MINUTES OF AUGUST 22, 1960
INITIATION:
1. The regular meeting .d the City Council of the City of Temple
2. City was called to order by Mayor Fitzjohn who led the Pledge
of Allegiance to the Flag.
3. The invocation was given by Rev. George Cripe of Temple City
Brethren Church, of 5537 Temple City Blvd., Temple City.
4. ROLL CALL: Present - Councilmen: Buchan, Dickason, Merritt, Ty-
rell & Fitzjohn
Absent: Councilmen: None
Also Present: Shatford & Woollett
5.& 6. APPROVAL OF MINUTES: Buchan moved the minutes of the Special
Meeting of August 7, 1960, be approved as mailed, Dickason se-
conded, and carried. Tyrell then moved the minutes of the Re-
gular Meeting of August 8, 1960, be approved as mailed, Merritt
seconded and carried.
7. Woollett stated at the last moment Under - Sheriff Harold C. Mar-
lowe had to have an emergency operation on his ear and so was
unable to be here.
8. PUBLIC HEARING: SOUTHERN CALIFORNIA EDISON CO.
City Attorney Shatford asked the City Clerk if he had received
any objections to the granting of a Franchise to So. Calif.
Edison Co. and was advised no written objections had been re-
ceived. City Attorney Shatford read the title to Ordinance No.
60 -13, "ORDINANCE OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY,
CALIFORNIA, GRANTING TO SOUTHERN CALIFORNIA EDISON COMPANY, ITS
SUCCESSORS AND ASSIGNS, A FRANCHISE TO USE AND TO CONSTRUCT AND
USE, FOR TRANSMITTING AND DISTRIBUTING ELECTRICITY FOR ANY AND
ALL PURPOSES, POLES, WIRES, CONDUITS AND APPURTENANCES, INCLUD_
ING COMMUNICATION CIRCUITS NECESSARY OR PROPER THEREFOR, IN,
ALONG, ACROSS, UPON, OVER AND UNDER THE PUBLIC STREETS, WAYS,
ALLEYS, AND PLACES WITHIN THE CITY OF TEMPLE CITY." Buchan
moved to waive further reading of Ordinance No. 60 -13, Dickason
seconded, roll call vote as follows: AYES: Councilmen- Buchan,
Dickason, Merritt, Tyrell & Fitzjohn. NOES: Councilmen -None.
ABSENT: Councilmen -None. Tyrell moved to close the Hearing,
Buchan seconded, roll call as follows: AYES: Councilmen - Buckan,
Dickason, Merritt, Tyrell & Fitzjohn. NOES: Councilmen -None.

9, PUBLIC HEARING: SOUTHERN CALIFORNIA GAS COI:
The City Clerk advised the City Attorney that there have been no
written objections to granting Southern California Gas Co. a
Franchise. The public in attendance was asked if anyone object-
ed with no response. City Attorney Shatford then read title to
Ordinance No. 60 -14 "AN ORDINANCE OF THE CITY OF TEMPLE CITY
GRANTING TO SOUTHERN CALIFORNIA GAS COMPANY, A CORPORATION, THE
RIGHT, PRIVILEGE AND FRANCHISE TO LAY AND USE PIPES AND APPUR-
TENANCES FOR TRANSMITTING AND DISTRIBUTING GAS FOR ANY AND ALL
PURPOSES UNDER, ALONG, ACROSS OR UPON THE PUBLIC STREETS, WAYS,
ALLEYS AND PLACES, AS THE SAME NOW OR MAY HEREAFTER EXIST, WITH-
IN SAID MUNICIPALITY." Dickason moved to waive further reading,
Buchan seconded, roll call vote as follows: AYES: Councilmen -
Buchan, Dickason, Merritt, Tyrell & Fitzjohn. NOES: Councilmen
None. ABSENT: Councilmen -None. Herbert Hawkins, 5730 N. Rosemead
Blvd. asked if the Gas Co. was going to pay the City for the
Franchise and was advised that they were to pay 2% and in no
event less than 1 %. He also asked if there will be some kind of
reciprocity agreement so the names and addresses of new customers
will be made available to the City. Wm. Jones, Attorney for So.
Calif. Gas Co. stated they will be made available to the City.
