MINUTES OF REGULAR MEETING OF
THE CITY COUNCIL, MAY 8, 1961
1. INITIATION:
The regular meeting of the City Council of the City of Temple
City was called to order by Mayor Fitzjohn who led the Pledge
of Allegiance to the Flag.
3. The invocation was given by Rev. R. E. Schulz of the Lutheran
Church, 9123 Broadway, Temple City.
4. ROLL CALL:
PRESENT: Councilmen - Buchan, Dickason, Merritt, Tyrell & Fitzjohn
ABSENT: Councilmen -None
ALSO PRESENT: City Attorney Shatford & City Manager Woollett.
APPROVAL OF MINUTES:
Councilman Merritt moved to approve the minutes as mailed, Coun-
cilman Tyrell seconded, roll call vote as follows:
AYES: Councilmen- Buchan, Dickason, Merritt, Tyrell & Fitzjohn
NOES: Councilmen -None
ABSENT: Councilmen -None
6. ORDINANCE NO. 61 -41 2nd reading.
City Attorney Shatford read title to Ordinance No. 61..41
AN ORDINANCE OF THE CITY OF TEMPLE CITY AMENDING THE TEMPLE CITY
MUNICIPAL CODE IN REGARD TO CERTAIN CHAPTER DESIGNATIONS.
Councilman Tyrell moved to waive further reading, Councilman
Merritt seconded, roll call vote as follows:
AYES: Councilmen.Buchan, Dickason, Merritt, Tyrell & Fitzjohn
NOES: Councilmen -None
ABSENT: Councilmen -None
Councilman Tyrell moved to adopt Ordinance No. 61 -41, Councilman
Merritt seconded, roll call vote as follows:
AYES: Councilmen- Buchan, Dickason, Merritt, Tyrell & Fitzjohn

7. ORDINANCE NO. 61 -42; 2nd reading.
City Attorney Shatford read title to Ordinance No. 61 -42
AN ORDINANCE OF THE CITY COUNCIL OF TEMPLE CITY, CALIFORNIA,
RESCINDING ORDINANCE NO. 61 -29 AND AMENDING THE MUNICIPAL CODE
TO (1) FIX THE TIME PERIOD FOR USE OF APPROVED PLOT PLANS AFTER
ADOPTION OF ORDINANCES CHANGING DEVELOPMENT STANDARDS, AND (2)
LIMITING PERIOD OF VALIDITY OF PLOT PLAN APPROVAL.
Councilman Buchan moved to waive further reading of Ordinance
No. 61 -42, Councilman Dickason seconded, roll call vote as fol-
lows:
AYES: Councilmen- Buchan, Dickason, Merritt, Tyrell & Fitzjohn
NOES: Councilmen -None
ABSENT: Councilmen -None
Councilman Buchan moved to adopt Ordinance No. 61-42, Council-
man Dickason seconded, and carried by the following roll call
vote:
AYES: Councilmen- Buchan, Dickason, Merritt, Tyrell & Fitzjohn
NOES: Councilmen -None
ABSENT: Councilmen -None
8. ORDINANCE NO, 61 -43, 1st reading.
City Attorney Shatford read title to Ordinance No. 61 -43
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY,
CALIFORNIA, OF INTENTION TO PROCEED UNDER ARTICLE 5, TITLE 5,
DIVISION 1 OF THE GOVERNMENT CODE (.PUBLIC SERVICE EASEMENTS
VACATION LAW) TO VACATE EASEMENT. Councilman Tyrell moved to
waive further reading of Ordinance No. 61 -43, Councilman Buchan
seconded. Shatford explained this action would be necessary
when the final tract map of the planned subdivision is approved
and was introduced at this time so that adoption would tie in

with final tract map approval. Following discussion the roll
call vote was taken:

As this was a first reading no further action was taken.
RESOLUTION NO. 61 -134, REQUESTING APPROVAL OF THE LOS ANGELES
COUNTY BOARD OF SUPERVISORS OF PROPOSED ANNEXATION NO. 12 -61
TERRITORY LOCATED WITHIN THE CITY OF TEMPLE CITY, TO THE CONSOL-
IDATED COUNTY FIRE PROTECTION DISTRICT. City Manager Woollett
explained this was for our Annexation No, lA East Temple City
(Baptist Church property) which was de- annexed from Arcadia and
annexed to Temple City, and this resolution was necessary for
their fire protection. Councilman Tyrell moved to adopt Reso-
lution No. 61 -134, Councilman Merritt seconded, roll call vote
as follows:
AYES: Councilmen- Buchan, Dickason, Merritt, Tyrell & Fitzjohn
NOES: Councilmen -None
ABSENT: louncilmen -None
10. RESOLUTION No. 61 -135, AUTHORIZING AN AGREEMENT FOR INACTIVE
DEPOSIT OF CERTAIN CITY MONIES IN A SIX MONTH TERM DEPOSIT.
The City Manager explained some tax money from the state had
been received earlier than anticipated and as a result was re-
questing $100,000.00 be transferred to an inactive account
at 3% interest for six, months. Councilman Tyrell moved to
adopt Resolution No. 61 -135, Councilman Buchan seconded, roll
call vote as follows:
AYES: Councilmen- Buchan, Dickason, Merritt, Tyrell & Fitzjohn
NOES: Councilmen -None
ABSENT: Councilmen -None
11.
GENERAL SERVICES AGREEMENT:
City Manager Woollett explained the General Services Agreement
with the County expires on June 30, 1961, and he recommended
that the Council authorize renewal of the Agreement for a five
year period by minute request. Councilman Tyrell moved to so do,
, Councilman Buchan seconded, and carried by the following roll
call vote:
AYES: Councilmen- Buchan, Dickason, Merritt, Tyrell & Fitzjohn
NOES: Councilmen -None
ABSENT: Councilmen -None
12. RESOLUTION NO. 61 -136: WARRANTS & DEMANDS
Following discussion Councilman Dickason moved to adopt Resolu-
tion No. 61 -136 Warrants & Demands Nos. 504 through 534, in the
sum of $130,055.43, Councilman Buchan seconded, roll call vote
as follows:
AYES: Councilmen- Buchan, Dickason, Merritt, Tyrell & Fitzjohn
NOES: Councilmen -None
ABSENT: Councilmen -None
13. RECOMMENDATIONS OF THE TRAFFIC COMMISSION:
Chairman Georgia Maxey of the Traffic Commission presented the
following recommendations:
1. BROADWAY & ROSEMEAD 'BLVD.,: Recommend lane lines be placed on
Broadway at the intersection approachto Rosemead in lines
100 ft. in length, with vertical signing on the north side
of Broadway west of Rosemead denoting "ONE LANE ROAD" and on
Broadway south curb east of Rosemead "NO PARKING 3 PM TO 6 PM';
Following discussion Councilman Buchan moved to adopt,
Councilman Dickason seconded, roll call vote as follows:
AYES: Councilmen- Buchan, Dickason, Merritt, Fitzjohn
NOES: Councilmen - Tyrell
ABSENT: Councilmen -None
2. PROPOSED ONE -WAY ALLEYS IN CENTRAL BUSINESS DISTRICT:
The Commission requests the City Council to approve a public
hearing to be held within the next 60 days regarding proposed
one -way alleys east and west off Las Tunas, to have the

