INITIATION:
The regular meeting of the City Council of the City of Temple

City was called to order by Mayor Fitzjohn who led the Pledge
of Allegiance.to the Flag.
3.
Invocation was given by Elder Byington, of the Re»Oranized
Church of Jesus Christ of the Latter Day Saints, 9469
E. Broad-
way, Temple City.

APPROVAL OF MINUTES:
Regular Meeting of January 23, 1961.
'On page 5 near the end of Section 13 Dickason corrected the
wording of his opinion to read as follows: 10Dickason stated that
his first inclination in respect to adding to the staff at City
Hall was to take a dim view of it since we are a,contract city
and it was our original intention to obtain our services from
-the County's staff of 40,000 employees. However after consider-
ing the many projects that remain to be accomplished for the
good of our community, 1 am convinced we should spend the money
for the additional help. I believe we should expect more than
a dollars worth of value for every dollar invested in the new
employees and I will be the first to ask for a reduction in
staff when I believe this is not the case."
Also Dickason changed lines 4,5,and 6 on page 2 section 6 to
read as follows: "Dickason moved the recommendations of the
Planning Commission be approved and that the petition of Robert
Voegeli for a variance for purpose of property described therein
be denied."
Dickason moved to approve the minutes of the regular meeting of
January 23, 1961, as corrected and also the minutes of the Spec-
ial meeting of January 31., 1961, be approved, Merritt seconded,
roll call vote as follows:

REQUEST FOR ABATEMENT OF LIGHT & AIR EASEMENT Lots 6-,7-3 Tract
#10558 i .
Mr. August Goebe.l,'3935 E. Huntington Dr., Pasadena, stated he
represented the parties requesting this abatement, and that all
information had been presented at the, previous Council meeting,
and was here at this time to'urge the Council to abate this.
Dickason asked if this abatement request for lots 6-7-3, Tract
#10553, included both the apartment and residence that have
garages on the property and was advised by Shatford that this is
all at the present time. Dickason felt this in no way should
effect the other two parts.on the easement and they should re-
main. intact, and that the Council should hold the status quo on
all other light and.air easements assuming a consultant is hired
tonight. Buchan moved to grant the request for abandonment of
the light and air easement on Lots 6, 7 and 3, Tract #10553,
Dickason seconded. Merritt felt right at this time he would
like to see it held open. Tyrell stated he was of .the opinion
that we should preserve for the people whatever rights we have,
but in granting this particular .one he.thinks we are doing so
under equitable circumstances, that this is not going to be a
policy but this is a case where garages are already built, and
solely for purpose of this being an exception he would grant it

9. PUBLIC HEARING: TRUCK ROUTES - 3'P, M.
ORDINANCE NO.. 61-33 (1st reading)
Shatford advised the Mayor to declare the Public Hearing open
which he did. Shatford read Ordinance No. 61-33 establishing
truck routes AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
TEMPLE CITY ENABLING ESTABLISHMENT OF TRUCK ROUTES IN TEMPLE
CITY, notice of which has been published so people can be advis-
ed. Mayor Fitzjohn asked if anyone in the audience wished to
speak for or against this proposed ordinance and as no one spoke
declared the Hearing closed. Tyrell moved to waive. further read"
ing of Ordinance No. 61-33, Buchan seconded, roil call vote as
follows:

12. PLANNING COMMISSION RECOMMENDATIONS:
1. ZONE VARIANCE CASE #61-14 KINNEY, 9615-9617 LAS TUNAS DR.
Mr. Ed. Hoiden, Dept. of Regional Planning advised the Planning
Commission had considered this request at a -Public Hearing which
is to use.more than 50% of the lot for the building. They noted
buildings on each side covered more than 1/2 of the property,
and were not in compliance' with the ordinance in effect two or
more years. In this location where most buildings do not comply
with the ordinance it is recommended the variance be granted.
The Commission recommends to the Council that the request be
approved subject to the following conditions: (a) that it be de-
velo ed in accordance with plot plan on file except building may
be 8 ! in depth from property line along Las Tunas Drive, (b)
that the area shown on plot pian for parking shall be paved with
an asphaltic or concrete surfacing to a depth of 22' from the '
rear property line, (c) that this variance shall not be effective
for any purpose until the owner of the property involved has
filed with the City Clerk of the City of Temple City his affida-
vit stating that he is, aware of and accepts all the conditions
of this variance. Buchan moved to allow Zone Variance Case No.
61-14, Kinney, subject to the recommendations of the Planning
Commission, Dickason seconded.
Mr.;:,B. L. Meek, 6004 N. Rosemead, stated he voted against giving
the variance. He felt the alley is highly congested and he did
not believe it should be blocked, and that they needed more park-
ing in this area.