Buchan asked if that was normal procedure, and was advised that
it was not. Shatford stated it was not necessary to be in Fran-

Live Oak, asked if the City will have any control at any future
time over gas rate increases. Shatford stated rates are con-
trolled by the State Utilities Commission who keep a tight con-
trol over Utilities and if it became necessary the City could
go before the Commission. Merritt moved the public hearing be
closed on So. Calif. Gas Co., Tyrell seconded, roll call vote
as follows: AYES: Councilmen - Buchan, Dickason, Merritt, Tyrell,
& Fitzjohn. NOES: Councilmen -None. ABSENT: Councilmen -None.
10. PUBLIC HEARING: SOUTHERN COUNTIES AS CO.
The City Clerk stated there had been no written protests to
The City to granting the Southern Counties Gas C.o. a Franchise.
City Attorney Shatford read title to Ordinance No. 60 -15 "AN
ORDINANCE OF THE CITY OF TEMPLE CITY GRANTING TO SOUTHERN
COUNTIES GAS COMPANY OF CALIFORNIA A CORPORATION, THE RIGHT,
PRIVILEGE AND FRANCHISE TO LAY AND USE PIPES AND APPURTENANCES
FOR TRANSMITTING AND DISTRIBUTING GAS FOR ANY AND ALL PURPOSES
UNDER, ALONG, ACROSS OR UPON THE PUBLIC STREETS, WAYS, ALLEYS
AND PLACES, AS THE SAME NOW OR MAY HEREAFTER EXIST, WITHIN SAID
MUNICIPALITY" Buchan moved to waive further reading of Ordin-
ance No. 60 -15, Dickason seconded, carried by the following
vote: AYES: Councilmen - Buchan, Dickason, Merritt, Tyrell & Fitz-
john. NOES: Councilmen -None. ABSENT: Councilmen - None. Larry
Cude, 9939 E. Live Oak asked if along with the Franchise they
bring any advertising into the City. The Mayor stated the re-
venue they pay the City he felt was enough. Shatford explained
the reason for the Franchises was the need of them by the
Utility Companies for financing as the larger lending companies
use the Franchises as security. Also the compensation is the
same as paid to all cities.
12. ALLEY NEAR RANCHO REAL: Woollett reported that Mrs. Goold Was
instructed to remove rubbish from the alley and of this date
this has been done in compliance with request from Council.
13. LAS TUNAS DRIVE TRAFFIC CHANNELIZATION: The Traffic Commission
recommendation to the Council to make left turn channels on
Las Tunas Drive was presented and discussed by the Council. As
this striping can be done at no cost to the City, Woollett re-
commended that this be done after resurfacing is completed.
This would be strictly painted striping with no raised mediums,
with one 10 ft. lane, one 11 ft. lane, and one 20 ft. lane which
includes parking area at curb. Discussion followed regarding
the intersection of Sultana & Las Tunas and also Golden West
and Las Tunas. Tyrell moved to approve the Traffic Commission
recommendation for Las Tunas Traffic Channelization subject to
showing right hand turn at Sultana, and extending left turn as
far west as possible at Golden West and Las Tunas Dr. Dickason
seconded, carried by the following roll call vote: AYES: Council-
men- Buchan, Dickason, Merritt, Tyrell & Fitzjohn. NOES: Council-
men -None. ABSENT: Councilmen: None.
ANNEXATION NO. 1 -A, EAST TEMPLE CITY UNINHABITED. Shatford re-
ported since the Public Hearing on July 25 approval had been re-
ceived from the Boundary Commission of Los Angeles County re-
Annexation No. 1 -A, East Temple City Uninhabited. Merritt moved
to close the Public Hearing on Annexation 1 -A East Temple City
Uninhabited, Buchan seconded, Roll call vote as follows: AYES:
Councilmen- Buchan, Dickason, Merritt, Tyrell & Fitzjohn. NOES:
Councilmen -None. ABSENT: Councilmen -None. City Attorney Shat -
ford read title to Ordinance No. 60 -16 "AN ORDINANCE OF THE
CITY OF TEMPLE CITY, CALIFORNIA, APPROVING THE ANNEXATION TO
SAID CITY OF THAT CERTAIN UNINHABITED TERRITORY CONTIGUOUS TO
SAID CITY DESCRIBED IN RESOLUTION NO. 60 -45 ADOPTED BY SAID CITY
COUNCIL ON JUNE 13, 1960, AND DESIGNATED THEREIN AS "ANNEXATION
NO. 1 -A, EAST TEMPLE CITY UNINHABITED." Tyrell moved to waive
further reading, Merritt seconded, roll call vote as follows:
AYES: Councilmen- Buchan, Dickason, Merritt, Tyrell & Fitzjohn.

