MINUTES OF REGULAR MEETING
AUGUST 14, 1961
1. INITIATION:
The regular meeting of the City Council of the City of Temple
City was called to order by Mayor Dickason at 7:35 P.M., who
2. led the Pledge of Allegiance to the Flag.
3. INVOCATION:
Invocation was given by Reverend Ralph Walker of the First
Baptist Church of Temple City.
4. ROLL CALL:
PRESENT: Councilmen - Buchan, Merritt, Tyrell, Dickason
ABSENT: Councilman Fitzjohn
ALSO PRESENT: City Manages- Woollett, City Attorney Shatford
5. APPROVAL OF MINUTES:
Councilman Buchan moved to approves the minutes of the regular
meeting of July 24, 1961 as mailed, seconded by Councilman
Merritt, roll call vote as follows:
AYES: Councilmen - Buchan, Merritt, Tyrell, Dickason
NOES: Councilmen - None
ABSENT: Councilman - Fitzjohn

7. RESOLUTION NO. 61 -150: Warrants and Demands
Councilman Tyrell moved to adopt Resolution No. 61 -150 A
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY
ALLOWING CLAIMS & DEMANDS IN THE SUM OF $15,982.05 DEMAND
NOS. 710 THROUGH 740, Councilman Buchan seconded, roll call
vote as follows:.
AYES: Councilmen - Buchan, Merritt, Tyrell, Dickason
NOES: Councilmen - None
ABSENT: Councilman Fitzjohn
8. RESOLUTION NO. 61 -151: INTENTION TO FILE APPLICATION FOR
SOCIAL SECURITY.
Mr. Woollett informed the Council that this was the necessary
preliminary step in filing an application with Social Security
Office requesting that our City employees be covered. This
would cover all present employees and any additional ones.
This has already been budgeted for and is in lieu of a pension
plan. It will be retroactive as of January 1, 1961 and will
not cover any employees on a contract basis. Councilman Tyrell
wished to have a clause inserted excluding "any and all contract
services". Councilman Tyrell moved to adopt Resolution 61 -151
as amended, seconded by Councilman Buchan, roll call vote as
follows:
AYES: Councilmen - Buchan, Merritt, Tyrell, Dickason
NOES: Councilmen - None
ABSENT: Councilman Fitzjohn
9. RESOLUTION NO. 61 -152: Recognizing Need for a Comprehensive
Civil Defense Program. Mr. Woollett explained that this Reso-
lution was drawn at the request of the Council to re- affirm
its decisions with respect to Civil Defense. An alternate
Resolution No. 61 -152 -A was drawn up, copies of which were dis-
tributed to the Council. After reading both Resolutions, Coun-
cil felt that both conveyed basically the same thought with the
exception of more words in one. Councilman Merritt moved to
adopt Resolution No. 61 -152, seconded by Councilman Tyrell, roll
call vote as follows:

10. RECOMMENDATIONS FROM PLANNING COMMISSION: Vacation of a future
street easement (Tract No. 26554)® Mr, Woollett brought the
Council's attention to the maps on the board pointing out the
area in question as shown by the shaded area. This portion is
approximately 240 feet and has been reserved for a future street
The proposed street runs north and south and lies between Grace -
wood to the west, Hallowell to the east, Daines Drive on the
south and Live Oak to the north. The street would be 30 feet
wide and would go south to Daines, but not clear through to
Live Oak, City Attorney Shatford stated that he has prepared
an Ordinance for a first reading explaining that the City must
adopt an ordinance and intent to vacate. in each such case an
ordinance must be drawn and then a public hearing scheduled, in
this case December, 11, 1961. Notice must be posted 10 days be-
fore a hearing, which gives anyone time to voice any objections.

Councilman i'ierri tt moved to waive further reading of Ordinance
No. 61-46, seconded by Councilman l yrel l and carried unanimously
11. County of Los Angeles Boundary Commission:
a) Proposed annexations Nos. 16, 17, and 18, City of Rosemead.
b) City. of Arcadia proposed annexation #26.
Mr. Woollett informed the Council this was merely an official
announcement and recommended to receive and file, carried
unanimously.
12. Requested street name change: Mrs. Elizabeth B. Kendig, 5621
N. Pal Mal Avenue. Mr, Woollett read the basic communication
in which Mrs. Kendig requests the name of Lynrose rather than
Bogue for a new street of subdivision in Tract No. 26554.
Following a ten minute recess in order to study the street
numbering map, Councilman Merritt made a motion to approve the
request, seconded by Councilman Buchan, roll call vote as follow

NOES: Councilmen - None
ABSENT: Councilman Fitzjohn
13. Temple City Lions Club: Permission to conduct White Cane Drive.
Mr. Woollett read the basic communication from Mr. M. P. Kettle,
President of the Lions Club requesting permission to conduct
their Annual White Cane Drive on Friday, October 20th and Satur-
day, October 21, 1961 and also requesting a proclamation from
the Mayor declaring the above dates as White Cane Days.
Councilman Merritt moved that the Mayor proclaim White Cane Days
and grant permiss oar to conduct the White Cane Drive as request-
ed, seconded by Co;.anc i lman Buchan, roil can vote as follows:

