Invocation was given by City Manager Woollett. 4. ROLL CALL: PRESENT: Councilmen - Buchan, Merritt, Tyrell, Dickason ABSENT: Councilman - Fitzjohn ALSO PRESENT: City Attorney Shatford and City Manager Woollett. APPROVAL OF MINUTES: Councilman Merritt moved to approve the minutes of the regular meeting of June 26, 1961, as mailed, Councilman Tyrell seconded, roll call vote as follows: AYES: Councilmen- Buchan, Merritt, Tyrell, Dickason NOES: Councilmen -None ABSENT: Councilman - Fitzjohn ORDINANCE NO. 61 -45 ESTABLISHMENT OF PARKING REQUIREMENTS ON CITY STREETS. 2nd reading. City Attorney Shatford read title to Ordinance No. 61 -45 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY, CALI- FORNIA, ESTABLISHING PARKING REQUIREMENTS ON CITY STREETS. Councilman Tyrell moved to waive further reading of Ordinance No. 61 -45, Councilman Merritt seconded, roll call vote as follows: AYES: Councilmen- Buchan, Merritt, Tyrell, Dickason NOES: Councilmen -None ABSENT: Councilman- Fitzjohn Councilman Tyrell moved to adopt Ordinance No, 61 -45, Councilman Merritt seconded and carried by the following roll call vote: AYES: Councilmen- Buchan, Merritt, Tyrell, Dickason NOES: Councilmen -None ABSENT: Councilmen- Fitzjohn 7. RESOLUTION NO. 61 -147 WARRANTS & DEMANDS. Councilman Buchan moved to adopt Resolution No. 61 -147, allow - ing Claims and Demands in the sum of $18,172.60 Demand Nos. 653 through 682, Councilman Tyrell seconded, roll call vote as follows: AYES: Councilmena Buchan, Merritt, Tyrell, Dickason NOES: Councilmen -None ABSENT: Councilman,Fitzjohn PLANNING COMMISSION RECOMMENDATIONS: Zone Variance Case No. 61 -19 Johann & Marie Bohn City Attorney Shatford explained this is a clear cut variance case and under the circumstances these people are clearly entit- led to this as a matter of law. Councilman Tyrell said the Planning Commission had only stated a conclusion, and there is nothing stating why, and there is nothing to indicate the Plann- ing Commission has considered all items. City Manager "W`oliett stated the Planning Commission have made a recommendation to the Council with a Resolution, and if you wish them to further they will itemize the reasons. Mayor Dickason stated this is a hard- ship case which is the reason for the variance, Councilman Merritt moved to approve the recommendation of the Planning Commission on Variance No. 61 -19, Councilman Buchan seconded, roll call vote as follows: AYES: Councilmen - Buchan, Merritt, Tyrell, Dickason NOES: Councilmen -None ABSENT: Counc i lmari- Fitzjohn Councilman Buchan felt it might be a good idea to have the Plann- ing Commission change their method of approving or reporting 177 Council Minutes, July 10, 1961, page 2 these plans. City Attorney Shatford stated Arcadia has a paid member of the staff who writes it all up and it comes back to them for approv- al at their next meeting, at which time it goes to the City Coun- cil, He advised that the Council can request written findings of facts be sent to the Council with recommendations, and they could be more detailed on all variances, with probably the same proced- ure on one change even though you have your own public hearing. Mayor Dickason advised the Council is in a position to set up the ground rules for these things, and certainly the Planning Commis- sion is able to make recommendations. He feels that if the Coun- cil tries to take everything upon themselves and not rely upon our Commissions we have an almost impossible job. We have to re- ly and have confidence in our Commissions and personnel, but have the right to differ if there is a reason. In addition to the Re- solution recommendation from the Planning Commission, the Council recommends to ahePlanning Commission that there be sent up to the Council the particular findings on each point of the request in the variance, Councilman Tyrell so moved, Councilman Buchan seconded, roll call vote as follows: AYES: Councilmen- Buchan, Merritt, Tyrell, Dickason NOES: Councilmen -None ABSENT: Councilmen- Fitzjohn 9. TRAFFIC COMMISSION RECOMMENDATIONS 1. Midway Shopping Center. a." Commissioner Sale