NOES: Councilmen -None. ABSENT: Councilmen -None. First reading,
no further action taken.
14. SERRANO ST. & LOMA ST. (non - dedicated): Woollett reported on
what it would cost to fix the approach to Loma from Serano, and
that it would be treated the same as a private driveway. If a
concrete approach the approximate cost would be $350.00, and if
blacktop the cost would be about $100.00. Inasmuch as there are
a number of undedicated streets in the City that are in need of
repair the Council felt the repair should be made by the proper-
ty owners who own the street. Tyrell felt it improper to spend
funds for any entrance unless for the whole city, and if unsafe
the street should be blocked off until the owners make it safe
and that it is the responsibility of the people living there of
the sub - divider. Merritt agreed with Tyrell. Mayor Fitzjohn
suggested a letter be written the landowners on Loma Ave. that
the owners share the cost and that Mr. Woollett can arrange to
have the work done for ':them. Tyrell moved to file the request
Buchan seconded and carried.
15. Woollett stated he wrote a letter to general services or Supt.
of General Hospital of County with whom we have a contract for
services, regarding Ambulance services rendered Temple City who
stated he was unable to give complete information but gave names
and addresses of the ambulance services available to Temple City
through the County. Mr. Jack Crippen, of Crippens Ambulance
Service in El Monte stated they serve the area and had never had
a complaint from Temple City in 13 yrs. of service. Tyrell stat-
ed he was not criticising the ambulance service only that all
being outside of Temple City he thought we should have better
service by having one located in the area. Considerable dis-
cussion followed. Dickason moved that the question be referred
to the Traffic Commission and have the City Manager work with
them and report back to the Council, Merritt seconded & carried.
16. NEW BUSINESS: FIRST LUTHERAN CHURCH: Francis Welton, Atty.,
spoke in behalf of the variance request of the First Lutheran
Church to build their sanctuary on the church grounds. Shatford
stated no formal action can be taken at this time.
17. RESOLUTION - RE FRANK BONELLI - No action taken as this Resolu-
tion just arrived and was for use at a testimonial dinner on
Wednesday, August 17.
18. RESOLUTION NO. 60 -68: City Attorney Shatford read title of Re-
solution No. 60 -68 setting no tax rate for the City of Temple
City for 1960 -61. Dickason moved to adopt Resolution No. 60 -68
Merritt seconded, roll call vote as follows: AYES: Councilmen -
Buchan, Dickason, Merritt, Tyrell & Fitzjohn, NOES: Councilmen -
None. ABSENT: Councilmen -None.
19. RESOLUTION NO. 60 -69: REQUESTING CALIF. HIGHWAY PATROL TO PROVIDE
CROSSING GUARDS WITHIN THE CITY UNTIL JUNE 30, 1961, the City
to be billed quarterly for these services. Buchan moved to ad-
opt Resolution No. 60 -69, Merritt seconded, roll call vote as
follows: AYES: Councilmen: Buchan, Dickason, Merritt, Tyrell &
Fitzjohn. NOES: Councilmen -None. ABSENT: Councilmen -None.
20. RESOLUTION NO. 60 -70: A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF TEMPLE CITY ALLOWING CERTAIN CLAIMS AND DEMANDS IN THE
SUM OF $751.11 demand numbers 184 through 195, Buchan moved to
adopt Resolution No. 60 -70. Meritt seconded, roll call vote as
follows: AYES: Councilmen- Buchan, Dickason, Merritt, Tyrell &
Fitzjohn. NOES: Councilmen -None. ABSENT: Councilmen -None.