ABSENT: Councilman Fitzjohn
Mayor Dickason so proclaimed October 20 and 21, 1961 as Annual
White Cane Days.
14. Placement of umbrellas on the 9600 block on Las Tunas. Mr. Al
Stoppel of Stoppeies Store for Boys made the original request
which was read by Mr. Woollet The merchants along the 9600
block on Las Tunas wish permission t:o place co'orfui umbrellas
in the pipes which formerly held the parking meters, This
would lend a festive air to the business center and perhaps '
draw more customers, as well as provide shade for passers -by.
The question arose as to whether these umbrellas would inter-
fere in any way with either cars or trucks parking along the
cut-b. Since there would be some overhang which would interfere
with a truck parking it was suggested that the pole could be
bent slightly. However, this would then allow the umbrellas
to hang too low over the street for safety of pedestrians.
The City Attorney felt that there should be some control by

the City as there was a question of liability, also maintenance.
Councilman Buchan made a motion to table this item for further
study, seconded by Councilman Tyrell and carried unanimously.
15. Letters of commendation: Fire Department Rescue Unit.
Mr. Woollett read two very fine letters of commendation regarding
the prompt and courteous action of the Fire Department Rescue
Unit. Councilman Tyrell recommended these letters be referred to
the Fire Department, seconded by Councilman Buchan, carried unani-
mously.
16. TIME RESERVED FOR THOSE IN THE AUDIENCE WHO WISH TO ADDRESS THE
COUNCIL:
Mr. G. H. Bedell, Chairman for the American Legion Committee of
"Proud Americans of Temple City" read a Resolution requesting the
Mayor and City Council to proclaim the period of October 19 - 28
for Patriotic Education and Observance, and that all citizens within
the city be asked to give proper respect to this period. This reso-
lution is similar to one passed by the Assembly and Senate of the
State of California and the County Board of Supervisors. The Ameri-
can Legion hopes to have all organizations and churches take part
in this week of observance and education. Councilman Tyrell moved
to adopt this. Resolution, seconded by Councilman Merritt, carried
by the following roll call vote:

NOES: Councilmen - None
ABSENT: Councilman Fitzjohn
17. MATTERS FROM CITY OFFICIALS:
a) Councilman Merritt commented on the fact that there was such
a large number of people in the.audience -and without a single
complaint. Councilman Tyrell observed that Reverend Walker was
the first one of the ministry to stay after the invocation for
the entire Council Meeting.
b) Mayor Dickason asked Mr. Woollett to read a letter received
by him from A. E. Valle, So. Calif. School of Anti - Communism,
requesting the Mayor proclaim the week of August 28th to September
1st as Anti - Communist Week, along with many other cities. Council-
man Tyrell made a motion requesting the Mayor proclaim the week
of August 28th to September 1st as Anti - Communist Week, seconded
by Councilman Buchan and roll call vote as follows:

ABSENT: Councilman Fitzjohn
c) Councilman Tyrell said that he has received several calls from
people concerning overnight parking of trucks and trailers also the
possibility of a business being operated on the corner of Alessandro
and Workman.
d) The Council inquired regarding the progress being made in the
hiring of a Director of Recreation. Mr. Woollett informed them
that there have been several examinations and oral interviews but
that so far there has been no one who qualifies for the job. A
Resolution was placed in the Councilmen's files this evening which,
when approved, will appoint Chris N. Jensen as Maintenance Man.
Mr. Woollett stated that he would like to recommend his appointment
immediately as he fully expects that by Monday of next week the
City can take over completely from the County except that the
County should mow the lawn on Tuesday as usual. Mr. Jensen was
interviewed by the City Manager, Karl Koski and Mr. Ristow and
appears to be very well qualified. Councilman Tyrell made a motion
to adopt the Resolution No. 61 -153 APPOINTING CHRIS N. JENSEN PARK
MAINTENANCE MAN, seconded by. Councilman Buchan and carried by the
following roll call vote:

e. City Manager Woollett reported on his visit with CHP Com-
missioner Crittenden in Sacramento last Friday.with regard to
CHP's ultimatum to pull out of Temple City on September 1, 1961.
It has been the policy of CHP since 1951 to serve newly in-
corporated cities until the City was in a position to provide
this service itself, which would be a period of 18 months to
two years. Commissioner Crittenden agreed to study the feas-
ibility of the City contracting with CHP, but this would not
be legally possible at present due to a ruling.by the State
Department of Finance. It could be brought before the Legis-
lature but would probably not be in effect until 1963.
Mr. Woollett made the following recommendations to the Council:
(1) That the Council reaffirm the request made in writing
by our Mayor to Commissioner Crittenden for CHP to
continue to provide traffic services until July 1, 1961
(2) That the Council indicate its desire and interest in
in determining the feasibility of contracting with
CHP for traffic services.
(3) That the City Council tonight direct the Mayor and/or
myself to contact our elective representatives, and
discuss this matter with them.
(4) That we give Commissioner Crittenden this week to reply
to the Mayor's letter requesting an extension of CHP
services until July 1, 1962. If the answer is not re-
ceived this week, the City Manager will automatically
contact the Commissioner by letter.
Councilman Tyrell moved to adopt the recommendations of City
Manager Woollett, seconded by Councilman Buchan and carried by
the following roll call vote:
AYES: Councilmen - Buchan, Merritt, Tyrell, Dickason

ABSENT: Councilman Fitzjohn
Mayor Dickason and the City Manager had a discussion with
Senator Richards who agreed to lend his support and the Council
felt that it should get all the personal contact possible to
lend support with respect to contracting for service with CHP.
Councilman Tyrell moved to investigate contract service, seconde
by Councilman Merritt and carried unanimously.
f. Mr. Bob Turner had previously requested permission to place
advertising signs across Las Tunas informing the public_ of the
All Nations Indian Pow Wow. City Manager Woollett felt this was
a worthy cause and requested Council's permission. Councilman
Merritt made a motion to grant permission for placement of signs
advertising All Nations Indian Pow Wow on guy wires across Las
Tunas Blvd., seconded by Councilman Buchan and carried unanimous
18. ADJOURNMENT:
Councilman Buchan moved to adjourn, seconded by Councilman
Merritt and carried. Council meeting adjourned at 8:55 P.M.
until the next regular meeting on August 28, 1961, at 7:30 P.M.
at the City Hall.