2. RETENTION OF M. W. F i NLAY CO. FOR AE='P.iAL SURVEY & MAPS.
Woollett advised this would consist of flying the City and pre-
paring for the City a 400 to l aerial mosaic map, a 1 to 100
photographic map, and a 100 to 1 Cadastral map on clear plastic,
for a total cost of $3755.00. The Planning Commission received
estimates from three firms and have chosen this one. Dickason
stated he felt this is essential and badly needed, and the
Finlay/ Co., which our City Manager has had business with before'
ha.s always done a good job and. he feels will do so now. He be-
lieves in future planning that there will be possibly good use
for the negatives, and he also believes the contract should state
that the City owns these negatives. Tyrell felt the Company

2. RETENTION OF GORDON WHiTNALL TO CONDUCT MASTER PLAN
. (b) Carl E. Johnson, 9204 Olive St., asked to have the Master
Plan and 701 program explained.
Woollett advised basically in the Master Plan the City through
the state government would enter into an agreement with the
Whitnalls as Consultants, who would be retained for an..18 month
period for the Master Plan. The first thing necessary would be
various surveys to show what we have in the City., how zoned,
how parcels are used, and relationship to zoning, what value,
what structures- their condition and age and how used, number
of people, number of children, etc. Also a land use survey which
would give us a good idea of what we have now and where we stand.
Based upon all this information a proposed plan would be drawn
showing what land could be used, where streets and highways.

the Planning Commission would hold a series of public hearings.,
The City would be divided into areas and everyone would be notir
fieri to discuss possible zoning of 'their property in the future.
After the hearings were held, based upon what the people want j
and what the Planning Commission thought a good plan for the
City would be, a plan would be recommended.to the City Council
and the Council would also hold public hearings. Then the Coun-
cil would adopt a plan and the Planning Consultants with the
Planning Commission and Council would draw up a zoning ordinance
and i ega 1 l y enforce 'i t . The ordinance .wou'l d be � subject to pub 1 i c
hearing also. It would be a proposal for the future based on
the present, and as years go by would be amended, but we would
know what we have now and what direction this area is going,
and what the plans for the future would be.
Mr. Johnson, 1204 Olive, said it is a shame that these little
shacks are being built around here and he thinks it should be
stopped.
Mrs. Georgia Maxey, 9823 Hallwood Dr., stated just for the re-
cord if Temple City accepts $18,000.00 from the state and feder-
al government she would li"ke it in the record that Temple City
is not ham -strung by taking these funds and not tied down to
future condemnation of property. Shatford advised the Master
Plan is a legal matter and'will not tie Temple City down. Mrs.
Maxey stated she was opposed to urban redevelopment, and Shatford
advised this is entirely different than the Master Plan and the
City Council has complete control of Temple City..
Dickason said it had been about six months that the Council has
been considering the Master Plan. Also that he had been attending.
Planning Commission meetings and he knows that many of these pro-
blems in respect to zoning and variances are real problems, and
if we can call in these people who are experts he felt it would
be a guide -post on which to act in. the future. He thought the
money would be well spent. It is going to cost us not only
$18,000. but also the other $18,000. the government is giving us
to have these people in here, and we trust they will do the kind
of a job that needs to be done.
Mayor Fitzjohn stated it was a great step forward for intelligent
planning for a greater Temple City.
Merritt said he was completely for it in the beginning, but think
�4�a�-6(ing more on the cost he wondered if this is more than we can pos-
sibly get in return and still looking into it further he cannot
come to a reversal. If we do not have a starting point we do
not know in what direction we are going but this will give us a -
direction.
Tyrell. stated as follows: !'We had a special meeting at which time
the question in my mind was why it is necessary to have this tre-

