.MINUTES OF THE REGULAR MEETING
OF THE CITY COUNCIL, APRIL 10,
1961
1. INITIATION:
The regular meeting of the City Council of the City of Temple
City was called to order by Mayor Fitzjohn who led the Pledge
of Allegiance to the Flag. At this time one minute of silence
was observed to commemorate Mr. Lee Payne of the Temple City
Times who passed away on this date. Mr. Shatford, City Attorney,
spoke a few words in memory of Lee Payne and his outstanding
journalism.
2. The invocation was given by Rev. Ralph Walker, of the First
Baptist Church of Temple City.
3. ROLL CALL:
PRESENT: Councilmen - Buchan, Dickason, Merritt & Fitzjohn
ABSENT: Councilmen - Tyrell
ALSO PRESENT: City Attorney Shatford and City Manager Woollett.
5. APPROVAL OF MINUTES:
City Manager Woollett corrected the minutes of March 27, 1961,
as follows:
Page 2, toward end of first sentence stating the "Fire Marshal
will check" should read the "Fire Department will check."
Item 8, page 2, 5th line from bottom of first paragraph reads
"Chief Administrative Office" should be "Chief Administrative
Officer ".
Page 5, 2nd line of second paragraph reads "City Attorney coun-
seled", should be "City Manager counseled ".
On item 13, page 5, last paragraph, Manager Woollett asked for
clarification from Councilmen Buchan and Dickason regarding the
motion to table for consideration later. When an item is tab ?co
it automatically is placed on the next agenda. Due to motion it
was not clear if the Council was desirous of having this brought
up at this particular meeting. Councilman Buchan stated it was
his intention to delay any action on it at this time.
Page 7, item 17, Communications under #3. Now reads "City Man-
ager commented that a tentative recommendation has been made';
should read as follows: " City Manager commented that a tenta-
tive recommendation by the Chamber of Commerce Business License
Committee has been made ".
Buchan moved to approve the minutes as corrected, Dickason se-
conded, carried by the following roll call vote:
AYES: Councilmen - Buchan, Dickason, Merritt & Fitzjohn
NOES: Councilmen -None
ABSENT: Councilman - Tyrell
6. ORDINANCE NO. 61 -39 ( 2nd reading)
City Attorney Shatford read title to Ordinance No. 61 -39
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY
AMENDING SECTIONS 5101 AND 5102, AND ADDING 5103 TO THE TEMPLE
CITY MUNICIPAL CODE RE THE HEALTH CODE. Councilman Dickason
moved to waive further reading of Ordinance No. 61 -39, Council -
man Buchan seconded, roll call vote as follows:
AYES: Councilmen- Buchan, Dickason, Merritt, & Fitzjohn
NOES: Councilmen -None
ABSENT: Councilman - Tyrell
Councilman Dickason moved to adopt Ordinance No. 61 -39, Council-
man Buchan seconded, roll call vote as follows:
AYES: Councilmen - Buchan, Dickason, Merritt & Fitzjohn

ANNIVERSARY CELEBRATION: BROCHURE DISCUSSION.
City Manager Woollett requested a continuation until the next
meeting at which time he will be able to furnish a more complete

report. Buchan moved to table, D'ickason seconded and carried.
8. City Attorney Shatford read Ordinance No. 61 -40 in full, title
as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
TEMPLE CITY, CALIFORNIA, REGULATING SIGNS ON PUBLIC BUILDINGS,
PUBLIC STREETS AND OTHER PUBLIC PROPERTY. As this was a first
reading of Ordinance No. 61 -40 no further action was taken.
9. WARRANTS & DEMANDS: RESOLUTION NO. 61.130, in the sum of
$14,549.25 demands No. 462 through No. 486. City Manager Woollett
referred to warrant No. 475 payable to the Los Angeles County
Road Dept. for the month of February. All of these bills are
verified by the staff whoalso review the bill in light of the
budget each time. There are available copies of our analysis
of this statement. With the exception of street repairs and
maintenance item we are currently below the budgeted amount.
In .maintenance and repairs we did a great deal of our maintenance
work in January and February and will be doing a lesser amount
for the remainder of the year. Of the total bill $6758. was for
street maintenance. Following discussion Councilman Buchan
moved to adopt Resolution No. 61-130, Demands Nos. 462 through
486 in the amount of $14,549.25, Councilman Dickason seconded
and carried by the following roll call vote:

10. TRAFFIC COMMISSION RECOMMENDATIONS:
4. City Manager Woollett read a.letter from the City of Arcadia
requesting designation of Baldwin Ave. as a truck route. They
stated by revuting truck traffic off of Baldwin Ave. south. of
Las Tunas Dr. will force trucks to use Las Tunas Dr. to Rosemead
Blvd. as an alternate route. The only other route to the San
Bernardino Freeway is Las Tunas Dr. to Double Drive, to Valley
Blvd. Additional truck traffic on alternate routes will impose
undesirable traffic conditions. At the time of the hearing on
truck routes neither the trucking companies or the Traffic Com-
mission felt this route was necessary, and it was decided the
situation would remain the same at least until Baldwin Ave. is
improved. Councilman Buchan asked regarding the status of Bald-
win Ave. at the present time and what size vehicles are allowed
on it. He stated also that there was considerable truck traffic
on Baldwin Ave. in Temple City from 9 P. M. to 12 P. M. and he
wondered if they were in violation. Woollett advised if he felt
it a problem there we can have the Highway Patrol check on it.
Councilman Buchan moved to accept the recommendation of the
Traffic Commission, Councilman Merritt seconded and carried.
2. City Manager Woollett read the recommendation of the Traffic
Commission for installation of a boulevard stop bar and "stop"
pavement markings, together with "stop ahead" advance pavement
markings be placed on Olive Street and both approaches to Temple
City Blvd. Councilman Dickason moved to accept the recommendation
of the Traffic Commission, Councilman Buchan seconded and carried.
3. The Coordinating Council's Community Inventory requested an
installation of a cross -walk at Bogue across Baldwin Avenue. The
Traffic Commission felt this should not be installed at Bogue
St. but recommended a cross -walk be placed on Baldwin Ave. at
the south line of Live Oak. Councilman Dickason moved to accept
the recommendations of the Traffic Commission, Councilman Merritt
seconded and carried.
4. Woollett read the request from the Shopping Market for red
curb between two driveways on their property which represents
19 ft. of curb and when occupied obstructs the sight distance
when entering or leaving the driveways. The recommendation is
to remove the 19' parking space between the two driveways by
making the curb red. Councilman Buchan moved to accept the re-
commendations of the Traffic Commission, Councilman Dickason se-
conded, and carried.

11. COMMUNICATIONS:
1. City Manager Woollett read a letter from Robert B. Heuer,
Director, Dept. of Real Estate Management, County of Los Angeles
directed to the Board of Supervisors requesting the transfer
of Live Oak Park to the City of Temple City under certain condi-
tions. This letter was approved by the Board of Supervisors
on Febr. 21, 1961. Woollett recommended that a motion be made
to receive and file, and at the time the deed is given to the
City, that the City Clerk be instructed to record the deed with
the County Recorder. Councilman Dickason so moved, Merritt
seconded, and carried.
2. Temple City Hospital: Cancellation emergency aid program.
Woollett read a copy of the letter directed to Mr. Robert J.
Thomas, Director, Dept. of Charities, Los Angeles County General
Hospital, written by Dr. Willard J. Chandler, requesting can-
cellation of the contract between the County of Los Angeles and
the Temple City Hospital. This applies only to the usual em-
ergency aid cases brought in by the Temple City Sheriffs and
the California Highway Patrol officers. Our contract with the;
County still gives us this service through the Methodist Hospi,7
tal, the San Gabriel Community Hospital and the El Monte Emergen•
cy hospital. The Temple City Hospital will continue 24 hour
emergency services to people of the area for private patients.
Councilman Buchan moved to receive and file, Councilman Dickason
seconded and carried.
3. Woollett read a letter from Mrs. R. F. Fihout, 5722 Agnes St.
Temple City, commending the Rescue Unit of the Fire Dept. for
their fine services. Councilman Buchan moved to pass the letter
on to the Fire Dept., Councilman Dickason seconded and carried.
12. Time reserved for Audience:
Mrs. Georgia Maxey, 9823 Hallwood Dr., Temple City, asked the
Council to make a study concerning a valid area in the small
park for the carnival for the Camellia Festival which would be
available each year. She felt this would greatly facilitate
future planning.
13. Matters from City Officials:
Woollett read in full Resolution No. 61-129 A RESOLUTION OF THE
CITY COUNCIL OF THE CITY OF TEMPLE CITY REQUESTING THE STATE
BOARD OF EQUALIZATION TO PERMIT THE TAX COLLECTOR OF TEMPLE CITY
TO EXAMINE CERTAIN SALES AND USE TAX RECORDS, which names Walter
Gr, esmeyer, City Treasurer, and William Woollett, Jr., City
Manager, and Karl L. Koski, Administrative Assistant. This re-
solution will give them the necessary authority when they go to
Sacramento. Councilman Dickason moved to adopt Resolution No.
61-129, Councilman Buchan seconded, roll call vote as follows:
AYES: Councilmen - Buchan, Dickason, Merritt & Fitzjohn
NOES: Councilmen -None

Councilman Merritt inquired about possibility of short time park
ing areas within Temple City. Woollett advised the Traffic Com-
mission discussed this at their last meeting and has requested
the staff to draw an ordinance which will provide this. It will
go to the Traffic Commission at their next meeting and then to
the Council.
14. ADJOURNMENT:
Councilman Buchan moved to adjourn, Councilman Dickason seconded .
and carried, with Council adjourned at 8 :15 P. M. until the next
regular meeting on April 24, 1561, at 7:30 P. M.
