MINUTES OF THE REGULAR MEETING OF
THE CITY COUNCIL, APRIL 2L., 1961
INITIATION:
The regular meeting of the City Council of the City of Temple
City was called to ofder by Mayor Fitzjohn who led the Pledge
or Allegiance to the Flag.
The invocation was given by City Manager Woollett.
ROLL CALL:
PRESENT: Councilmen- Buchan, Dickason, Merritt, Fitzjohn
ABSENT: Councilman - Tyrell
ALSO PRESENT: City Attorney Shatford & City Manager Woollett.
5. APPROVAL OF MINUTES:
Councilman Merritt moved to approve the minutes of the regular
meeting of April 10, 1961, as mailed, Councilman Buchan second-
ed, and carried by the following roll call vote:
AYES: Councilmen- Buchan, Dickason, Merritt, Fitzjohn
NOES: Councilmen -None
ABSENT: Councilman - Tyrell
6. ORDINANCE NO. 61 -40- second reading.
City Attorney Shatford read title to Ordinance No. 61 -40 AN
ORDINANCE OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY, CAL-
IFORNIA, REGULATING SIGNS ON PUBLIC BUILDINGS, PUBLIC STREETS
AND OTHER PUBLIC PROPERTY. Councilman Dickason moved to waive
further reading of Ordinance No. 61 -L.0, Councilman Buchan se-
conded, roll call vote as follows:
AYES: Councilmen- Buchan, Dickason, Merritt, Fitzjohn
NOES: Councilmen -None
ABSENT: Councilman - Tyrell
Councilman Dickason moved to adopt Ordinance No. 61 -40, Council-
man Buchan seconded, roll call vote as follows:
AYES: Councilmen - Buchan, Dickason, Merritt, Fitzjohn
NOES: Councilmen -None
ABSENT: Councilman - Tyrell
. Councilman Tyrell arrived at this time.
7. ANNIVERSARY CELEBRATION: BROCHURE
City Manager Woollett presented a report on the City Brochure
proposed for the Anniversary celebration advising he could have
25,000 brochures, four pages printed on both sides, 0z x 11,
made up by the Temple City Times for $1000.00 which would also
cover cost of delivery to every resident unit within the city
by their carriers at the same time they deliver the Anniversary
edition of the Temple City Times. He requested the Council to
appropriate $300. to be added to $700. already allocated to
the Chamber of Commerce for brochures to furnish the required
$1000. which would also provide the Chamber with sufficient
brochures for the L.A.County Fair. Councilman Buchan moved to
appropriate an additional $300. to be combined with $700. alread,
appropriated for a city brochure, to fund the Anniversary Bro-
chure. Councilman Dickason seconded, roll call vote as follows:
AYES: Councilmen- Buchan, Dickason, Merritt, Tyrell, Fitzjohn
NOES: Councilmen -None
ABSENT: Councilmen -None
RESOLUTION NO. 61 -133: re 30 mi. speed limit on Las Tunas Dr.
Woollett stated the Traffic Commission recommended the timing
be adjusted on Las Tunas Dr. to a 30 mi. speed instead of 2.5 mi.
Following discussion Councilman Merritt moved to adopt Resolu-
tion No. 61 -133, Councilman Dickason seconded, roll call vote
as follows:
AYES: Councilmen - Buchan, Dickason, Merritt, Tyrell, Fitzjohn
NOES: Councilmen -None

NEW BUSINESS:
9. ORDINANCE NO. 61 -41, 1st reading.
City Attorney Shatford read title to Ordinance No. 61 -41
AN ORDINANCE OF THE CITY OF TEMPLE CITY AMENDING THE TEMPLE
CITY MUNICIPAL CODE IN REGARD TO CERTAIN CHAPTER DESIGNATIONS.
Councilman Buchan moved to waive further reading of Ordinance
No. 61 -41, Councilman.Dickason seconded, roll call vote as
follows:
AYES: Councilmen- Buchan, Dickason, Merritt, Tyrell, Fitzjohn
NOES: Councilmen -None
ABSENT: Councilmen -None
As this was a first reading no further action was taken.