21. Woollett read a letter of required notification to the City from

the Boundary Commission of the County of Los Angeles re- proposed
Annexation #239 City of El Monte. Tyrell moved to receive and
file, Buchan seconded, and carried.
22. F. M. Jackson, representing the Chamber of Commerce, addressed
the Chair. He presented a tentative budget for the Chamber
showing projects and allotments and amount requested from the
City for promotional projects. Tyrell stated he was not in favor
of the proposal granting a specific sum of money, also that he
was not familiar with contracts of other cities. Tyrell felt
we should indicate to the Council that the City will assist them.
He felt the City should help the Chamber out on a piece -meal
basis to help them get on their feet until they became more
functional on their own. Merritt felt the residents should
also have something to do with this program. Dickason stated he
felt items like Los Angeles County Fair, Camellia Festival,
Christmas lights, and Anniversary celebration would do something
for the community spirit. He thought the program very enthusi-
astic, but that the amount being asked involved about $1000. from
the City for merchants promotion, he stated we should support the
Chamber of Commerce, and he recommended to authorize expenditures
up to a certain amount and handle the invoices through our own
office. Buchan stated he would like to see the Chamber used as
another committee of the City possibly referred to as Publicity
Committee or such in the same way we have a Traffic & Safety
Committee, etc.. He felt we should give them all the encourage-
ment we can to do these things. Another angle he brought out was
that the businessmen are the ones that create sales tax revenue
that is so vital to the City. He did not recommend a blank check
in any shape or form as requested, but to take up one matter at
a time. The County Fair is coming up soon and should have money
and he felt this item should be taken care of tonight.
Regarding the Camellia Festival Mrs. Georgia Maxey stated $1500
they would like to use for new under- carriages for the floats
to encourage new groups to enter, and hope to have 25 this year
and another 25 next year. Intention is to build with voluntary
help.
Re -Xmas lights, Mayor Fitzjohn stated he would not recommend
tax payers money for Xmas lights unless he knew how much the
merchants were promoting. Tyrell agreed with Fitzjohn on Xmas
lighting.
Dickason asked if the $850. for the Fair was City expense. Mr.
Jackson stated it was with the Chamber furnishing all labor.
B. L. Meek, 6004 N. Rosemead, stated he objected to the City
contribution to Xmas lights, stating San Gabriel does not allow
money for them. A. L. Nunamaker, 5757 N. Agnes, stated Temple
City is not well known and we do want to publicize Temple City.
As far as the Fair the $850. is actual money cost and no labor
costs and should be handled by the people of Temple City as well
as the merchants. He also stated we should have Xmas decorations
and thinks the City should help, and you will find better mer-
chants will also pay their share. He also stated the Camellia
Festival has been backed by the merchants for years, that it is
a Temple City project and a City project.
Dickason stated he did not think we can solve the Chamber of
Commerce problem. Carl Clark, 9711 Olive, stated in answer to
Mr. Meek and objectors that he would invite them to come up and
do some work in the community. We have very few working in the
Chamber of Commerce and he thought that would be taken care of by
having a City license tax. Regarding the County Fair, Camellia
Festival, Xmas decorations, he asked how many are against it,
stating he was very much in favor of seeing the Council work
favorably on this budget. He is 100% for a CitynLicense to

balance budget.
Mr. Larry Cude, 9939 E. Live Oak, stated he did not believe in
subsidizing any business and these things should be by donation,
and asked what they were for except promotion. Tyrell stated
he thought residents should join the Chamber of Commerce and
suggested Mr. Cude do so and present his ideas at their meetings
as a resident member. Mr. Herbert Hawkins, 5730 N. Rosemead,
spoke in behalf of the Chamber, that the main idea is the fact
that the Chamber represents the Community and those who are
willing to work and unpaid. He stated the Council was here to
represent the people, and speaking in favor of the working of the
Chamber who are here to offer something of value to the City.
You could not buy these services for anywhere the figure, and you
are buying something you cannot get anywhere else when you sup-
port the Chamber.
A. R. Sale, 96+27 E. Olive, wished to concur with Mr. Tyrell in
accepting certain portions if possible, and would like to see
the Council act on the County Fair at this meeting. He felt
Xmas lights a part of Xmas, and that the Council should get be-
hind the Camellia Festival, but possibly the Anniversary celebra-
tion should come from the City Hall. Speaking as a resident he
would like to see something done on the Los Angeles County Fair.
