INITIATION:
A regular meeting of the City Council of the City of Temple
City was held in the City,Hall, 9664 East Las Tunas Drive,
Temple City. The meeting was called to order by Mayor
Fitzjohn at 7:30 P.M..

Councilman Tyrell arrived shortly after the roll call.

APPROVAL OF MINUTES: City Manager, William Woollett, Jr.,
corrected the minutes of March.13, 1961 as follows: On page
2 Section 3118 --strike sentence "Woollett recommends.....
age" and add "no persons under 18 years of age shall b -e al-
lowed inside the booth at any time"; page 3 item 8-- insert
"for 30 days" in line 2 between "city" and "and"; page 3 item
9 --correct middle number from .T .1520 t -o T 1515; page' 4 item

ORDINANCE N0, 61 -31 -AMENDING THE TEMPLE CITY MUNICIPAL CODE
RELATIVE TO THE SALE AND USE OF FIREWORKS WITHIN THE CITY OF
TEMPLE CITY, AND REPEALING ALL OTHER ORDINANCES OR PARTS OF
ORDINANCES I N .CONFLICT -THEREWITH. City Attorney, Mr. Shatford,
read the title of Ordinance No. 61-37, and recommended that
the Council waive a second reading.
Councilman Dickason made a motion to waive second reading of
Ordinance No. 61-37, seconded by Councilman Buchan and carried
with.the following roll call vote:
AYES: Councilmen: Buchan, Dickason, Merritt, Tyrell &
Fitzjohn;
NOES: Councilmen: None;
ABSENT: None.
Councilmen Tyrell presented arguments supporting his dissenting
vote as follows: (1),ordinance should provide a limitation of
number, and (2.) way.of determining which people will be given
permit; also (3) that no person shall be allowed on the prem=
ises except the Fire Marshal and/or city inspectors; and (4)
that it should be necessary to specify type of fire extinguish-
er. City,Attorney, Shatford, stated that these points had been
discussed; that section 3116 limited permits to' non-profit or-
gahizations; that the law of supply, -and demand will take care
of the quantity of applications.

7. ORDINANCE NO. 61-38 (second reading) Attorney Shatford
read the title to Ordinance No. 61-38 AN ORDINANCE OF THE
CITY COUNCIL OF THE CITY OF TEMPLE CITY, CALIFORNIA, AMEND-
ING THE TEMPLE CITY 'MUN I C I PAL CODE BY ADDING ,SECT I.ON 1200.1
THROUGH 1200.10 RELATING TO ARRESTS AND,PENALTIES FOR VIOLA-
TIONS OF CITY ORDINANCES.
Councilman Merritt made a motion to waive further reading of
Ordinance No. 61-38, seconded by Councilman Buchan and
carried with.the following roll call vote:

ABSENT: None.
Councilmen Merritt made a motion to adopt Ordinance No. 61-38,

8. CURRENT USE OF C. OUNTY.PARKING.LOTS WITHIN THE CITY.
City Manager repo.rted on county parking lots located:.0 )
South sof Las T.unas on C 1 overl y ; (.2) . south .of Las Tunas on
west side of Primrose; (3) south .of Las Tunas on east side
of Primrose; and (4) north of Las Tunas on Camellia.. He
continued that by Council order parking restrictions were
removed from these .lots .on February ,20 for one .month, dur-
ing -which ti.me the staff has conducted a survey (1) by
checking lots AM and PM and (2) by placing a selfaddressed
post card on.wind shields of all day parkers, asking their
reasons for parking (60% return.of cards) to determine
the turnover and capacity and what effect the removal of
r:,estr1c n ons had on on -street parking and destination of
a 1 1 -day . pa rke rs (either to L.. A. or membe r of car-pool).
Results of survey showed increase in occupancy of lots
with.. 50% .to 60% occupancy as compared with a 10% .to 12%
occupancy reported as a result of a survey of on and off
street parking -made approximately three months ago. Mr.
Woollett reported that the City has gone as far as possible
in trying to control these lots; that .it would be impossible
to sublease while the lease is owned by the County and paid
from .the proceeds of the County Parking Meter Fund --a fund
built up through -the -years by,income from parking meters in
this City. Mr. Woollett recommended that.the City leave the
restrictions off the lots and that'he be instructed to meet
with.the Chief Administrative OfficeRt.o determine how we can
receive the proceeds of the parking ;meter funds st.i l l .held
by the County, adding that.these funds may be allocated to
the C.i ty -for road projects with the resultant assignment of
said leases to the City (payment of leases would come from
City funds).
Councilman Buchan.stressed the point that these lots appear
to be supplying parking for employees of the local merchants
and that this use defeats the purpose of the lots as well as
being at the C.ity's expense, adding substantially that,season-
al business will greatly increase their use, this being a
very quiet time for business. Additional discussion.pertain-
Ing to those using.the various lots ensu&d, during.which the
Mayor advised that on Primrose a full block was being used by
a,ll day.parkers.while the lot was nearly vacant. City Manager
advised that under County maintenance by definition, the lots
must be.used for public parking thus precluding the C.ity's