City Manager schedule the Hearing and inform interested parties.
Chairman Maxey explained the proposal was to make those north
of Las Tunas Dr. one way west, and those south of Las Tunas
one way east. Councilman Dickason moved to approve, Councilman
Tyrell seconded, roll call vote as follows:
AYES: Councilmen - Buchan, Dickason, Merritt, Tyrell & Fitzjohn
NOES: Councilmen -None
ABSENT: Councilmen -None
3. ROSEMEAD BLVD. - WEST SERVICE ROAD SOUTH OF PENTLAND:
Recommend "NO PARKING AT ANY TIME signs be placed on the east
side of the west service road to Rosemead Blvd. from Pentland
Street southerly 850 feet. Following discussion Councilman
Tyrell moved to adopt, Councilman Merritt seconded, roll call
vote as follows:
AYES: Councilmen- Buchan, Dickason, Merritt, Tyrell, & Fitzjohn
NOES: Councilmen -None
ABSENT: Councilmen -None
14. COMMUNICATIONS:
1. City Manager Woollett read a letter from the State Division
of Highways re directional signs to Temple City on the San
Bernardino Freeway, which they have agreed to install on
the off -ramp.
2. City Manager Woollett read letters from C. L. Mathews, and
Theresa Depies in commendation 'of the Rescue Unit of the
Fire Dept. Councilman Tyrell moved to refer to the Fire
Dept., Councilman Merritt: seconded, and carried.
15. TIME RESERVED FOR AUDIENCE PARTICIPATION:
No one stepped forward to speak with the exception of Georgia
Maxey who paid tribute to the City Council for its cooperation
in the Camellia Festival as well as all other Civic programs.
16. MATTERS FROM CITY OFFICIALS:
1. City Manater Woollett presented a bill directed to the City
Attorney for law service from the NATIONAL INSTITUTE OF
MUNICIPAL LAW OFFICERS in the sum of $67.50, for 1961 -1962.
Councilman Tyrell moved to pay the bill, Councilman Merritt
seconded, roll call vote as follows:
AYES: Councilmen - Buchan, Dickason, Merritt, Tyrell,Fitzjohn
NOES: Councilmen -None
ABSENT: Councilmen -None
2. City Manager Woollett advised regarding the leasing of a
postage meter, the initial charge is $32.50 installed and
$6.00 per month to rent. Following discussion Councilman
Merritt moved that the City Manager lease a postal meter,
slug included andto also get a postal scale. Councilman
Buchan seconded, roll call vote as follows:
AYES: Councilmen- Buchan, Dickason, Merritt, Tyrell,IFitzjohn
NOES: Councilmen -None
ABSENT: Councilmen -None
3. BOUNDARY COMMISSION OF LOS ANGELES COUNTY:
a. City Manager Woollett read a letter concerning proposed
annexation to So. El Monte. Buchan moved to receive and
file, Dickason seconded and carried.
b. Also a letter regarding Annexation 24, So. Arcadia,
Uninhabited. If completed together with other area
east of Double Drive being considered in another annex-
ation, would give all County territory east and south-
east of Temple City to Arcadia. Councilman Tyrell moved
to receive and file, Councilman Buchan seconded & carrio
ed.
c. City Manager read a letter from Mr. Anspach. of Liebergs
in appreciation of the improvements to the alley behind
their store. Councilman Tyrell moved to pass on to
the Road Dept., Councilman Buchan seconded & carried.
d. City Manager Woollett also advised the following had
requested fireworks booths and would be checked out:
Los Flores Ward, Church of Latter Day Saints, and
The American Legion, and the Rotary Club, and the YMCA.

Councilman Merritt suggested the staff make a tour of the busi« -
ness section to check on the litter, boxes, trash etc, in the
alleys.
Councilman Tyrell brought up discussion regarding the development
of Live Oak Park for all the citizens, suggesting a definite
plan and map be made out and improved to meet the plan over a
period of time.
17. ADJOURNMENT:
Councilman Tyrell moved to adjourn, Councilman Merritt seconded,
and carried, adjourned at 9:15 P. M., until the next regular
meeting of the Council on May 22, 1961, at 7:30 P. M.