to zoning. it has been done with or without professional help.
The plan is for 50 to 70 years from now. Economically right now c
even the President indicates it is more than a slump, it is a
recession. I can see no justification for paying out our money
or federal tax money when we do not know what the next 18 months,
are going to bring. We have not had a few years to build up for!
our activities. We do not know in view of this recession what
our tax revenue will be during the next year and I. do not think
we are in -a position economically to pay for this. I believe
with aerial photos, with the assistance of the citizens and the
Planning Commission we .can solve our immediate problems. Not
statistics but planning. This research is great but we cannot
afford it now and development in our City •does`nt warrant it.lt'i:
already developed and we have to wait to replace with different
things. We can provide a proper, practical zoning,_ordinance
without $36,000. which can be well used elsewhere. At a later
time it might be good. I would rather see by far that you supppri
something more in line with the economic situation at the present
time. I believe the Whitnalls very fine and well qualified to
do this research."
RWrlllll --Mr. Meek stated the Planning Commission made recommendations on

Merritt said the City is not anticipating spending the full amoun4
of $36,000. 50%,of that would be furnished under the 701 program.
It would appear from Tyrell#s remarks that the City is putting ou4
this total cost.
Tyrell said even though the City was paying less than $36,000.
wherever it comes from at this -time we can use it better until
we get more stable.
Buchan said there were some questions in his mind. A plan when
completed would tell us when and where to allow multiple dwelling
etc., rather than letting them come in scattered here and there.
Also he believes statistics prove population in So. Calif. and
this area is going to expand tremendously in the next ten years:
therefore how can we prepare TemplI4:C,?ty.,to participate in this
expansion. We are not going to have any choice in the matter ana
that is why he feels necessity of this Master Plan, and we need,
a firm well qualified to do this work and believes the Whitnalls;'
background is adequate. You get what you pay for and he has
always been in favor of getting the best you can. Regarding some
cities doing their own survey he assumes this work was done by
city employees themselves and while not as expensive runs into a
considerable amount of money, To get our own citizens to figure
out a Master Plan would be fine but where are we going,to get a
group that has time to lay out something like that. Whitnalls
are going to hire a number of Countyy Assessors whose duty is to
go out and assess. They only work �a to 6 months of the year and
we will be giving them 12 months work. Therefore Mr. Buchan made
the motion that we retain the firm of Gee. Whitnall to conduct a
Master Plan at a total cost of $36,000. and that we participate
in the 701 project which wi l l bear 50% of the cost.. Dickason
seconded.
Shatford stated heshas prepared Resolution No. 61-122. Buchan.
withdrew his motion and Dickason withdrew his second. Shatford
read in full Resolution No. 61-122 authorizing the 701 request
to -the -government. Buchan moved to adopt Resolution No. 61-122,'
Dickason seconded.
Shatford advised nothing is being changed in the City. All that
is involved here is that the City is getting expert assistance lin
creating a plan for the future. Only purpose would be to help
and assist them. Fitzjohn said the plan is to assist the Plannin<
Commission and the Council to make intelligent decisions. That,
is what it amounts to and he thinks it is the greatest step for-
ward that Temple City has ever made. Dickason said it was August
when this was first considered, and the Planning Commission has
been discussing it for the past six months and that would not be
rushing into anything.
Tyrell stated her>had no objection to a Master Plan. We need one.
He thinks this way of obtaining it we cannot afford. This plan
is a tremendous statistical giant, which is not necessary to de-

velope at this time. He said San Gabriel is engaged in making
a plan out of citizenry effort. The people in Temple City are
willing and able as our Commissions. He feels with the assistanc(
of our new Administrative'Assistant as a full time man with civic
volunteers that this town can develope a zone ordinance which
will carry the burden and if necessary some expert help can be
provided for a much lesser sum. We will be much better off for
it and the plan can be as dynamic as the Whitnalls. They do not
know what any town is going to be 50 to 70 years from now.
Dickason stated we did have qualified people in the community.
However you must have the fact finding before you make recommenda-
tions. When you ask someone to take short-cuts without fact find•
ing you cannot come up with good conclusions and recommendations.
This 50, 60, or 70 years is just what we are shooting for. The
most any man can expect to accomplish in his time on this earth
is to leave it a little better for people who come after.

