HomeMy Public PortalAbout2001/05/31 An Agenda Meeting of the Mayor and Council of the Borough of Carteret preceding the Regular Meeting of June 7, 2001, was held on May 31, 2001, 7:00 P.M., Municipal Court/Police Facility, 230 Roosevelt Avenue, Carteret, New Jersey. The following were noted present: Councilmember Jack Fazekas " Remy Quinones " Daniel Reiman " Ronald Rios " Janet Santoro Noted absent were Mayor James A. Failace and Councilmember Buddy Sohayda. Also noted present were Borough Attorney Robert J. Bergen and Business Administrator Nicholas Goldsack. Statement of Meeting Notice was mailed to The Home News Tribune, The Star-Ledger and posted on the bulletin board on May 25, 2001. To Address the Governing Body: Donald J. Norbut, T&M Associates Engineering- Borough Engineer Donald Norbut gave a brief report of the progress of engineering projects ongoing in the Borough. Milik Street Rehabilitation- completion should take place midsunnner. Carteret Avenue Pedestrian Improvements- T. Grasso & Sons of Roselle Park, NJ was the low bid; this would be subject to the availability of funds. Business Administrator Nicholas Goldsack said they could look into the Capital Improvement Fund for money. At approximately 7:05 P.M. Mayor Failace was noted present. Hagaman Street and Sycamore Street Resurfacing- advertisement of bids should take place in late summer. Mayor Failace asked ifthere was any money for this. NOREUT, T&M ASSOClATES DISŒJSSION NOTED PRESENT ENGINEER'S REPORT (Continued) MAY 31,2001 COMMENTS ENGINEER'S REPORT (Continued) NOTED ABSENT ENGINEER'S REPORT (Continued) NOTED PRESENT Councilmember Santoro said there was a meeting with the Turnpike Authority Thursday at 3:30, June 7, 2001. Councilmember Reiman asked if the Road Opening Ordinance was updated. - Borough Attorney Bergen said they may introduce it at the next meeting. Interchange 12 Studies a) Turnpike Authority 12/12A Study- study findings should be made public within the next few weeks. b) Middlesex County Study- Turnpike Authority will be available for discussions in June 2001 regarding Interchange 12 alternatives. 2001 Middlesex County Road Resurfacing Program- at the Council's request, preparation of technical specifications for public bidding so the Borough can enter into a separate contract to conduct base repairs and prepare the roads for resurfacing by the County. Dorothy Street Pump Station Reconstruction- the new pumps and control panels are expected to be delivered in June 2001. - Harrison Avenue Pump Station Reconstruction- based on review of the proposed pump station building he recommends a block and brick building to house the electrical controls be constructed. The total available funding for the project is $400,000.00 and the proposed changes will not increase the total project costs. Councilmember Santoro was noted absent at approximately 7:20 P.M. Grants and Loans a) Fiscal Year 2002 NJDOT State Aid Applications-the roadway application has been prepared and the pedestrian application is currently being prepared. The Council needs to pass Resolutions for these applications no later than June 21, 2001 for submission by the deadline which is June 29, 2001. At approximately 7:23 P.M. Councilmember Santoro was noted prèsent. b) STP Demolition- DCA low interest loan for demolition of the Sewage Treatment Plant is pending. - c) USEPA CSO Grant- the preparation of the Federal CSO Grant is complete, local sewer improvement projects will be covered by the Federal grant and matching local funds. Work will proceed upon Council authorization; the work should be completed within the next several weeks 2 Councilmember Santoro was noted absent at approximately 7:24 P.M. d) 2001 Green Acres Grant Application- assistance was provided to the Community Development Office and the Recreation Department on cost estimates for pond dredging, a gazebo and court improvements to Carteret Park which are the subject of the Green Acres Grant Application. Suspect Area Sewer Separation Project- Killam Associates has completed design plans and specifications which includes the removal of 57 identified illegal connections of sanitary laterals to the Borough's storm sewer system. The project should advertise the contract for public bids in June 2001 and award the contract in July 2001. Borough Attorney Bergen said the case is on administrative hold. Hill District Storm Sewer Improvements- the conceptual plans and supporting documents for stormwater system improvements in the Hill District have been completed. The work necessary to complete the tasks briefly explained by Mr. Norbut will not exceed $10,000.00. Council authorization is necessary to complete the conceptual phase work to initiate the final design phase. Pershing Avenue and Roosevelt Avenue Traffic Signal- at the Council's request Mr. Norbut contacted the Middlesex County Engineer's Office regarding the removal of a traffic signal. A new Traffic Signal Warrant Analysis would need to be done to evaluate the need for re-establishing the traffic signal. Borough Hall Basement Floor Clean Up- Preferred Cleaning Solutions is preparing a proposal for cleaning and disinfecting areas as appropriate. Mayor Failace said they should think about what they want to do with Borough Hall. Councilmember Reiman asked Business Administrator Goldsack for the debt service amounts from the firms who gave proposals for the repair of Borough Hall. Business Administrator Goldsack briefly explained. Borough Attorney Bergen said the Library will also need work and there is a mold problem. 2001 Emergency Sewer Repair Contract Repair Contract- Bid specifications have been revised and submitted to the Borough's Purchasing Agent for advertising. Borough Engineer Norbut spoke about additional work on the Sewer Treatment Plant Demolition Project and needed a Professional Services Resolution for $17,800.00 for the design engineer and close of the plant and asbestos removal as well as $11,500.00 for inspection services, he explained. 