MINUTES OF REGULAR MMET-
ING, JUNE 26, 1961
1. INITIATION:
The regular meeting of the City Council of the City of Temple
City was called to order by Mayor Pro Tem Buchan, who led the
2. Pledge of Allegiance to the Flag.
3. INVOCATION:
Invocation was given by Elder Calkins of the Seventh Day Advent-
ist Church, 9664 Broadway, Temple City.'
ROLL CALL:
PRESENT: Councilmen-Fitzjohn, Merritt, Buchan
ABSENT: Councilmen - Dickason, Tyrell
ALSO PRESENT: City Attorney Shatford and City Manager Woollett.
APPROVAL OF MINUTES OF JUNE 12, 1961.
Councilman Merritt moved to approve the minutes of the regular
meeting of June 12, 1961, as mailed, Councilman Fitzjohn second-
ed, and carried.
6. ORDINANCE NO. 61- 44,._second reading.
City Attorney Shatford read title to Ordinance No. 61 -44 PAI ORD-
INANCE OF THE CITY OF TEMPLE CITY DECLARING ITS INTENTION AND DE-
SIRE TO HAVE CERTAIN TERRITORY WITHIN ITS BOUNDARIES ANNEXED TO
THE CONSOLIDATED COUNTY FIRE PROTECTION DISTRICT. Councilman
Fitzjohn moved to waive further reading, Councilman Merritt se-
conded, roll call vote as follows:
AYES: Councilmen - Fitzjohn, Merritt, Buchan
NOES: Councilmen -None
ABSENT: Councilmen - Dickason, Tyrell
Councilman Merritt moved to adopt Ordinance No. 61 -44, Councilman
Fitzjohn seconded, roll call vote as follows:
AYES: Councilmen - Fitzjohn, Merritt, Buchan
NOES: Councilmen -None
ABSENT: Councilmen - Dickason, Tyrell
COUNCILMAN TYRELL arrived at this time.
7. RECOMMENDED ONE -WAY ALLEYS NORTH & SOUTH OF LAS TUNAS DR.
City Manager Woollett stated the Traffic Commission recommended
the alley north of Las Tunas be one -way going east and the alley
south of Las Tunas one -way going west. Also that a survey was
made of all owners adjacent, about 150 were notified and only 4
or 5 attended. The Council requested the staff to ascertain the .
feeling of the merchants regarding this proposal and a petition
was prepared and circulated, and the results of the total number
canvassed qumbering about 40, 28 were for one -way alleys and 16
against. Geo. Envall, T• affic Engineer, recommended one -way
alleys, but that the alley be west -bound north of Las Tunas, and
east -bound south of Las Tunas. Georgia Maxey, Chairman of the
Traffic Commission stated that after making another survey with
Mr. Envall she agreed with him and his recommendation. Councilman
Fitzjohn advised at least three or four nights a week that the
area around the Masonic Temple is practically filled with cars
due to activities of the Temple. Councilman Tyrell asked if there
was any necessity for this at the present time. Councilman Mer-
ritt felt he would as soon see them stay as they are, but where
merchant parks half on his property and half in the ald &y he
would like to see that eliminated, which he stated in some in-
stances was ariall day situation.
Mrs. Maxey stated the recommendation was for the safety factor
involved, and City Manager Woollett advised with respect to safe-
ty one of strongest points is,you remove almost half of the blind
corners. Following considerable discussion Councilman Tyrell
moved to reject the recommendation of the Traffic Commission at
this time, Councilman Merritt seconded, roll calf vote as follows:

8. RESOLUTION NO. 61 -1 PRC
Parks & Recreation Commissioner Al Lindberg stated the request
was for approval of an appropriate plaque commemorating Grant
Bechtold, who was killed in an automobile accident on the free-
way, for his work with youth and in sports. Also that this
plaque be placed at Live Oak Park where he was active from his
early years. Councilman Merritt moved to adopt the recommenda-
tions of Resolution 61 -1 Parks & Recreation Commission, and that
the request be granted, Councilman Fitzjohn seconded, roll call
vote as follows:
AYES: Councilmen- Fitzjohn, Merritt, Tyrell, Buchan
NOES: Councilmen -None
ABSENT: Councilmen- Dickason
9. ORDINANCE NO. 61 -45, 1st reading.
City Attorney Shatford read title to Ordinance No. 61 -45 AN ORD-
INANCE OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY, CALIFORNIA
ESTABLISHING PARKING REQUIREMENTS ON CITY STREETS. Councilman
Fitzjohn moved to waive further reading of Ordinance No. 61 -45,
Councilman Merritt seconded. Mayor Pro Tem Buchan asked the City
Attorney if the word "street" would not be more appropriate than
"highway" in the Ordinance, and City Attorney Shatford will
make this change. Roll Call vote as follows:
AYES: Councilmen- Fitzjohn, Merritt, Tyrell, Buchan
NOES: Councilmen -None
ABSENT: Councilmen- Dickason
As this was the 1st reading no further action was taken.
10. RESOLUTION NO. 61 -144, A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF TEMPLE CITY REQUESTING THE CALIFORNIA HIGHWAY PATROL TO
PROVIDE CROSSING GUARDS, which City Manager Woollett explained
was a formality requesting the same services for 1961 -62 which
we have had in 1960 -61. Following discussion Councilman Merritt
moved to adopt Resolution No. 61 -144, Councilman Fitzjohn second-
ed, roll call vote as follows:
AYES: Councilmen- Fitzjohn, Merritt, Tyrell, Buchan
NOES: Councilmen -None
ABSENT: Councilmen - Dickason
RESOLUTION NO. 61 -145 WARRANTS & DEMANDS
Councilman Fitzjohn moved to adopt Resolution No. 61 -145, war-
rants and demands nos. 623 through 652 in the sum of $9621.40,
Councilman Merritt seconded, roll call vote as follows:
AYES: Councilmen - Fitzjohn, Merritt, Tyrell, Buchan
NOES: Councilmen -None
ABSENT: Councilmen- Dickason
12. RESOLUTION NO. 61 -146 AID TO CITIES FUNDS
City Manager Woollett explained the request for the sum of
$26,017.35 from the County Aid To Cities Funds. That it was
to facilitate the decision already made by the Council that this
amount which is available to us from the County, is requested
at this time. Councilman Merritt moved to adopt Resolution No.
61- 146. Councilman Fitzjohn seconded, roll call vote as follows:
AYES: Councilmen - Fitzjohn, Merritt, Tyrell, Buchan
NOES: Councilmen -None
ABSENT: Councilmen- Dickason
13. CERTIFICATES OF RECO6NITI0N
At this time Mayor Pro Tem Buchan requested the following to
come forward: Lucian G. Bruner, Fran Burr, Marge Calamia, and
B. L. Meek. All were present except Fran Burr. Mayor Pro
Tem Buchan presented each with a framed certificate of recogni-
tion from the City of Temple City for their individual services
in behalf of the City and expressed the Council's appreciation.

14. RESIGNATION FROM PARKS & RECREATION COMMISSION
City Manager Woollett read a letter from Charles A. Ristow re-
signing as a .Commissioner on the Parks & Recreation Commission,
as of July 1, 1961. Councilman Tyrell moved to accept with re-
gret, Councilman Fitzjohn seconded and carried. It was also de-
cided that it would be appropriate to have the City Manager write
him a letter or have a plaque made for period served.
15. APPOINTMENT OF TRAFFIC COMMISSIONER
Mayor Pro Tem Buchan requested the Councilmen to turn in any
recommendations with name, address's, and telephone number, to
City Manager Woollett who will in turn advise each Councilman in
order that they may consider them. City Manager Woollett stated
the entire Council will not be back until the 28th of August, and
suggested this appointment be made at that time. Councilman
Tyrell suggested this also apply to the appointment for the Parks
& Recreation Commission. It was agreed to hold these over until
August 28.
