Council President
The Committee convened on Wednesday September 25, 2019 at 7:00 pm in the Louis P.
Vincent J.Piccirilli,Jr., Andrews Upper Conference Room. Present were Vincent Piccirilli, chair; Anthony
Vice President& Palomba, vice chair; and Kenneth Woodland, secretary. Also present were Councilors
District C Councilor
Lisa Feltner and Angeline Kounelis, and Conservation Commission Chair Leo Martin. .

The purpose of the meeting was to:
Anthony J.Donato, 1. Conduct interviews for the Conservation Commission.
Councilor At Large 2. Continue discussion and make a recommendation on a policy for naming squares or
Susan G.Falkoff, intersections after non-veterans.

This report covers only the interviews, which were conducted from 7:00 to 7:50. The
Anthony Palomba,Councilor At Large discussion on the Naming y f Policy were conducted rom 7:50 to 8:18 and are covered in a
subsequent report.
Angeline B.Kounelis,
District A Councilor Patrick Fairbairn is a wetland scientist, ornithologist and botanist and has been on the
Lisa J.Feltner, Commission since 2005. Patrick was excited with conservation-related possibilities
District B Councilor presented by the passage of the Community Preservation Act and potential of a fully
Kenneth M.woodland, staffed Commission. He felt confident in the Commission's ability to contribute from a
District D Councilor conservation perspective when the Town is considering various developments and
proposals.
4 Action Item: Councilor Woodland made a motion, seconded by Councilor Palomba, to recommend
the Town Council confirm Patrick Fairbairn for Reappointment to the Conservation Commission
for a Term to Expire on February 15, 2022. Voted 3-0
Charles Bering is an environmental law attorney,just recently retired from the Massachusetts Water
Resources Authority, and has served on the Commission for many years. He is pleased with the
positive changes the Commission has been able to make with the redevelopment projects along the
river. Going forward, he sees a role for the Commission to play in promoting conservation and the
acquisition of open space.
4 Action Item: Councilor Palomba made a motion, seconded by Councilor Woodland, to recommend
the Town Council confirm Charles Bering for Reappointment to the Conservation Commission for
a Term to Expire on February 15, 2022. Voted 3-0
Colleen E2an's educational background is in environmental science, and she currently works in
administration at an engineering firm. Colleen noted her desire to give back to the community and use
her combined administrative and environmental experience to benefit the Commission.

4 Action Item: Councilor Palomba made a motion, seconded by Councilor Woodland, to recommend
the Town Council confirm Colleen Egan for Appointment to the Conservation Commission for a
Term to Expire on February 15, 2021. Voted 3-0