closin.g or restricting their use, adding that on -street
parking had been.lessened on.ly south.of Las Tunas on Prim-
rose, still heavy on -street parking on Camellia. Further
discussion -brought out that the parking,fund amounts to
$12,500; that the City cannot presently sublease; that there
is a total of 100 spaces in.4 lots; that a relocation of lots
(from Cloverly t.o'Camellia) might improve the parking situ-
ation in the City; that original proceedings relative to this
matter had been.instigated by a report that the Camellia lot
was filled with all -day parkers so interfering with its use
by shoppers. After further discussion re the ultimate solu-
tion of the parking matter, it was decided to accept Mr. Wool-
lett's recommendation -to l.eave the restrictions off these
lots and.the following motion was made.
Councilman Buchan made a motion that the .Council remove the
restrictions on:the parking.lots for another 'six months,
terminating;September 27th, 1961, for a trial. period, and
then -at that time reconsider the matter, seconded by Council=
man D i ckason and carried with .the fol. l owi ng ,rol l call vote:

9. PROPOSED PURCHASE OF RECORDING EQUIPMENT.
City -Manager announced that a tape recorder, a-Wollensak,
model .T 1515-4, .was demonstrated at the meeting -of the.
Park & Recreation Commission.this month and was being, -Oper-
ated during.this meeting by Bob Andrist, son,of one of our
Park & Rec.reation.Comm iss.ioners. Th,e.model being used .costs
$1.93.77, hasa four track tape which -.must be changed each
-.hour (takes 30 seconds to flip), continued Mr. Wo.ollett, re-
commendin.g that the City purchase two recorders in order t.o
assure a continuous record .of each meeting,.
Councilman Tyrell made a motion that the City buy one re-
corder, and at some future time, if needed, another can be
purchased, seconded by.'Councilman Merritt and carried with
the following roll call vote.:

10. ALTERATION.TRANSIT FARES FOR SENIOR C:.ITIZENS.
City Manager advised the Council of the results -of Ka.rl
Kosk,i's attendance at the meeting,at the Los -Angeles County
Hall of Administration on March.15, 1961 for discussion of
reduced fare privileges for senior citizens, advising that
the Senior -Citizens Club in this City had also been contacted.
Possible arrangement would allow the Senior Citizens Club to
use the City Hall for signing up of eligible citizens and the
.City the.n..to forward completed registrations to the County
where the necessary identification.cards would be issued, this
being ,a County wide project. It was ,stressed that the C,.ity's
only res.pon.sibility-in.the,matter would be in an A ntermediary
capacity and the p,roVid.ing the hall.
Councilman Tyrell made a motion that the City sponsor this
project in conjunction .with the Senior Citizens C:1 ub .of
Temple City, seconded by Councilman Dickason and carried
with.the following roll call vote:

11. ORDINANCE NO. 61-39 (first reading) City Attorney, Mr. Shat -
ford read the title to Ordinance No. 61-39 AN ORDINANCE OF
THE CITY COUNCIL OF THE CITY OF TEMPLE CITY AMENDING.SEC-
TIONS 5101 AND 5102, AND ADDING 5103 TO THE TEMPLE CITY
MUNICIPAL CODE RE THE HEALTH CODE and explained the purpose
of the Ordinance being to bring the City up to date with
the County Health Code.
Councilman Dickason made a motion to waive reading of Ordin-
ance No. 61-39, seconded by Councilman Buchan and carried
with the following roll call vote:
AYES: Councilmen: Buchan, Dickason, Merritt, Tyrell,