10. RESOLUTION NO. 61 -132 Warrants & Demands No.;.417 through No.
503 in the sum of $1434.72
Councilman Buchan moved to adopt Resolution No. 61 -132, Council-
man Merritt seconded, roll call vote as follows:
AYES: Councilmen- Buchan, Dickason, Merritt, Tyrell, Fitzjohn
NOES: Councilmen -None
ABSENT: Councilmen -None
11. PARKS & RECREATION COMMISSION RECOMMENDATIONS:
1. CONTINUATION AFTER SCHOOL RECREATION PROGRAM AS IS UNTIL
June 30, 1;61.
Mr. Al Lindberg of the Commission explained the recommenda-
tion to the Council. Councilman Dickason moved to adopt the
recommendation of the Parks & Recreation Commission in res-
pect to continuation of after school recreation program,
Councilman Buchan seconded, and carried.
2. RECOMMEND COMMISSION PROCEED TO ASK FOR BIDS AND LET A CON-
TRACT FOR PARK MAINTENANCE AS PER SPECIFICATIONS & CONTRACT
SUPPLIED BY CITY MANAGER. Following considerable discussion
and recommended changes in the contract Councilman Dickason
moved to adopt the recommendation of the Parks & Recreation
Commission in respect to the park maintenance contract and
authorize the City Manager to proceed to ask for bids based
upon specifications and proposed contract supplied by the
City Manager, Councilman Buchan seconded, and carried.
3. RECOMMEND FOR FISCAL YEAR 61 -62 COUNCIL ADOPT PROPOSED
RECREATION DEPARTMENT, WITH SCHOOL PROGRAM AS A POLICY ITEM,
Councilman Buchan made the motion further discussion be with-
held until the Council has an opportunity for a study session
on this proposal. Councilman Dickason seconded and carried.
The studay session was set for May 2, at 7:30 P. M.
12. PLANNING COMMISSION RECOMMENDATIONS:
1. AMEND ORDINANCE NO, 61-29 MAKING A PLOT PLAN GOOD FOR SIX
MONTHS, AND AN ADDITIONAL SIX MONTHS UPON REQUEST OF APPLI-
CANT. Following discussion Councilman Dickason moved to
instruct the City Attorney to draw an amendment to Ordinance
No. 61 -29 adopting the recommendation of the Planning Com-
mission making a Plot Plan good for six months, and an addi-
tional six months upon request of applicant. Councilman
Buchan seconded and carried.
2, PUBLIC HEARING: SPECIAL USE PERMIT CASE NO. 61 -16. Recommend
denial.
Mayor Fitzjohn announced the Public Hearing was now open.
City Manager Woollett read in full the Resolution of the
Planning Commission recommending denial of this request.
Attorney James A. Montpas spoke representing Mr. Geo. Rust
who requested enlargement,of his rest home from y` beds to
36. A new plan has been submitted for 24 beds: and addition-
al parking in an effort to meet requirements. Dr. Herbert
L. Herscher from Arcadia, 22L S. Santa Anita, explained the
acute necessity of these rest homes for the aged and also
the shortage of these homes, the demand for which becomes
greater each year as the number of senior citizens grows.
Mr. Montpas discussed the obligation of the City to provide

desirable places for it's Senior Citizens, in Rest Homes in 000d
neighborhoods to replace the homes which they maintained in their
earlier years. Mr. H. G. Neucie of Pasadena, an expert regard-
ing parking at hospitals, rest homes, etc, advised the parking
shown was adequate and comparable to other hospitals, etc.
Mr. Geo. Rust also spoke in his own behalf and advised the vari-
ous Commissioners and City Manager had all inspected the proper-
ty. Mr. Montpas advised the plans submitted were excellent
and would improve the area, that there are two other rest homes
within a short distance, and that the zoning is proper for this
operation.
Mrs. Eric McCuddon, 562.0 N. McCulloch, representing the opposi-
tion to this development, asked for denial of the request as
the property owners felt it would lower the valuation of their
property. Also there are two other rest homes in the area, each
of which have adequate yard etc. for the residents of the home
while this one has only a small front yard and with the addition-
al rooms would make it even more congested. She stated they re-
alized the need for people to be taken care of but they did not
feel enlarging this rest home would be beneficial to the neigh-
borhood.