16. PLANNING COMMISSION RECOMMENDATION
Zone. Variance Case No. 61 -18 PC Ude & Nelson: Recommend Denial.
City Attorney Shatford stated the Commission's grounds for denial
were (1) existence of a light & air easement and no request for
abatement, (2) it would constitute a tract, (3) the requested
variance is not in the best interest of property in the area..
Councilman Tyrell moved to approve the recommendation of the
Planning Commission, Councilman Fitzjohn seconded, roll call vote
as follows:
AYES: Councilmen- Fitzjohn, Merritt, Tyrell, Buchan,
NOES: Councilmen -None
ABSENT: Councilmen - Dickason
17. PARKS & RECREATION COMMISSION RECOMMENDATIONS.
City Manager Woollett read a letter from the Temple City Volun
teers Committee requesting the City to provide supervision for
teenage night at Hollywood Bowl which is sponsored by the County
Parks & Recreation Dept. and the Hight School, to be held on
August 11. Mr. Woollett stated if the Council ardrees with this
request he would make arrangements with an employee to go. Coun-
cilman Fitzjohn made a motion to approve the request, Councilman
Merritt seconded, and carried.
18. COMMUNICATIONS:
City Manager Woollett stated a and b were acknowledgements of
letters written recommending Frank G. Bonelli to the Governers
Commission to study re- apportionment. Councilman Tyrell moved to
file, Councilman Fitzjohn seconded, and carried.
C. City Manager Woollett read a letter from the San Gabriel Sym-
phony Assn. requesting a date to make a presentation to the Coun-
cil. Councilman Tyrell moved to file, Councilman Fitzjohn second-
ed and carried.
D. The City Manager also read a letter from Estella M. Barron
expressing appreciation for the Rescue Unit of the Fire Dept.
Councilman Tyrell moved to receive pass on to them, Councilman
Fitzjohn seconded, and carried.
19. TIME RESERVED FOR THOSE IN THE AUDIENCE WHO WISH TO ADDRESS THE
COUNCIL:
Mr. B. L. Meek, 6004 N. Rosemead, stated first he wanted to thank
them for the plaque, and also would like to suggest several things
to the Council.
1. That the signs various merchants place on the sidewalks out -
side'_their place of business was very detracting to the appear-
ance of the City, and not a credit to the Community.
2. That the City consider sidewalks especially around schools.
3. That the money donated to the Chamber of Commerce which he
understood was accounted for annually be accounted for quar-
terly.
4. Also as the expenditures are getting pretty close tic <the amount

of income he felt we should have a business license tax.
City Manager Woollett responded regarding side -walks near the
High School, that when Temple City Blvd. reaches final alignment
the High School will consider side =walks but until then it would
be imprudent for them to do so.
Also in regard to the Chamber of Commerce the City does not give
them a flat sum that is unappropriated or unallocated.. It is
only given for a specific purpose, the Chamber submits to the C;:_,
City Council a series of vouchers where payment is made or where
due. Therefore the City is in a position to know exactly what
the money is spent for.
City Attorney Shatford stated the Council had considered a City
Business License at its initial meeting on May 25, 1960, it was
considered very thoroughly by studying various cities and it was
determined at that time not to adopt a business license at that
time.. They are primariaoy reculatory and produce a small amount
of income.
20. MATTERS FROM CITY OFFICIALS.
City Manager stated he had notification of annexation No. 5,
Montebello, and a small annexation to Pasadena. Councilman Ty4r6:1
rell moved to receive and file, Councilman Fitzjohn seconded4
and carried.
Also there will be a meeting of the League of California Cities
on July 6. Councilman Buchan is going and anyone else please
notify the office.
City Manager Woollett reported on progress of the OASI program
and the application is being prepared.
21. Councilman Fitzjohn moved to adjourn, Councilman Merritt second-
ed and carried, adjourned at 8 :50 P. M.