12. BLACKLEY.ST. ET AL --ROAD IMPROVEMENT PETITION
City Manager apprised the City Council that the subject
petition was similar to one approved by that body previously;
that their approval of the petition will affirm their will-
ingness to accept the petition for consideration when signed
by owners of 60% of the property area proposed in the assess-
ment district.
Councilman Tyrell made a motion that the City Council.'agree
to the circulation of this improvement petition and agree to
consider said petition if returned by May 1, 1962, seconded
by Councilman Dickason and carried with the following roll
call vote:

NOES: Councilmen: None;

13. ANNIVERSARY CELEBRATION
City Manager apprised the assemblage that pursuant to the
Council's acquiescence, an Anniversary Celebration Committee
had been formed, chairmaned by Pappy Jackson and composed of
two councilmen, four citizens and the City Manager. Also,
Mr. Woollett advised that after two or three meetings, the
Committee is ready to present a proposed schedule.of events
and the anticipated costs.
Pappy Jackson, 9119 Las Tunas Drive, addressed the Council
re the plans for the celebration, which will be called "Temple
City Bakes a Cake". He expanded on the following list of ac-
tivities: (1) start with a parade;"(2) continuous program at
Live Oak Park starting at 10:00 A.M. with an address by the
Mayor; (3) guest speaker--topic-Contract Cities; (4) free rides
and refreshments; (5) cake bake contest and judging; (6) decor-
ations to be furnished by merchants.; (7) display of County de-
partmental equipment. On.the basis of the fact that Temple
City is one of numerous Contract Cities, Mr. Jackson explained
that Life Magazine will probably be present taking pictures
with the possibility of a write-up in.the magazine. Possi-
bility of TV coverage also is being checked. Mr. Jackson
asked the Council to agree to expend $4375.00 for the Anni-
versary Celebration, (excluding cost of a brochure), adding
that every attempt would be made to beat this figure.
Discussion ensued concerning.the issuance of a brochure in
conjunction with.this affair and the financing of such a pub-
lication. It was determined that a publication at the time
of the celebration could not be a comprehensive report, but
would include how services are provided to. city, show split
of tax dollar, organization of City, financial report to date;

whereas, an annual report which would be published at the
end of a fiscal year would be a comprehensive report pre-
pared after the books are closed.
Mr. Woollett reported that the staff -would present a bro-
chure to the Council for consideration at the next meeting,,
and estimated brochures would cost between 8� and 15�."each.
After. -further discussion.concerning.the requested amount to
fv��py�r be .al 1 oca.ted for the affair, City At counseled that
�TYte� regardless of th.e .amoun.t set-up, all expenditures made should
go through .the regular expenditure channels of the City.
Councilman Tyrell made a motion .that the Council instruct
the City.Attorney to prepare a resolution wherein the City
will become obligated to pay.,$3500.'00 to support the Anni
versary.Celebration, and that the Council take up the matter
of the brochure at a separate time,'seconded by Councilman
Merritt.
Councilman Tyrell made an amendment to his motion .to set aside
$4375.00 for the celebration, seconded by Councilman Merritt.
The motion as amended was carried with.the following roll
call vote:
AYES: Councilmen: Buchan, Merritt, Tyrell, Fitzjohn,
NOES: Councilman: Dickason;

Wendel Bradbury of the Arcadia Tribune reviewed the contents
of his letter to.the members of the City.Council pertaining
to the use of a film strip, with synchronized sound, at a cost
of approximately.$1500, as a method of reaching the citizens
with a report of their City,Government. During his presenta-
tion, he asserted that it.takes more to evoke the _interest than
just the .printed .brochure.
Councilman Dickason.expressed h.is opposition to the size of
this allocation substantially as follows. Mr. Dickason ap-
proved the program, but felt parts of it were budgeted too

high, ieg. decorations, entertainment costing $152.5 and $2100
respectively, and asked -for a revised budget. He asserted
that if they only expect to expend approximately 2/3's of the
requested „$4375, then a more accurate budget should be pre-
sented. Mayor Fitzjohn expressed his confidence in Mr. Jack-
son. Councilman Tyrell supported the decision of the Council
stating -that this being the first year of this new City, it
will be the only time financing will come -from the City. Fu-
ture celebrations can be financed by,the merchants. Contin-
uing, he advised that this activity will encourage people to
come.out and learn about their government. He concluded that
this money would not be.in.our treasury if the City had not
incorporated. Councilman Buchan expressed his confidence in
the competence of those making the expenditures for this cele-
bration.