3 MAY 31, 2001 NOTED ABSENT ENGINEER'S REPORT (Continued) MAY 31, 2001 ENGINEER'S REPORT (Continued) NOTED PRESENT MINUTES FOR APPROVAL PROCLAMATION- KOREAN WAR VETERANS ORDINANCES- FIRST READING ORDINANCES- PUBUCHEARING RESOLUTIONS 81 Bernard Street- Borough Engineer Norbut said he got proposals for Bernard Street as the Mayor requested and D&D was the lowest proposal. He suggested it be approved by the Council at the next meeting. Mayor Failace asked Mr. Norbut if he looked at the problems on Carteret Avenue; he felt someone would get hurt if the problem was not addressed. - Waterfront Project- Borough Engineer Norbut said he would request an extension of time and he would be meeting with the architects to look at the original files and plans. At approximately 7:58 P.M. Councilmember Sohayda was noted present. Minutes for Approval-March 15,2001. Proclamation-Korean War Veterans ORDINANCES: First Reading- 1. #01-31 Bond Ordinance, Appropriatig $225,000.00 for Jet Vac Truck and Various Sewer Projects. Borough Attorney Bergen said Gloria wants to award it on Thursday. Borough Clerk Kathleen Barney said the money has to be in place. ORDINANCES: Public Hearing- 1. #01-29 Amending Salary Ordinance #71-9, Re: Secretary Board! Commission. 2. #01-30 Amending Salary Ordinance #71-9, Re: Building Sub- code Official/ Plumbing HHS Inspector. RESOLUTIONS: 1. Directing the Issuance of Various Bingo Licenses. 2. Borough of Mill town- Resolution supporting an increase in the senior citizen income limitation on property tax deductions. 2. Washington Township-Resolution requesting NJ Legislature provide urgent relief to the citizens arising from the financial burden placed on them by NJ property tax. 3. PSE&G-Petition for an Increase in Gas Rates. 4. DCA-Proposed Amendments to State Planning Rules. 5. Borough ofSayreville-Resolution supporting S-1288 and A-2413, Re: Funding for Clean Communities Grant Programs. 6. Borough of Spots wood-a) Resolution S-2281 and A-17l2, Re: Authorizing assessment of development impact fees by municipalities. b) Resolution urging shifting reliance for school funding from property taxes to a more progressive and fair mechanism. Bids- a) Carteret Avenue Sidewalk Improvements b) Sewer Jet & Catch Basin Cleaner 5 MAY 31, 2001 RESOLUTIONS APPUCATIONS COMMUNICATIONS REPORTS MATTERS FOR DISŒJSSION T&M ASSOC1ATES BIDS MAY 31, 2001 MATTERS FOR DISŒJSSION Borough Clerk said they would put the Sidewalk Improvements on for the next Agenda Meeting and they would hold the Sewer Jet and Catch Basin Cleaner. MIDDLESEX COUNTY PUBUCHEALlli DEPARTMENT 3. Middlesex County Public Health Department-Request for Tobacco Control Ordinances. Mayor Failace said they would hold this. MAYOR BOLL WAGE 4. Mayor Bollwage-Reguesting Resolution authorizing payment to Princeton Public Affairs Group, Re: UEZ Mayor's Commission. Mayor Failace explained and said okay. BUSINESS TO BE ADDED BUSINESS TO BE ADDED: DISŒJSSION Mayor Failace said he received calls about trucks in West Carteret on Roosevelt A venue. He said the woman said she called the County who said the Borough could to whatever they want with the traffic. He said they can reroute traffic and take the truck traffic off Roosevelt Avenue this was according to the woman who called the County. He said he wanted to look into this and do whatever it takes to take the truck traffic off Roosevelt Avenue. He advised Borough Attorney to check it out. Councilmember Fazekas spoke about Comcast and said they would be installing the bulletin board within the next two weeks. He explained. He said the email is finished and all employees have email addresses. He said he is not a head of a committee and would like to take over the Parks Department now that he has more time and Councilmember Santoro has two committees. Borough Attorney Bergen said he would check if it had to be done by Resolution or they could do that at the next Council meeting by formal vote. Councilmember Fazekas said he contacted the Scouts about putting names on the crosses that are in the park for Memorial Day. Mayor Failace said Councilmember Fazekas should talk to someone from the Veteran's Alliance. Councilmember Reiman spoke about the list of Borough owned property that needed to be sold and gave the details. He asked that the list be given to the Council. - Councilmember Rios asked about insurance companies and if the violations are being taken care of. He spoke about several different properties as well as the eyesore at the waterfront. He said it is an eyesore and asked if we can expedite the process. 6 Borough Attorney Bergen said it would depend on each individual case and explained the process. Borough Attorney Bergen said he would have some Ordinances and Resolutions to add. He said there would be a repeat offender Ordinance, Resolutions for grievances and the Fire Contract. Councilmember Quinones said the Library/Senior Center has had a few incidents and asked for police presence there. She asked if HUD money could be used for this. Mayor Failace said he talked to the Library Board about putting cameras in the Library since there are incidents in and out of the Library. Councihnember Fazekas said there are some public monitoring systems available that could be used around the Borough they might look into. Mayor Failace asked ifthere was a grievance hearing with police. Borough Attorney Bergen said it was an informal hearing. Mayor Failace said he felt if there was going to be a hearing, they should see if the Mayor and Council are available and if not, then they would let the Police Committee do the hearing. RESOLUTION #01-163 was introduced by the Mayor and referred to the Council for action. Upon MMS&C, by Councilmembers Reiman and Rios RESOLUTION #01-163 "RESOLUTION TO GO INTO CLOSED SESSION" was adopted. Upon individual roll call vote, Councilmembers Fazekas, Quinones, Reiman, Rios and Sohayda voted in the affirmative. Councilmember Santoro was noted absent.