made a motion to recommend that an additional 42 feet of red curb marking be placed between the existing red curb markings westerly of the driveway at Hali- fax Rd. to Arden Way on the south side of Lower Azusa Road, seconded by Commissioner Garver, and carried unan!mously." Traffic Engineer Envall stated the request was for a traffic signal at Halifax Road and also at El Monte Ave. on Lower Azusa, the latter coming under jurisdiction of the City of El Monte, A meeting was held with El Monte to try and arrive at some definite conclusions. The findings showed nothing to denote signals would solve the problem at the location. Mr. Envall recommended placing additional red curbing at westerly end of the shopping center with either 24 hour re-. striction,s or from 9 AM to 6 PM restrictions. He felt total restriction would block truck delivery parking and create some hardship. b. "Commissioner Sale made a motion to recommend that double centerline striping be placed on Lower Azusa between Pal Mal and Arden Way with improved 35 m.p.h. pavement markings. Se- conded by Commissioner Garver and carried unanimously." Mr. Envall stated 35 was the proper speed according to speed checks, and the double center lines on Lower Azusa would el- iminate any passing situations, and suggested pavement mark- ings, in conjunction with signs. c. "Commissioner "Garver made a motion to recommend that the requested signalization at Halifax and Lower Azusa be denied because it doesn't meet the warrants. The intersection of Lower Azusa and El Monte Avenue In the City of El Monte should be considered for signalizing with fixed -time signals. The City of Temple City will consider the shopping center's re- quest to install signals at Halifax and Lower Azusa if the shopping center agrees to pay the costs of installation plus monthly maintenance and energy charges. Seconded by Commis- sioner Sale and carried unanimously." Following considerable discussion on the above Councilman Tyrell moved to accept the recommendations a, b, and c, of Item 1, Midway Shopping Center, these recommendations made to the Council by the Traffic Commission dated July 6, 1961. Councilman Merritt, seconded, roll call vote as follows: AYES: Councilmen- Buchan, Merritt, Tyrell, Dickason NOES: Councilmen -None ABSENT: Councilman - Fitzjohn 178 1 1 Council Minutes, July 10, 1961,, page 3 2. Proposed location of traffic signals. The Traffic Commission recommend signals be installed at Primrose Las Tunas, Camellia and Las Tunas, and Olive and Temple City Blvd. Following discussion Councilman Merritt moved to accept these recommendations under No, 2 of the Traffic Commission re- commendations, Councilman Buchan seconded, There followed con- siderable discussion regarding use of these additional signals only during certain hours of the day in order not to hinder the flow of traffic through Temple City during the peak hours in early morning and late afternoon and evening. City Manager Woollett recommended if the Council wanted to limit time that they request the Traffic Engineer and the Commission to make a recommendation as to when they should be operated, which you will be able to get long before they can be installed, Roll call vote as follows: AYES: Councilmen - Buchan, Merritt, Tyrell, Dickason NOES: Councilmen-None ABSENT: Councilman.Fitzjohn Councilman Tyrell moved that the Traffic Commission and Traffic Engineer be directed to recommend designated hours for signals at Camellia and Las Tunas, & Primrose and Las Tunas. Councilman Buchan seconded and carried, 3. "Ailey between Live Oak and Duffy. Commissioner Garver made a motion to recommend the placing of a 'Not a Thru Street' sign at the intersection of the alley which runs east and west between Live Oak and Duffy and the alley running north and south just east of Baldwin Ave., seconded by Commissioner Sale and carried unanimously." Councilman Tyrell moved to adopt recommendation No. 3 of the Traffic Commission, Councilman Buchan seconded, roll call vote as follows: AYES: Councilmen-Buchan, Merritt, Tyrell, Dickason NOES: Councilmen-None ABSENT: Councilman - Fitzjohn 