MINUTES OF REGULAR MEETING
OCTOBER 20, 1961
iNITIATi0N:
1 . The regular meeting of the City Council of the City of Temple
City was called to order by Mayor Dickason at 7:30 P. M„ who
2, led the Pledge of Allegiance to the Flag.
3. INVOCATION:
Invocation was given by Rev. R, E, Schulz of the Lutheran Church,
9123 Broadway, Temple City.

APPROVAL OF MINUTES:
Under item 18 on page 4 under matters from City Officials the
next to last paragraph was corrected by Mr. Woollett to read
"Supervisor Boneili asked the Parks & Recreation Dept. for a re-
commendation on it." Councilman Tyrell moved to adopt the min-
utes as mailed subject to above correction, Councilman Fitzjohn
seconded, roll call vote as follows:

UNFINISHED BUSINESS:
ORDINANCE NO, 61-50: 2nd reading, City Attorney Shatford read
title to Ordinance No,, 61 -50 AN ORDINANCE OF THE CITY OF TEMPLE
CITY AMENDING ORDINANCE NO, 6023 RE AUTOMOBILE PARKING REQUIRE -
MENTS, Councilman Tyrell moved to waive further reading of
Ordinance No, 61 -50, Councilman Merritt seconded, roll call vote
as follows:

7 REQUESTED TUTHILL PANEL KAUFFMAN SOUTH OF SPARKLETT ST.
City Attorney Shatford advised the City cannot legally construct
a barricade on private property at the end of the non - dedicated
portion of Kauffman St. He recommended that the recommendation
of the Traffic Commission for this installation on private prop-
erty be denied as improper expenditure of public funds..Council-
man.Tyrell so moved with added recommendation that a sign be
placed at the end of dedicated street stating "End of Dedicated
Roadway -" in addition to "Not a Thru Street ", Councilman Merritt
seconded, roll call vote as follows:

8, RESOLUTION NO, 61 -172- Condemnation proceedings Arden Drive.
City Attorney Shatford read in full Resolution No. 61 ®172 titled
A RESOLUTION OF THE CITY OF TEMPLE CITY AUTHORIZING COMMENCEMENT
OF EMINENT DOMAIN PROCEEDINGS RE ARDEN DRIVE. He also gave a
brief history of the case leading up to the present reasons for
the Resolution commencing this procedure, Councilman Tyrell
moved to adopt Resolution No. 61 -172, Councilman Merritt second -
ed, roll call vote as follows:

CITY ISSUANCE OF PISTOL PERMITS:
A lengthy discussion followed the introduction of this question
by the City Attorney. Lt. Baker of the Sheriff's Dept. gave
added information. Councilman Merritt stated he would like to
hold this matter over for further study and have the Council
come to some sort of decision on it when facts can be gathered
in. Councilman Tyrell so moved, Councilman Buchan seconded,
and carried.
10. RECOMMENDED TRAFFIC ENFORCEMENT 11 -1 -62 to 6 -30 -62
City Manager Woollett discussed his research regarding this
program and recommended as follows:
1. Request the Calif. Highway Patrol to continue traffic law
enforcement activities on Rosemead Blvd.
2. Request the Sheriff's Dept. to provide (2) one -men 8 hr. cars
per day for traffic law enforcement on al) city streets ex-
cept Rosemead Blvd.
3. That prior to adoption of the 1962 -63 budget in June 1962,
the Council review the statistics available for the period
beginning 1 -1 -62, with reference to accident rate, revenue,
and over -all effectiveness of the CHP and Sheriff's Dept.
combined responsibility for our traffic law enforcement.
Councilman Tyrell moved to instruct the City Manager to imple-
ment these recommendations #1, 2, and 3. Councilman Merritt
seconded. City Manager Woollett requested that in order to put
the Sheriff in a position to recruit additional personnel and
equipment that he be instructed to request these services for the
City from CHP to continue traffic enforcement on Rosemead Blvd.
and to request from the Sheriff's Dept. 2 one -man traffic cars
for 56 hours a week each commencing 1 -1 -62 through &- .30*- 62.Coun-
oilman Tyrell so amended his motion, Councilman Merritt seconded
the amendment. Following discussion the roll call vote was as
follows:

11. RESOLUTION NO. 61 -171: Appointment part time and temporary per-
sonnel.
City Manager Woollett explained this resolution officially places
on the payroll additional employees primarily to work in the
Recreation Dept. in the after school recreation program and also
at Live Oak Park. Councilman Fitzjohn moved to adopt, Council-
man Buchan seconded, roll call vote as follows:
AYES: Councilmen - Buchan, Fitzjohn, Merritt, Tyrell, Dickason
NOES: Councilmen -None
ABSENT: Councilmen -None
12. RECOMMENDATIONS FROM TRAFFIC COMMISSION:
5. Requested "Not a Thru Street" sign Lynrose west line of Mc-
Culloch: Recommend installation.
6. Request crossing guard Longdon and Oak: Recommend advance
pavement markings reading "Stop Ahead ".
7. Temple City Blvd. & Lower Azusa- parking problem.
Recommend commercial vehicle loading zone 30 ft. in length
on the south side of Lower Azusa Rd. commencing 39 ft. east
of the east curb line of Temple City Blvd. to a point 69 ft.
east of said east curb line.
Councilman Tyrell moved to adopt the recommendations of the
Traffic Commission as shown on items 5, 6 and 7. Councilman
Fitzjohn seconded,roll call vote as follows:

13 RESOLUTION NO. 61-170: Warrants & Demands
Councilman Tyrell moved to adopt Resolution No. 61-170, warrants
& demands Nos. 860 through 889, in the sum of $10,260,06, Coun-
cilman Buchan seconded, roll call vote as follows:
AYES: Councilmen - Buchan, Fitzjohn, Tyrell, Dickason
NOES: Councilmen -None

ABSTAINING: Councilman- Merritt
14. PETITION REQUESTING TREE REMOVAL: 10665 E. Freer St.
City Manager Woollett advised the tree is in the easement and
planted long before the driveway was put in. City Attorney Shat-
ford stated it was not the City's responsibility. Following dis-
cussion the City Manager recommended that he be instructed to
inform the petitioners that the City Council feels the petition-
ers should do so at their own expense. Councilman Fitzjohn so
moved, Councilman Tyrell seconded, and carried.
b. Recommended master tree planting plan.
;Mr. Leonard Fox of the County Roadside Tree Dept. explained the
importance of a master plan of replacement in an orderly manner
of any trees removed to carry out an over -all plan. Following
discussion the Council was in agreement that the beautiful trees
in the City should be preserved as much as possible and agreed
a plan should be adopted. Councilman Fitzjohn moved that the
City Attorney be instructed together with the City Manager to
draw an Ordinance for a Master Plan of tree planting, Councilman
Merritt seconded, roll call vote as follows:

15, COMMUNICATIONS:
City Manager Woollett read a letter from the San Gabriel Academy
of Seventh -Day Adventists requesting a permit to sell peanuts
and cookies from door to door during the period from October 26
through November 8, 1961. Councilman Merritt moved to grant the
request, Councilman Buchan seconded and carried.

17, MATTERS FROM CITY OFFICIALS:
City Manager Woollett read a letter from California Contract
Cities Assn. requesting Temple City to Co -host the May, 1962,
meeting with Bradbury, City of Industry, Irwindale, San Dimas,
Cudahy, and Walnut. Councilman Merritt moved that we comply
with the request and go in with these other cities and host
the Contract Cities meeting in May, 1962, Councilman Buchan se-
conded, roll call vote as follows;

City Attorney Shatford read title to Resolution No. 61 -173 A
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY GRANT-
ING APPLICATION OF ALEX E. CHERNEKOFF FOR A ZONE VARIANCE IN ZONE
CASE NO. 61-•21 TO PERMIT SECOND HOUSE AT 5051 SULTANA, SUBJECT
TO CERTAIN CONDITIONS. Councilman Tyrell moved to waive further
reading, Councilman Merritt seconded, roll call vote as follows:

ABSENT: Councilmen -None
City Manager Woollett advised for Master Plan statistics he has
requested additional population dats from the Bureau of Census,
and before the material will be forwarded the cost of $67,50
must be paid. In order to expedite this he requested the Council
to authorize the Mayor, City Treas. and City Clerk to sign a
check to them for $7.50. Councilman Fitzjohn moved to do so,

City Manager Woollett read a letter from the Coliseum Commission
requesting Nov, 19-25 proclaimed as MERCY WEEK, and November
23 as MERCY DAY supporting the benefit football game for the
benefit of victims and families of the Calif, State Poly College
football team of San Luis Obispo inthe airplane crash in 1960
in Toledo, Ohio. Councilman. Buchan moved to make the proclama-
tion, Councilman Fitzjohn seconded, and carried,
Mr. Woollett read a letter From the City of Duarte requesting the
City to support their bill in the legislature to outlaw draw
poker in the state by so notifying Sen, Richards, Councilman
Fitzjohn moved that the City be on record as in favor of out-
lawing licensed poker parlors conducted as business, Councilman
Buchan seconded and carried,
Mrs Woollett read a letter from the City of Pasadena requesting
the City of Temple City to consent to the annexation to the City
of Pasadena of uninhabited territory situated within 3 miles of
the boundaries of the City of Temple City. Councilman Buchan
moved to grant the request, Councilman Fitzjohn seconded and
carried.
Mr. Woollett stated a conference had been held with the Chief
Administrative Office, the Library District Office, and the
Property Management Office, to discuss the library situation and
all were in agreement. Also today a meeting with Mr. Geller and
the Joint Powers Agreement is now being prepared that would af-
fect the construction of this library and he expects:to have it
at the next Council meeting.
Councilman Merritt asked about the many signs in front of vari-
ous business places on the sidewalk, City Attorney Shatford
stated they were on the City easement and we can order removal
as they are on our property,
ADJOURNMENT:
Councilman Fitzjohn moved to adjourn, Councilman Buchan seconded,
Council meeting adjourned at 10 P. M. until November 13, 1961,
at 7 :30 Pe M. at the City Hall,