3. SPECIAL USE PERMIT: CASE NO. 61-13 SAN GABRIEL VALLEY LUMBER
CO. RESOLUTION NO. 61-115
Mr. Holden of the Regional Planning Commission stated the request
was for a radio transmitter tower located at the San Gabriel Lum-
ber Co. in Temple City. The Planning Commission recommend appro-
val with certain conditions such as adequate fencing, etc. Follow-
ing discussion Tyrell moved to waive further reading and to
adopt Resolution No. 61-11$ A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF TEMPLE CITY APPROVING RECOMMENDATION OF THE PLANNING
COMMISSION THAT THE SAN GABRIEL VALLEY LUMBER COMPANY BE GRANTED
A SPECIAL USE PERMIT TO ERECT A RADIO TRANSMISSION POLE. Buchan
seconded, roll call vote as follows:

At this time the Mayor called a five minute recess.
13.
TRAFFIC COMMISSION RECOMMENDATIONS:
1. DOUBLE DRIVE - RECOMMEND WIDENING
Woollett read a letter presenting a petition with 1570 signatures
representing 99.99% of property owners submitted by Mrs. Frank
Stunden of 5325 Double Drive. This has been considered by the
Traffic Commission. A similar letter and petition was submitted
to Mr. Frank Bonelli and the Board of Supervisors, which he as
referred to the Road Dept. who are to ascertain the cost of im-
this street. It is scheduled to be a 100 ft. street,

0' of pavement with rest parkway. This is 1/2 in city and 1/2
in the Countv. Inasmuch as cost figures cannot be completed uno.i
til the storm drain is completed which will be in the next fiscal
year, he recommended to the Council that he be quthorized to meet
with Mr. Bonelli and the County Road Dept. and indicate to them
the City's desire. We should ask the County to pay 75% of the
total with the City paying 25%.
Buchan recommended we gather information and come to some con-
clusion on it. We already have the widen=ing of Baldwin contingeni
upon Flood Control work, and also the widening of the bridge
across the storm channel. We will have to analyze funds avail-
able for these things.
The Cite Manager advised the Flood Control informed him Baldwin

Buchan -:said we do not want to wind up without the money to pay
for it.Woollett will try to find out when designs etc.w i I I he done.
Dickason thought the Mayor should appoint a budget committee to
study what we expect to receive and what we expect to spend.
Fitzjohn stated the Finance Committee suggested the Council mem-
bers sit in on all their meetings.
Woollett advised the reason for asking for this authorization
now is as long as the request has gong to Mr. Bonelli he thinks

