MINUTES OF REGULAR MEETING
SEPTEMBER 11, 1961
1. INITIATION:
The regular meeting of the City Council of the City of Temple
City was called to order by Mayor Dickason at 7:30 P, M., who
2. led the Pledge of Allegiance to the Flag.
3. INVOCATION:
Invocation was given by Rev. Roger Hillis of Westminster Presby-
terian Church of Temple City.
4. ROLL CALL:
PRESENT; Councilmen - Buchan, Fitzjohn, Merritt, Tyrell, Dickason
ABSENT: Councilmen -None „
ALSO PRESENT: City Attorney Shatford and City Manager Woollett.
5. APPROVAL OF MINUTES:
Councilman Tyrell moved to adopt the minutes as mailed of the
regular meeting of August 28, 1961, Councilman Fitzjohn seconded
roll call vote as follows:
AYES: Councilmen- Buchan, Fitzjohn, Merritt, Tyrell, Fitzjohn
NOES: Councilmen -None
ABSENT: Councilmen -None
6. UNFINISHED BUSINESS:
PUBLIC HEARING: PROPOSED VACATION EASEMENT TRACT #26554.
The public hearing was declared open and explained re vacating
the easement. No one appeared to object to the vacation. Coun-
cilman Tyrell moved to close the Public Hearing, Councilman Mer-
ritt seconded, roll call vote as follows:
AYES: Councilmen- Buchan, Fitzjohn, Merritt, Tyrell, Dickason
NOES: Councilmen -None
ABSENT: Councilmen -None
Councilman Tyrell moved to instruct the City Attorney to prepare
a Resolution for the Council vacating this easement, Councilman
Merritt seconded, roll call vote as follows:
AYES: "Councilmen - Buchan, Fitzjohn, Merritt, Tyrell, Dickason.
NOES: Councilmen -None
ABSENT: Councilmen -None
7. ORDINANCE NO. 61 -47: installation of umbrellas upon city side-
walks. City Attorney Shatford read title to Ordinance No. 61-
47 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY,
CALIFORNIA, AMENDING THE TEMPLE CITY MUNICIPAL CODE BY ADDING
SECTIONS 3304 THROUGH 3319 RELATING TO INSTALLATION OF UMBRELLAS
UPON CITY SIDEWALKS. Councilman Tyrell moved to waive further
reading of Ordinance No. 61 -47, Councilman Fitzjohn seconded,
roll call vote as follows:
AYES: Councilmen- Buchan, Fitzjohn, Merritt, Tyrell, Dickason
NOES: Councilmen -None
ABSENT: Councilmen -None
As this was the 1st reading no further action was taken.
8. CERTIFICATE OF RECOGNITION:
At this time Mayor Dickason presented a. Certificate of Recogni-
tion from the City to Charles A. Ristow for his fine services
while serving as a Commissioner on the Parks & Recreation Commis-
sion.

City Manager Woollett explained this Resolution was formaliza-
tion of the Council decision made at the last meeting based on
the Planning Commission recommendation that this request be den-
ied due to lack of area and driveway was under width. Council-
man Tyrell moved to adopt Resolution No. 61 -158, Councilman
Fitzjohn seconded, roll call vote as _Follows:

NEW BUSINESS:
10. RESOLUTION NO. 61 -160: Appointing Director of Recreation.
City Manager Woollett read in full Resolution No. 61 -160 ap-
pointing Victor B. Kobett as Director of Recreation at a salary
of $516. per month. Councilman Tyrell moved to adopt Resolution
No. 61 -160, Councilman Fitzjohn seconded. After discussion roll
call vote as follows:
AYES: Councilmen- Buchan, Fitzjohn, Merritt, Tyrell, Dickason
NOES: Councilmen -None
ABSENT: Councilmen -None
RESOLUTION NO. 61 -15T;: Amending appointment of County Engineer
as City Engineer.
City Manager Woollett explained this is authorization for the
County Engineer to designate his Chief Deputy to act in his
behalf as City Engineer when necessary. Councilman Tyreli moved
to adopt Resolution No. 61 -159, Councilman Buchan seconded, roll
call vote as follows:

12. RESOLUTION NO. 61 -157: Warrants & Demands.
Councilman Fitzjohn moved to adopt Resolution No, 61 -157, war-
rants and demands in the sum of $10,676.88 and Nos. 769 through
797, Councilman Buchan seconded, roll call vote as follows:
AYES: Councilman- Buchan, Fitzjohn,Merritt, Tyrell, Dickason
NOES: Councilmen -None
ABSENT: Councilmen -None
13. TRAFFIC COMMISSION RECOMMENDATIONS:
1. installation Blvd. Stop sign on private street north of
Broadway on west line of Enc i n S'ta.
2. Installation Stop signs on Persimmon Ave. at north and south
lines of Freer.
3. Increase height of fence on Grand Ave, bridge over Arcadia
Wash.
4. Installation of red curb markings vicinity of Olive St. &
Baldwin Ave.
Councilman Fitzjohn moved to approve the above recommendations
of the Traffic Commission, Councilman Merritt seconded, roll
call vote as follows:
AYES: Councilmen - Buchan, Fitzjohn, Merritt, Tyrell, Dickason
NOES: Councilmen -None
ABSENT: Councilmen -None
14. COMMUNICATIONS:
City Manager Woollett read a letter from Mrs. Robert De Mille,
National Defense Chairman of Alhambra -San Gabriel Chapter of
the Daughters of the American Revolution requesting the 17th of
Sept. to the 23d be proclaimed Constitution Week. Mayor Dicke
son also read a similar request he had received from Geo. E.
Ross of Los Angeles. Councilman Fitzjohn moved to do so, Coun-
cilman Merritt seconded, and carried unanimously.
City Manager Woollett read a letter from Arthur G. Will, County -
City Coordinator in the Chief Administrative Office, regarding
Assembly Bill 2126 re Regulation of Mobile Homes and Mobile Home
Parks. This bill places responsibility for enforcement of its
various provisions with the State as of Sept. 15, 1961, unless
notified to the contrary by the Cities that they desire to to
assume responsibility in their own jurisdiction. Following dis-
cussion Councilman Tyrell moved to direct the City Manager to
write the State Division of Housing advising them the City of
Temple City desires to maintain jurisdiction of any mobile homes

or mobile home parks within the City, and the City is delegating

the enforcement and inspection to the Los Angeles County Health
Officer, the County to retain all fees provided for in the new
Act as compensation for services rendered, Councilman Fitzjohn
seconded, roll call vote as follows:
AYES: Councilmen- Buchan, Fitzjohn, Merritt, Tyrell, Dickason
NOES: Councilmen -None
ABSENT: Councilmen -None
Annexations: No. 28; SE Arcadia Uninhabited to Arcadia
Nos. 253, 260, 261, 263 to City of El Monte.
None of these annexations are adjacent to Temple City. Council-
man Tyrell moved to receive and file, Councilman Buchan seconded
and carried.
City Manager Woollett,read a letter from Wm. Wyatt, Sec, of the
Temple City Lion's Club requesting permission to install street
banners For the Lion's Club Annual Breakfast on October 15, and
also White Cane Days on October 20th and 21st. Councilman Fitz-
john moved to approve this request, the installation of the ban-
ners to be subject to the approval of the City Manager. Coun-
cilman Buchan seconded and carried.
Mr. Woollett read a letter directed to our Fire Dept. in appre-
ciation of the Rescue Unit which was referred to the Fire Dept.
Mayor Dickason read a communication from the Los Angeles County
Heart Assn. designating February, 1`62, for campaigning for the
Heart Fund.
15. TIME RESERVED FOR THOSE IN THE AUDIENCE WHO WISH TO ADDRESS THE
COUNCIL:
No one wished to speak.
16. MATTERS FROM CITY OFFICIALS:
Councilman Fitzjohn asked regarding the Library and also the
Master Plan and Mr. Woollett advised the City had done all it
could and he would again try and speed up the action of the other
government agencies involved.
Councilman Tyrell reported information regarding Civil Defense.
Councilman Fitzjohn asked regarding 25' strip offered to City
by Arley Gorham for a street: Mr.';Ioollett advised petitions are
being circulated by property owners and we expect to get an an-
swer if they are interested.
City Manager Woollett read a notice of a League of Calif. Cities
meeting on Sept. 21 when they will vote on officers for this
coming year and asked Councilman to advise if able to attend so
reservations can be made,
City Manager Woollett suggested the City have a Collection Agen-
cy try and collect the ambulance charges which the City has had
to pay, and in that way if collectable at all would realize 50%
rather than none. Following discussion it was decided the City
Attorney will draw up a letter and send it out to these people,
the City to give him the names and addresses.
17. Councilman Merritt moved to adjourn, Councilman Buchan seconded
and carried, Council adjourned at 9 P. M. Next regular meeting
September 25, 1961, at 7 :30 P. M. at the City Hall.
