERS; Considerable discussion regarding the pros and
cons of the parking meter situation followed. City Manager
stated the County was holding $14,000 meter money which they
claim but which could be made available to the City through Aid
to Cities grant through the Road Dept. City Attorney Shatford
will have a detailed report of the Parking Assn., what the City
has in reserve, and what their position is. Merritt moved to
table this question until the Council meeting on June 27. Tyrell
suggested having a Parking Assn. member, and the .President of the
Chamber of Commerce report the survey of the Chamber. Mrs. Georgia
Maxey, 9823 Hallwood, spoke strongly in favor of the removal
of the meters and stated she would also do so at the June 27
meeting. Dickason moved to second the .motion of Merritt and
carried. Tyrell moved that we invite Milo Rinesberge, a re-
presentative from the Chamber of. Commerce and other interested
persons, Dickason seconded and carried.
21. COUNTY OF LOS ANGELES: ROAD DEPT. City Manager read a letter
re -Storm Drain Bond Issue Projects, asking permission to act
for us and to make recommendations to the Council, just to act
as staff agency for the City at no cost. Tyrell moved, Merritt
seconded to grant permission and carried.
22. DISABLED AMERICAN VETERANS CHARITABLE SOLICITATION PERMIT.
After ascertaining this to be an authentic veterans group Merritt
moved permission be granted, Buchan seconded and carried.
23. Parking Meters: Held over until June 27 meeting.
24. The Chamber of Commerce was commended for the beautiful job
of furnishing their quarters. Mayor Fitzjohn recommended be-
tween now and the 27th the Council and Citizens recommend
certain personel for a regular traffic commission, Tyrell sug-
gested members from the following: Law Enforcement, Highway
Patrol, Co- ordinating Council, P. T. A., School, Etc.
City Manager recommended to the Council to facilitate council
establishment, a petty cash fund in the amount of $100.00 was
necessary, to be accounted for by voucher.
Woollett suggested an.amendment be recommended to the .Council
for a $10.00 plot plan fee. Tyrell suggested the City Attorney
draw up an.amendment as recommended by the City Manager.
25. Dickason moved to adjourn until 5 P.M. Monday, June 20, 1960,, at
the City Hall, Buchan seconded and carrj9d. Adjou ed at 9; P.M.
