MINUTES OF REGULAR MEETING
NOVEMBER 28,..1960
1. INITIATION:
The regular meeting of the City Council of the City of Temple
2. City was called to order by Mayor Fitzjohn who led the Pledge
of Allegiance to the Flag.
4. ROLL CALL:
PRESENT: Councilmen- Buchan, Dickason, Merritt, Tyrell & Fitzjohn
ABSENT: Councilmen -None
ALSO PRESENT: Shatford & Woollett
5. APPROVAL OF MINUTES OF NOVEMBER 14, 1960.
Councilman Merritt added to Section 10. of the Minutes that he
had recommended 7 members for the Commission. Dickason moved
to approve the minutes as corrected, Buchan seconded, and roll
call vote as follows:

UNFINISHED BUSINESS:
6. REQUESTED ABATEMENT OF LIGHT & AIR EASEMENT - DEPT. OF REAL
ESTATE MANAGEMENT. PLANNING COMMISSION RECOMMEND APPROVAL.
Woollett asked that this be held over until the next meeting of
the Council because of negotiations between the city staff and
the individual re some improvements he is to make which are all
done but one. Buchan made the motion to hold this over until
the next regular meeting of the Council, Dickason seconded and
carried,
7. ORDINANCE NO. 60 -20: Amending Municipal Code. 2nd reading.
Shatford read title to Ordinance fro. 60 -20 in full "AN ORDINANCE
OF THE CITY OF TEMPLE CITY, CALIFORNIA, AMENDING ORDINANCE NO.
1494 OF THE COUNTY OF LOS ANGELES (AS AMENDED) AS ADOPTED BY THE
CITY OF TEMPLE CITY BY SECTION 9100 OF THE MUNICIPAL CODE AND
AMENDED BY SECTION 9103 OF SAID CODE. "Tyrell moved to waive fur-

AMENDED) AS ADOPTED BY THE CITY OF TEMPLE CITY ORDINANCE NO. 1,
ARTICLE IX, CHAPTER 1, SECTIONS 9100 AND 9101 ". Dickason moved
to waive further reading of Ordinance No. 60 -23, Buchan seconded,
and carried by the following roll call vote:

As this was the first reading of Ordinance No. 60 -23 no further

10. RESOLUTION NO. 60 -97 TENTATIVELY ESTABLISHING TRUCK ROUTES AND
SETTING HEARING DATE. Shatford read the title in full to Reso-
lution No. 60..97 "A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF TEMPLE CITY TENTATIVELY ESTABLISHING TRUCK ROUTES AND SETTING
A PUBLIC HEARING RESPECTING SAME PRIOR TO THE ADOPTION OF AN
ORDINANCE ESTABLISHING TRUCK ROUTES." Shatford stated as this
was using tax money on the streets of Temple City it required a
public hearing prior to adoption of an ordinance and this sets
a Public Hearing on. February 14, 1961. Merritt moved to waive
further reading, Tyrell seconded, roll call vote as follows:

11. RESOLUTION NO. 60 -95: Commendation of Paul Rejai
Woollett read Resolution No. 60 -95 in full. Tyrell moved to adopt

12. APPOINTMENT OF PARKS & RECREATION COMMISSION
Mayor Fitzjohn named the following for the Commission:.

Al J. Lindberg, 9932 E. Nadine
John Clemson, 9854 Val St.
Dickason moved to adopt Resolution No. 60 -99 with specification
that members shall by lot determine terms of office. Buchan
seconded. Tyrell felt it mandatory that a woman should be on
the Commission as they are interested in children and their ac-
tivities. Dickason thought women could be included in the
Committees, and thinks we should stand by the recommendations of
the Mayor. Merritt stated that on the appointments he had no ob-
jection but he felt like Tyrell that a woman would be very bene-
ficial. Roll call vote as follows:

13. LOCATION CAMELLIA FESTIVAL CARNIVAL
Mrs. Georgia Maxey, 9823 Hallwood Dr., Chairman of the Camellia
Festival, asked the Council for ideas of a location. The park-
ing area north of Las Tunas Dr. between Temple City Blvd. and
Primrose was considered if satisfactory arrangements can be made
with the six owners. Shatford stated possibly Primrose could be
blocked off for parking for three hours from 3 to 6 P. M. on
Friday if the Festival Committee was willing to pay two off -duty
officers, one at each end of the street, and that the City could
draw an emergency traffic resolution to this effect. There would
also have to be some signs posted which the Festival Committee