we should indicate to the County how the City stands on this.
Tyrell felt the real problem was the traffic hazard and maybe be-
fore the street can be widened something can be done about sig-
nalization or providing some safety measure for children and
pedestrian traffic.
The City Manager advised there is a crossing guard there now.
The street now is only 361 wide and will be 80' which would make
a tremendous problem putting in something now which will not have
to be moved when the road is widened. Traffic Engineer Envall ad-
vised the grade Will be changed when widened and placing a signal
now would be quite a loss as installation would be around $10,000
Dickason moved to instruct the City Manager to proceed and get
as much information as possible including how much the County
will stand and report back to us if and when money will be avail-
able so we can consider it in our budget. Buchan seconded and
carried.
2. SIGNALS OPERATING AT TEMPLE CITY BLVD. BOTH LIVE OAK & BROAD-
WAY. This will eliminate Blvd. stops from flashing red to flash-
ing yellow after 11 P. M., and purpose would be to make Temple
City Blvd. a through street. Tyrell moved to adopt, Buchan Se-
conded, and carried.
Mrs. Frank Stunden asked to speak and referring to widening
Double Drive stated if Council can consider$18,000. OR $36,000.
for a Master Plan certainly they can consider Double Drive.
Mayor Fitzjohn advised this has not been shelved, and we are very
much interested. Woollett stated May 1 is the deadline on re-
quest for services. First we have to find out what it costs, We
had hoped it was designed as Double Drive has been improved both
north and south of this area. The Road Dept. advised no design
work is done so it would be difficult to ask the City Council to
participate when they do not know the total cost. They are ask-
ing the City Manager to get these figures and present them to the
Council and they can then take further steps.
3. DAINES DR: & BALDWIN:RIGHT TURN ONLY
Mr. Envall stated there was a blind condition coming out of
Daines.Drive and recommended eliminating left turn on Baldwin
Tyrell moved to adopt, Dickason seconded and carried.
4. RESTRICTED PARKING IN FRONT OF SNORKEL BOXES - POSTOFFICE
The Traffic Commission recommend replacement of white curb with
red curb and obliteration of stall markings in front of post -
office. Buchan moved to approve, Tyrell seconded and carried.

6. LOADING ZONE - RECOMMEND REMOVAL.
Tyrell moved to remove loading zone on east side of Alessandro
and south of Las Tunas, Merritt seconded and carried.
7. RED CURB TEMPLE CITY BLVD. & WOODRUFF AVE.
Mr. Envall stated this would eliminate an unused bus loading zone
on the east side of Temple City Blvd. and south of Woodruff.
Tyrell moved to adopt, Merritt seconded and carried.
Dickason stated he read the Traffic Commission Minutes and the
recommendations should have more of why recommendation is made.
The Council could get through them faster if these recommendation`
were more complete. A summary would -help considerably.
14. DAINES DR. ET AL: ROAD IMPROVEMENT PETITION FOR CIRCULATION.
The City Manager read a letter from the City Engineer requesting
the Council to adopt an order authorizing the property owners to
circulate a petition for curbs and gutters and improvements,to
be returned prior to Dec. 1, 1961. Woollett stated this was start.
ed before incorporation and people are still interested. The pe-
titions were prepared by the City Engineer and if the Council in-
dicates will be returned to the individuals for circulation.. The
cost is borne by property owners living in the area and this is
just permission to circulate. Merritt moved to grant permission,
Dickason seconded and carried.

16. COMMUNICATIONS:
1. Goodwill industries request exempt business license.
Tyrell moved to grant a charitable solicitation permit for two
times a year, Buchan seconded and carried.
2. Crippled Childrens Society of L. A. County -request for
charitable solicitation permit. Tyrell moved to grant, Dickason
seconded, and carried.
3. Aid to Cities for 1960-61.- Road Dept.
Woollett stated in our 'budget for this year Aid to Cities was
estimated to be $15,000. The allocation for the first six months
has been spent by the Road Dept. There is $8258.35 credit to the
City's account for period Jan. 1-61 to June 30.61. This is money
received by the County per streets & highways code. This money
is to be distributed In Junes 1961, 85% on basis of population
and 15% based on mileage of city streets. The City may send a
Resolution requesting this money any time for processing. The
City Attorney with the City Manager will draw a Resolution to be
presented at the next meeting. Tyrell moved to table, Merritt
seconded and carried.
4. COUNTY BOUNDARY COMMISSION: PROPOSED ANNEXATION SO. EL MONTE.
Tyrell moved to file, Buchan seconded and carried.
17. TIME RESERVED FOR AUDIENCE:
Mr. Moriarity of Glenwood Fire Works Co. spoke in behalf of the
Temple City American Legion requesting permission to sell fire
works for July 4. Mr. Parkhurst of the Legion stated they wish-
ed to get a proper authorized permit from the City to sell fire-
works to help them finance various projects. Following discussio-
it was decided if permits were given they should be to nonprofit
organizations and the number limited. Buchan made the motion
to table at the present time, Merritt seconded and carried.
Dickason suggested the City Attorney draw an ordinance to have
for 1st reading at next Council meeting. Woollett advised the
ordinance in the Municipal Code prohibits sale of any kind of
fire works in the City and if considered it will be necessary to
amend the Ordinance. Dickason thought the money should be kept
in Temple City. Merritt said as long as we are surrounded by
towns selling fire works he was in favor of looking into the
matter.
Mayor Fitzjohn appointed Councilman Buchan to represent the Coun-
cil at Finance Committee Meetings.
Dickason stated when it comes to formulating the budget he thoughi
it appropriate that all members of the Council should be involved
in some way. We should have estimates of what we are going to
have and what expenditures can be for, but when it comes to sett"
ing up a budget we should have a right to express ourselves and
not have something like last year. It was necessary last year
but this year we have time and there is no excuse for all Council
members not participating.
Fitzjohn said they should have some special or adjourned meetings
for that purpose. Dickason said he did not think this Committee
should dominate how this budget is set up.
Woollett advised the schedule will basically start from certain
information from this first year. This schedule will indicate
a proposed schedule for budget preparation which will start next
month. The Council may wish to establish a budget committee of
the Council, or you may wish to consider as a whole body. This
schedule will be ready for you at your next Council meeting. For