4. "Parking restrictions on Loma Ave. north of Las Tunas. Commissioner Garver made a motion to recommend the placing of parking restrictions by use of signs on Loma Avenue north of Las Tunas from a point commencinc 60 feet north of the north curb line, 50 feet north of the north property line, to a point 147 feet northerly thereof to the first alley north of Las Tunas Dr. signs to read "No Parking at any Time ". Seconded by Commissioner Sale and carried unanimously." Following discussion Councilman Tyrell moved to adopt the recommendations of the Traffic Commis- sion in item 4, Councilman Buchan seconded, and carried by the following roll call vote; AYES: Councilmen-Buchan, Merritt, Tyrell, Dickason NOES: Councilmen -None ABSENT: Councilman.Fitzjohn 5e Cross -Walk at Longden and Temple City Boyd. "Commissioner Sale made a motion to recommend the addition of a cross -walk at the east line of Temple City Blvd. at Longden Ave. S( Seconded by Commissioner Garver and carried unanimously," Corn.. missioner Tyrell moved to adopt recommendation #5 of the Traffic Commission, Councilman Merritt seconded, roll call vote as follows; AYES: Councilmen - Buchan, Merritt, Tyrell, Dickason, NOES: Councilmen -None ABSENT: Councilman- Fitzjohn 1110. COMMUNICATIONS: City Manager Woollett read a letter from the Retarded Childrens Assn. of San Gabriel Valley requesting a permit for a Variety Show to be presented at the El Monte Union High School on the 4th August, which is a benefit performance, and the request is for sale of tickets, Mr. Woollett advised he had written them .a letter granting a charitable solicitation permit and asked the Council for approval. Councilman Tyrell moved to approve Mr. Woollen's letter, Councilman Buchan seconded and carried. Z11. None. 12. MATTERS FROM CITY OFFICIALS: City Manager Woollett advised that pursuant to Council instruc- tions bids were received for the City insurance for the next year in the following amounts, $1336,, $259 1, $2620„ $2702., $3725., 179 Council Minutes, July 10, 1961, page 4 $ $3732. Therefore he placed the insurance with the Firelnans Fund for $1336. When the pick -up truck is purchased this will be added and we will be billed additionally. He asked the Council to validate the action he had taken on their behalf. Councilman Buchan so moved, Councilman Tyrell seconded, roll call vote as follows: AYES: Councilmen - Buchan, Merritt, Tyrell, Dickason NOES: Councilmen -None ABSENT: Councilman- Fitzjohn City Manager Woollett stated the bids received for parks and buildings were determined to be too hightto be considered, and in order to have this officially a matter of record, he requested the Council to review any and all bid applications made and to reject all bids for Park Maintenance. Councilman Tyrell so moved, Councilman Buchan seconded, roll call vote as follows: AYES: Councilmen - Buchan, Merritt, Tyrell, Dickason NOES: Councilmen -None ABSENT: Councilman- Fitzjohn City Manager Woollett read a letter from the County of Los Angel- es Fire Dept. advising there were no fires or accidents caused by fireworks in the City of Temple City. Councilman Buchan moved to receive and file, Councilman Merritt seconded and carried. Councilman Buchan advised the Councilman that the League of Calif. Cities were holding a meeting on July 20 at Hollywood Park, All interested to advise M. Woodruff for reservations. Wyor Dickason asked regarding the Master Plan, and City Manager Woollett advised we do now have all the photographs with the transparent cadastral maps and the staff is in the process of getting them mounted on a map rack. Also Mr. Woollett advised that the contract has been drawn and is being sent to his office. When received copies will be made and delivered to you to look over and if any suggestions please call him. The City Attorney and City Manager will review them but will also appreciate any comments from the Council. 13. ADJOURNMENT: Councilman Tyrell moved to adjourn, Councilman Buchan seconded, and carried. Adjourned at 9 P. M. until the next regular meeting on July 24, 1961, at 7:30 P. M. at the City Hall.