would have to pay for. Mr. Woollett will get figures for this
expense for Mrs. Maxey and the use of the .lots will be further
discussed with the owners.
14. PARKING SURVEY: ROAD DEPT.
Woollett recapitulated the report from the Road Dept. survey
regarding parking spaces in the City. It appears from this re- ,
port that we do have sufficient parking area for the City of
Temple City.
A. L. Nunamaker, 5757 N. Agness, stated he disagreed completely
and that there is a parking problem, that the city owns no park-
ing in Temple City and when the lots leases run out you have
nothing. He advised he had leased the Wells lot until the first
of the year. He felt it could be solved by having the City Manag-
er form a parking district petition to form a Parking District
and get signatures in those blocks of those owning property,
and then get together with the City and have our own lots and
have them patroled continuously.
Tyrell stated he would like to see how tickets written on days
survey was made compare with violations reported. Buchan agreed
with Mr. Nunnamaker that probably the City is going to have to
buy these parking lots but the City should withhold action until
we get the Master Plan going and until we know what locations
are being recommended. Nunnamaker felt the Master Plan is work-
ing too slowly and that the Wells lot should be taken care of
first . No further action taken
15. NEW BUSINESS :'
PLANNING COMMISSION RECOMMENDATIONS:
a. Zone change Case No. 60 -7, Frederick N. Free. Recommended
approval.
Shatford advised that it must be set for public hearing be-
fore the Council as it is a zone change request. Woollett ad-
vised if the Council desires they could recommend to the Planning
Commission that they consider the initiation for a zone change
on the entire area, or they can come in Individually and ask for
it. Shatford stated in this particular situation with just one
area they could refer the entire area back to the Planning Com-
mission and they could hold a public hearing on the entire area
to determine whether all should be changed. However in this case
you have a request and should not make him wait until you have a
hearing for the area. He advised a public hearing should be set
and publication made, and property owners notified. If the Coun-
cil wants to go into whole area, that should be referred back to
the Planning Commission and have them take care of whole area at
the same time. Dickason made the motion that Case No. 60 -7 be
set for public hearing, Buchan seconded, carried by the following
roll call vote:

b. Dickason made a motion to refer the entire area back to the Plan-
ning Commission for Public Hearing in regard to changing the zone
from A 1 to R 1 -5000, Merritt seconded, carried by the following
roll call vote:
AYES: Councilmen- Buchan, Dickason, Merritt, Tyrell & Fitzjohn
NOES: Councilmen -None
ABSENT: Councilmen -None
c. Zone Variance Case No. 60 -8: J. W. Potter. Recommended approval.
Mr. Holden stated a 70 ft. set back from right of way in Tract
10821 was established on Glickman past ryland west to properties
which face on Baldwin Ave. At Baldwin and La Rosa modifications,
to a 20 ft. set -back wes made on lots facing Baldwin. The case
under consideration is the east end of Glickman.
Mr. Nunnamaker said it was a corner lot and the gentleman who
owns it cannot do anything with the property. Also that there
were a lot of people at the Planning Commission hearing on the
same street and they want the same change also, and the Commission

felt it very reasonable that this man should be allowed to split
this and have three pieces of property. Merritt thought the area
should be considered as one unit -for set -back and suggested Mr.
Potter get together with other people in the area. Buchan com-
mented that the Planning Commission's duties are to check these
requests out to save the Councilmen that work and time and then
to pass on to the Council their recommendations as to what action
the Council should take, and that he had observed the Planning
Commission working and believes, they have been takaiag the job ver.
seriously. Shatford suggested -the applicant in this case be give:
an opportunity to speak.. J. W. Potter, 232, N. Bradoaks, Monrov r.,
said it was of no value to him to go to those people and ask them
to change. The Planning Commission approved the variance and he
would rather have this one lot considered and let them ask for
themselves. He also stated there would be over minimum footage
for two more houses. Tyrell felt the whole block should be chang-
ed or none and moved to reject, Merritt seconded, roll call vote
as follows, and not carried:

16, WARRANTS & DEMANDS: RESOLUTION NO. 60 -96
Merritt moved to adopt Resolution No. 60 -96, warrants and demands
No. 294 through No. 306 in the sum of $.459.59, Tyrell seconded,
roll call _vote as follows:

17. a. PROPOSED LEASING OF WELLS PARKING LOT: PETITION
Mr. Woollett submitted a petition signed by 14 :merchants propos-
ing the City lease the Wells parking lot from December 1 to Febr-
uary 1, 1961, as necessary for the holiday season. Mr. Nunamaker
has already leased the lot for the month of December. The peti-
tion was submitted prior to Mr, Nunamaker leasing lot. Tyrell
moved to file, Merritt seconded, and carried.
b. Mrs. James W. McLaughlin, 5928 Rowland requested permission to
plant poppies on various public properties in the City as part of
a state wide project of the Campfire Girls. Mrs. McLaughlin sug-
gested a plot in each park, possibly at the schools and sheriff!?
station. Dickason felt the Parks & Recreation Commission should,
handle this after Jan. 1 when the City has jurisdiction of the
parks. Buchan seconded and carried.
c. RE- NAM1NG LOWER AZUSA ROAD
Woollett read a letter from Donald L. Hethcote suggesting the
street be re -named Midway. At the last,meeting such a request wa
made and individual was advised that the Council would be willing
to consider a change if they would find out how the other people'
on Lower Azusa felt. They have not contacted Mr. Woollett since
then concerning the petition. Tyrell moved to file until we get;
the petition back, Dickason seconded and carried.
18. Mrs. Georgia Maxey,9823 Hallwood Drive, presented each Councilman
with a CITIZENS ADVISORY COMMISSION REPORT ON EDUCATION, request.,
ing them to study and have an opinion.
Mr. Charles Sacheli, 5019 Farago, spoke against the increase in
footage to 5500 sq. ft. for second and third house on one lot.
Ray Cromley, 5615 N, Rosemead, stated many years 290 the state
set up 5000 sq. ft. restriction on lots, and felt it should be
left there as 5000 sq. ft. is plenty. Shatford advised Mr.
Cromley that the 5000 was still amount required for the first
house and the 5500 sq. fit, only applied to second and third
house on same lot, and that the Pla:nn!r!g Commission is trying to

prevent unsightly conditions that exist and are trying to make
a fine residential area. Also that the second reading of the
Ordinance will be on December 12, at which time the people may
speak for or against.
Mr. Stan Knapp, 5062 Sultana, spoke in behalf of the Sea Scouts
who need money to operate, and they would like permission to
paint house numbers on curbs in Temple City. He stated they
first paint the curb and later come back and paint 3" numbers
with no donations until after job is completed. Tyrell moved to
grant permission and work out details with Mr. Woollett, Dicka-
son seconded, and carried.
L. L. Jordan, 5758 Golden West, spoke requesting the Council to
do something about termites which he states are a serious pro-
blem in the area. Mr. Woollett will find out extent of problem
and how it can be handled.
19. MATTERS FROM CITY OFFICIALS
City Treasurer Griesmeyer recommended to the Council in view of
the fact the City received $38,000. in sales tax, that they put
$25,000. in a three month Inactive account on interest.
Tyrell moved to adopt Resolution No. 60 -98 "A RESOLUTION OF THE
CITY COUNCIL OF THE CITY OF TEMPLE CITY AUTHORIZING AN AGREEMENT
FOR INACTIVE DEPOSIT OF CERTAIN CITY MONIES IN A THREE MONTH
TERM DEPOSIT" in the amount of $25,000. with interest rate of
two and one -half per cent (22 %), Dickason seconded, roll call
vote as follows:
AYES: Councilmen- Buchan, Dickason, Merritt, Tyrell & Fitzjohn
NOES: Councilmen -None
ABSENT: Councilmen -None
Woollett advised notice had been received that Arcadia is now in
the process of annexing the part of the Superior Cement Block
Co. property recently de- annexed from the City of Temple City.
Buchan moved to file, Tyrell seconded and carried.
MASTER PLAN - 701 REQUEST
Woollett stated the procedure as discussed is at this time for
the City to draw up their application for the 50% which City
receives from Federal Government. As necessary preliminary to
it the Council is considering appointing Gordon and Brysis Whit -
nall as planners for the City. When completed it will be for-
warded to the Council for consideration. The total cost of the
program as planned at this time would be $36,000. and would take
approximately eighteen months. This would include an inventory
of the land use within the City, an extensive survey of how
many people, what they do, how many children, and then a public
hearing to determine how people want it to be developed. As we
are under 50,000 people the Federal Government will pay 50% of
program. One -half of cities part could be working hours of the

bution to this program. For the bulk sum of $9,000. plus two
ileeeMhGr items I have mentioned the City would be in receipt of this plan,
Woollett stated the information is included in request to the
State and as soon as formulated and the Resolution drawn will
submit to the Planning Commission and the City Council for their
approval. This can go to the Planning Commission Dec. 5, and
to the Council Dec. 12, and in the mail this week to allow time
for study.
Woollett read a letter from Mary B. McKenna, 5538 Welland Ave.,
commending the Council on removal of parking meters. Buchan
moved to receive and file, Tyrell seconded and carried..