Mr. Stoppel, 9621 Las Tunas Dr., felt it should not be a matter
of Chamber vs. City Council, and probably should weigh this thing
a little more. We have all worked to bring about the City of
Temple City, and if we do not work together it is not going to
work. Mr. Cude, who had spoken previously, stated we should go
along with whatever the City Council decides and if we all push
together we will all profit by it, and if the Council feels they
should authorize it, 1, as one citizen am behind it 100 %.
B. L. Meek asked about light expense last year and estimated
sales tax city will receive. Woollett estimated about $175,000.
sales tax money. Meek stated the question was "how much" not
that we are not willing to support the Chamber, but he felt now
that we are a City possibly they were trying to nick the resi-
dents. Mr. Jackson stated he was a home owner in Temple City and
certainly they were not trying to "nick" any one.
Tyrell moved that we contribute $850.00 for the County Fair,
this amount to be paid be invoiced to the City Hall, Dickason
seconded, roll call vote as follows: AYES: Councilmen - Buchan,
Dickason, Merritt, Tyrell & Fitzjohn. NOES: Councilmen -None,
ABSENT: Councilmen: None.
Mr. Jackson stated the need action on the Camellia Festival at
once also in order that the proposed program could get in under
way.
Tyrell does not want to see a contract with the Chamber For a
set amount, but prefer to go item by item and have a contract
where we can contribute to the Chamber without going the invoice
route but on specified items. Buchan suggested that we contract
for services as specified and as occasion comes up. Tyrell felt
a relationship should be established with the Chamber whereby
we would pay through the Chamber rather than by invoices. Shat -
ford stated the Chamber has to have a long range program and
havelto have these sums set out so they can plan, and he suggested
the Council go through each item and then come up with something
and then draw up a contract. Mr. Jackson advised that everything
takes planning, and for the Council to tell them what they want
and they will go along with them. Mr. Francis Welton stated the
Chamber is primarily to promote business and 1/3 of the revenue
this year is from sales tax. The Sales tax is produced by the
merchants of Temple City. The City is operating like a 'business

and from a business stand -point this piece -meal way does not
make sense. Buchan felt this was right. Dickason stated he
was against giving them a blank check and would oppose it
vigorously. Shatford advised if a contract is made it does not
have to be a blank check. The contract submitted to him by
Jackson was a broad contract, a duplicate of the one in Arcadia
where payment can only be made upon presentation of certain do-
cuments. Consequently you are not writing a blank check. The
Camellia Festival you all approve so you can make a decision
on that. Shatford also stated that the City needs a good bro-
chure.
Buchan made a motion to carry this over to an adjourned meeting
on Thursday evening, August 25, Tyrell seconded and carried.
Mayor Fitzjohn then proposed the removal of the heads of the
parking meters for October, November, & December. Merritt stated
we had studied__various angles and he would go along with this
plan as another phase of the study. Fitzjohn said if a substan-
tial increase is shown it is up to the Council to see what can
be done permanently. Buchan asked regarding the cost of re-
moving heads, storage, and putting them back on, and also
suggested it might be better to cover the heads. Shatford ex-
plained the fund the County held would continue to pay for the
leases but the City would have to pay expense of removing or
covering the heads/ Tyrell felt before any action could be
taken further study was required regarding parking time, patrol
requirements, and he felt it wholly improper and not presented
in a way in which the Council can formulate a proper opinion,
and that it should be held over until the next meeting. Mr.
Stoppel suggested the Chamber as a business group recommend
the meters be hooded during the holiday period. Carl Clark
suggested the Council check the survey the Chamber made. Merrit
stated he objected to them because his customers say to get
them out. Mr. Clark said he had not heard one person say they
want them.
24. Dickason moved to adjourn until Thursday evening at 7:30 P.M.
At this time Mr. Raymond Burger, 9018 Rancho Real, asked about
the alley behind his place and was advised the Goolds had con-
formed to the City request to clean up debris in the alley.
Merritt seconded the motion for adjournment and carried at
12 P.M.
