TEMPLE CITY, CALIF.
MINUTES OF JUNE 20, 1960
An adjourned meeting of the City Council of the .City of Temple
City was held in the City Hall, 9664 E. Las Tunas Drive. The
meeting was called to order by Mayor Fitzjohn at 5:00 P.M.
1. The City Attorney called attention to page 24 of Ordinance No. 1
regarding firearms being unlawful for anyone to fire firearms
under 18 yrs. of age, under Section 3502 and 3503. Following
considerable discussion it was decided to have the City Attorney
draw up an addition to Ordinance .No 1, the amendment to state
"at an authorized range duly authorized by the City and requir-
ing a permit ", the amendment to be presented at the next Council
meeting.
2. BUSINESS LICENSES. The Council spent some time in consideration
of business licenses (1) as a revenue measure, and (2) as a
control measure. It was decided that as long as 75% of the busi-
nesses in the City had not been paying a business license that
the measure should be given more study before taking any action.
It was also brought out that some Cities have adopted the County
business license Code. The City Manager brought out that the
City could continue .under County license Code until possibly
Jan. 1, 1961, and give the Council adequate time to study this
question from all angles. Also that the .City could adopt the
County license Code. Tabled until next regular meeting.
3. Mr. Pursley, Chairman of the Planning Commission was then heard
regarding the expediting of plot plans approval or disapproval.
Ge recommended the Ordinance No. 60 -5 introduced at the Council
Meeting of June 13 should not be adopted as he felt that it
caused unnecessary delay. Tyrell felt that five heads were
better than one and felt that the approval should be more from
all than just the Chairman and that the other four members
would not hold up any plan unless they had a question about it.
City Manager stated approval or disapproval is entirely on the
County ordinance which the City adopted. No action taken.
4. THROW = AWAYS. The City Attorney stated the throw -away advertis-
ing matter has been increasing and littering both public and
private properties not desiring the advertising matter. He
also suggested the Arcadia Ordinance controlling this problem
which has been very effective. Tyrell moved that the City At-
torney draw up an ordinance concerning throw - aways, etc.,
Merritt seconded, and carried.
5. At this time Mayor Fitzjohn presented Bob Miller with a Service
Achievement Certificate in appreciation of the many things he
has done for the City of Temple City.
6. The City Manager suggested to the .Council that they plan to
meet on June 30 to pay all bills now due so that they will come
in this years business and start 1960 -1961 fiscal year with a
clean slate, the regular meeting of June 27 to be ajourned to
June 30.
7. Mayor Fitzjohn asked the .Council to give some serious thought
to selection of five members to be appointed to the Traffic
Commission to study the traffic and safety problems of the City.
The Mayor requested the Council to have recommendations for the
next Council meeting.
8. The City Manager asked for a Resolution indicating who will sign
the City checks, suggesting three persons consisting of the
Mayor, Treasurer, and City Clerk. Following discussion it was
decided the above three should sign the checks with the Mayor
Pro Tem acting as alternate for the Mayor in his absence.

9. ANNEXATIONS. The City Manager reported he had notice from the
County that three .areas in our area were being promoted to annex
to neighboring cities. It was suggested that the Council ap-
point a Committee to do necessary research in assessors office
and register of Voters office as it would be necessary to know
number of property owners and registered voters. Buchan made
the motion that the Mayor be instructed to form an annexation
committee of three and to authorize the City Manager to hire a
part time employee for research, not to work more than .20 hours
a week and not more than $2.50 per hour.
10. At the last meeting of the Council a Director and Alternate
Director to Sanitation District #15 were appointed. The Sani-
tation District advises the Mayor is automatically the Director
so the former appointment is recinded for Director with the.Al-
ternate Director as elected retaining his appointment.
11. Mayor Fitzjohn stated we should have some sort of. Ordinance that
has to do with obscene magazine and pictures, and literature,
and the Co= Ordinating has a Committee working on it at the pre-
sent time. City Attorney Shatford referred to Section 4220.4
of Ordinance I which covers this problem.
12. A telegram just delivered was read as follows: @GET THE METERS
OFF THE STREETS NOW AND GIVE RELIEF TO ALL THE MERCHANTS WORK
OUT DETAILS LATER INCREASE SALES TAXES SHOULD HELP FINANCE LEASES
FOR LOTS ". from R. L. and Ruth Case Oakley.
13. Merritt moved to adjourn. City Manager first asked regarding
salary to be paid for a secretary and it was decided on a scale
of $319.00 to $395.00. Buchan then seconded the move by T'r-
ell to adjourn, and carried at 6:53 P.M.