John Clark, 10775 Daneswood Dr., stated they do not object to
homes for older people, and in fact if comeone wanted to start
another 9 bed rest home as unobtrusive as this he did not think
they would object to that. Mrs. Joseph Valdez, 5621 McCulloch,
and Mrs. Richard Berry, 107;.3 Daneswood Dr., also spoke against
the request.
At this time Mayor Fitzjohn declared the Public Hearing closed.
;:City Attorney Shatford stated the map now submitted contains a
very substantial change from the drawing submitted to the Plan-
ning Commission,, and that it was his legal recommendation that
in order to provide the applicant with a fair hearing, that this
matter should be sent back to the Planning Commission with the
amended map so they may consider it, and it should be given
Public Hearing at the Planning Commission meeting. Councilman
Tyrell moved the Public Hearing be set for May 15, at P. M.

13. COMMUNICATIONS:
# 1, 2 and 3, representing letters from the County Boundary Com-
mission regarding Annexation #23 City of Arcadia - inhabited,
AnnexationJNo.2;3 -south area El Monte, and #68 Industry, were
presented by City Manager Woollett. Councilman Buchan moved to
receive and file, Councilman Dickason seconded, and carried.
City Manager'Wo:ollett read a letter from the National Multiple
Sclerosis committee requesting a 1961 Hope Chest march permit.
Councilman Tyrell moved to grant the request, Councilman Buchan
seconded and carried.
City Manager Woollett read a letter from the Temple City Unified
School District in commendation of fire prevention and protec-
tion. Councilman Tyrell moved to forward to the Fire Dept.,
Councilman Dickason seconded and carried.
City Manager Woollett advised of a request to circulate a peti-
tion for street improvement on Wooley St., this petition to have
a time limit of June 1, 1962, and when submitted should indicate
it is signed by at least 60% of the property owners in the area.
Councilman Tyrell moved to grant the request, Councilman Merritt
seconded, roll call vote as follows:

TIME RESERVED FOR THOSE IN THE AUDIENCE WHO DESIRE TO ADDRESS
THE COUNCIL:
Mrs. Kaplan, 10226 E. La Rosa, spoke representing the Property
Owners' Committee of Southeast Temple City, introduced Mrs.
Paula Kuegler, Mr. Wm. Mueller, and Ruth O'Bannon, also members
of this Committee.. She presented a notice of a mass meeting to
be held at'Gidley School Auditorium, April 28 at 7:30 P. M.
The purpose of this meeting is to eliminate the hazardous 18 ft,
bottleneck in the 5100 block of No. Arden Drive.nShe requested
the attendance of the Council and City Attorney.
15.
MATTERS FROM CITY OFFICIALS:
Walter Griesmeyer, City Treas., reported on the investigation
made together with Mr. Karl Koski, Administrative Assistant,
with the Franchise Board at Sacramento regarding the sales and
use tax returns due Temple City. Through this investigation
they determined various businesses sales tax return was not
allocated to Temple City although these businesses were within
the city limits of Temple City. This amounted to about $16,000.
for the last two quarters. This error will be corrected by
Sacramento and re- imbursement will be made torTemple City in
the next two quarters.
Mayor Fitzjohn read a Proclamation granting the Fleet Reserve
Assn, permission to sell flags and to proclaim May 1 through
June 14 as "Operation Red -White and Blue ". Councilman Tyrell
moved to grant, Councilman Merritt seconded and carried.
The Temple City Kiwanis Club requested A p r i l 23 -29 be proclaim-
ed "Canada- United States Good W i l l Week". Councilman Buchan
moved to so do, Councilman Dickason seconded, and carried.
16. ADJOURNMENT:
Councilman Buchan moved to adjourn, Councilman Dickason seconded .
and carried. Adjourned at S:50 P. M., until regular meeting
of the Council on May 8, 1361, at 7:30 P. M.