consideration later, seconded by Councilman Dickason and car-
ried unanimously.

RECOMMENDED IMPROVEMENT GLICKMAN_AVENUE & NORTHWEST ALLEY
BETWEEN TEMPLE CITY"BLVD..AND PRIMROSE NORTH .OF LAS TUNAS DR.
Mr. Woollett informed.the Council that since the City.now owns
Live .Oak Park, it has a liability for the dirt extension of
Glockman on the east side .of the park. The subject extension
being an entirely unpaved .area with curb and gutter on east
side only. He asked for authorization to improve the street

including grading, base, paving, and the installation of an
asphalt -berm on.the west side, advising that in checking the
budget he .has found su.ff ic.ient-money appropriated for road
improvements to provide for this work.
Councilman Tyrell opposed the idea of this interior land in
Live Oak Park being,paved for a street until every chance of
its being used as part of the park area (horse shoes or a
similar activity removed from,.t-he buildings), said area being
500 x 30,.had been exhausted.. He :suggested referring the mat-
ter to the Park and Recreation Commission. Mayor Fitzjohn sup-
ported Mr. Woolle.tt's recommendation to improve this dirt street -
and encouraged the Council to make a decision. City Manager
stated that this work could be completed before the .Anniversary
.Celebration if authorization is given at this meeting. Possi-
bility of this becoming a drag strip was discussed and dis-
carded, as well as. itsvalue for park ;parking. Councilman
Merritt suggested a one:�way street with angle parking.to pro
wide more spaces..
Councilman Buchan made a motion that the Council appropriate
$4000 for reconstruction .of the portion .of Glickman that bounds
the east boundary of Live Oak Park, seconded by, Councilman Dick-
ason and carried with.the following roll call vote:

15. WARRANTS & DEMANDS: NO. 443 THROUGH 461 IN SUM OF $8387.10.

The City Manager -reviewed the break -down of costs involved in
warrant No. 450, payable to the Regional Planning Commission,
and appearing in.a memo to the City'Council, and also reviewed
the contents of another memo presenting ,the.break-down of costs
in warrants No. 451 and 452, payable to the -Department of Parks
and Recreation.
Counc.ilman Tyrell made a motion to accept Resolut.ion No. 61-120,
seconded by,Councilms.n Merritt and carried with the.following
roll call vote:

16. RECOMMENDATIONS.PARK & RECREATION :COMMISSION
City Manager read.the recommendation -that the City Council-
a.uthorize.the City Manager to contact the Parks and Recreation
Department of the County with .the thought from the -Commission
that the after-school program..that Vs currently being conducted
in the confines of Temple City is entirely unsatisfactory for
reasons which wi 1 1 be set forth..
Commissioner Lindberg of the .Park & -Recreation Commission ad-
dressed the Council explaining,that. the after-school program
is not well attended by the.ch.ildren; that it is considered a
good program in .the opinion of the.PTA's; that inspection of
the grounds-by.himself and Mr. Woollett during program hours
also showed 1 ack .of concern on the part of the directors. M.r.
Wool lett reported that on.l y from 2% to 3% of the -current school
enrollment attends the program. Commissioner Lindberg and.C.ity
Manager concurred that there is no accuracy in.the attendance
count, in that during a 12 hour period, one head count is taken;
no attempt is made to determine which children are regulars -

Mr. Wool lett stated that the program is costing $350 per
mon,th.includin.g the Saturday program at two schools, and
asked whether the Council thought it was better to terminate
the prog.ram-now.or wait until July to make any change, adding
that the recreation budget for next year will be presented at
the next meeting.
Councilman Tyrell made a motion that the Council instruct
City Manager to get hold of these people and get the program
shaped .up or else terminate it forthwith, seconded by Council-
man Merritt and carried with.the following roll call vote:

17. COMMUN.ICATIONS
1. COUNTY ."BOUNDARY COMMISSION: C. i ty of El Monte proposed
annexation. No..254 & City of Rosemead proposed annexations
No. 14 and 15.
Councilman Tyrell made a motion tb receive and file, seconded

3. Grant De Bruton, 95082 E. Las Tunas Drive, Temple City,
urging.con.sidera.tion of a business.license in Temple City:.
City. Manager commented tha.t a tentative recommendation has
been after determining the number of businesses and

the amount of revenue to be realized from this s:ou rce, the re-

commendation w1ll 1 be made to the Chamber Board and .then brought
to the City Council. This should be available within two months.
Mr. Breismeyer will secure sales tax figures in Sacramento as a
bas,i s for s.tudyd Members of the Council referred to various
ramifications involved here, and the Mayor and Councilman Tyrell
felt the matter should be taken under consideration.
Councilman Tyrell made a motion to rece.ive.and file, seconded
by Councilman Buchan and carried unanimously.
19.
MATTERS FROM CITY OFFICIALS
1. City Manager informed the Counc.i,l that the 701 Application
had been rece,i ved and passed by the . Sta.te Planning Board, . and
that in conversation with the State Planning Director, Elton
Andrews, he had been advised that approximately two more months
would be requi red ,for the to be approved by the Federal
,grant.
Government. He .suggested that the-C.ity make preliminary prep-
arations while awaiting receipt of a standard contract to be
executed between the State and th.e Con-sultants.
2,. City.Manager made a recommendation that INC be omitted
from -the City seal and that the following'porcela.in signs be
ordered: 12 s.i gns @ $26.00 each .for a ..total of $312.00 --
(4 signs for Live Oak Park and 2 for Temple C.ity.Park and 6
for PUBLIC PARKING); and,.25 porcelain City.Seals @ $3.85
each for a .to.tal of $96.25.
Councilman Tyrell made a motion.to adopt the recommendation;
seconded,by.Counc.ilman Buchan and carried .with.the following
roll call vote:

3. Bert A. Betts, Treasurer, . State .of California, to C.i ty
Managers and City Clerks re California Tax-exempt Bonds.
Councilman Tyrell made a motion to file, seconded by Council-
man Buchan and carried unanimously.
4. John Henderson, County Librarian, to Mayor asking that
this City i ss.ue a proc.l amat i on , i n observance -of National
Library Week.
Councilman Tyrell. made a motion .that th.e,Mayor execute the,
requested resolution, seconded by Councilman Merritt and
carried unanimously.
5. Robert G. Turner, 9221 E. Broadway, Temple City, asking
City Council approval of an All Indian Nations Pow Wow on
:September 9, 1961 with distribution of tickets by Youth Groups,
who would retain .50% of the rece:i pts .
Councilman Tyrell made a motion.to grant permission for the
distribution of tickets., seconded by. Councilman Merrit-t and
carried unanimously.
6. Councilman Merritt pointed out the problem of weeks through-
out the City:. coming up through.curb under benches on south-
west corner of Las Tunas and Temple City B:lvd.; along curbing -
and sidewalks in other areas throughout the City. He also men-
tionedan undesirable s.itua.tion at Live Oak Park involving a
misuse .of equipment anal park space, suggesting the need for
'hand-ba.11 courts to keep children from bouncing volleyballs
against the �restrooms.
City Manager advised that the Park and Recreation Commission
As working on a park development program.
Coun.c.ilman Tyrell expressed disapproval of the.locking of -the
restrooms entered from ,the south.side at Live Oak Park, par-
ticularly on..Sunday afternoons.. City.Manager advised that
these restrooms had beer c.losed because of their extreme mis-
use by the children, who use them,for a playground. Mr. Tyr-
ell stated that these restrooms should be.open for use,.
20. ADJOURNMENT
Councilman Merritt made a motion.to adjourn at 10:15 P.M.,
seconded by.,Councilman Tyrell and carried unanimously.
The meeting was .a.djourned to the next regular meeting :on
April 10, 1961.
