Meeting Minutes
January 8,2013

Allin called the meeting to order at 4 p.m.
Approval of minutes of the December 11,2012 was moved by Judith with a second from
Jane. The vote was unanimous.
Coordinator's Update
Greenscape has invited the Alliance to co-sponsor turf management training on.March
13,2013.The Alliance would be asked to share travel expenses for the speaker,Chip
Osborne,and help with publicity. The training is targeted to municipal turf managers.
Municipal personnel would be allowed to attend free of charge. Landscape professionals
will be charged$100,and homeowners$75. Continuing education credits will be
available.The training will be held in Barnstable town hall. Although the location is not
ideal, it was agreed that the Alliance should co-sponsor the training,and include an
evaluation that queries whether additional training would be desired.
A draft letter to the Orleans Administrator was reviewed. The letter is a follow up to a
meeting with the Orleans Board of Health regarding the continuation of bacterial
monitoring at four Orleans locations. The Board of Health supports continuation of the
monitoring but has no funding. It was suggested that a letter be sent to John Kelly asking
that$1100 be put into the budget of the water quality task force. It was also suggested
that the Alliance attend the joint Selectmen Finance budget hearings to make this request.
Correspondence from Charles Silbert regarding permitting of a dock at 34 Viking Road
in Orleans was reviewed.Mr Silbert addressed the Coastal Work group. He asked for
reconsideration of the treatment of the pre-existing unlicensed at 34 Viking Road. The
consensus of the work group was to uphold the treatment of pre-existing unlicensed
structures as new licenses and therefore subject to the guidelines.
Due to conflicts with the March 30th date,the Pleasant Bay Symposium is now going to
be cast as a summer series.It was suggested that the series should focus on June and July,
and avoid August dates.
On January 23 the Watershed work group will host a discussion on revising the MEP
model. Brian Howes and Brian Dudley will be on hand to discuss the potential value or
lack thereof from re-running the model.
A list of possible studies and projects was reviewed. Comments were offered on several
items and Carole will review those with the respective work groups. The list is a work in
progress and will be more fully developed.This will help with planning for budgetary
purposes.
The RMP update continues to be under development. A compiled draft will be
completed this month. Town meeting articles have been submitted for all annual town
meeting warrants.