a City this size it takes about 4 months to draw the budget, and
you will have a recommended schedule at your next meeting.
The City Manager advised the City had a check for $85,763.38
representing 3/4 of the gas tax money. He has set up procedure
for signing checks from this fund the same as from the General
Fund. Resolution also recommends depositing $50,000. in an in-
active account at 3% for six months. As this money has to be
kept separate it is recommended to be set up in the First Western
Bank, with the balance also there in a checking account. A cer-
tain amount of this was budgeted for Baldwin Ave. and as the A�
storm drain is not done this money is recommended for the inac-,,
tive account for six months at 3%. Prior to the end of the year
the City will receive the balance and the engineering money.
Tyrell moved to waive further reading of Resolution No. 61-121,

DINANCE -ADOPTED BY TEMPLE CITY. Shatford read in full Ordinance
No. 61-35 which adopts the amendments the County has made to.
the Los Angeles County Subdivision.Ordinance since our incorpora-
tion and brings Temple City up to date. As this was the first
reading no further action was taken.
Woollett read a letter to the City Treasurer from the Municipal
Treasurers Assn. regarding their second annual state wide Seminar
to be held at Sacramento. Following discussion it was decided
Treasurer Griesmeyer should attend and Tyrell moved to pay the
X7.50 registration fee, Buchan seconded, roll call vote as follow -

Woollett read a letter from San Gabriel in regard to adopting
a Resolution in regard to fighting Communism. Tyrell moved to
have a similar Resolution prepared, Dickason seconded and carried
18. Woollett advised regarding the cost of two 100 -seat bleachers at
Live Oak Park for a total cost of $700. plus tax. Also that no
money was budgeted for capital outlay this year but for an ex-
penditure of this kind you can spend in lieu money: However we
also have in the budget some $1200, for City Hall improvements
and it could be taken from that fund. Following discussion
Buchan moved a Resolution be drawn authorizing expenditure of
$700, plus tax for bleachers at Live Oak Park to come out of
City Hall capital improvement fund. Dickason seconded, roll
call vote as follows:

Woollett spoke on useage of off-street parking lots. As long as
the County holds the leases they have to be for public parking.
He suggested removing parking restrictions on all four lots -

maximum use of which has been 15%. Fitzjohn thinks it would
take a lot of cars off the street making more spaces available,
A petition is coming in for restricted parking on Primrose as
people cannot park in front of their own houses. Buchan said
he had no objection to project but was wondering whether. City
should supply parking places for employees of merchants or
should the merchants supply that themselves. Woollett advised
we cannot lease them under arrangements with the County and -as
long as $300. a month i.s going out of the County parking fund
it is foolish not to get something out of it. Fitzjohn would
like to see it triedi. Merritt moved the parking lot experiment
be initiated as outlined by the City Manager, Tyrell seconded
and carried.
