CITY OF TEMPLE CITY
TEMPLE CITY, CALIFORNIA
MINUTES OF ADJOURNED MEETING
NOVEMBER 14, 1961
1. Mayor Dickason called the adjourned meeting of the City Council
to order at 7:30 P. M.
II 2, ORDINANCE NO, 61 -52. The City Attorney read the corrected sec -
tions of Ordinance No, 61 -52. He then read title to Ordinance
No, 61 -52 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF TEMPLE
CITY, CALIFORNIA, REGULATING THE PLANTING AND MAINTENANCE OF
STREET TREES: REQUIRING PERMITS FOR THE PLANTING, PRESERVATION
AND REMOVAL IN PUBLIC PLACES. Councilman Tyrell moved to waive
further reading, Councilman Fitzjohn seconded, roll call vote as
fol lows:
AYES: Councilmen - Fitzjohn, Merritt, Tyrell & Dickason
NOES: Councilmen -None
ABSENT: Councilman- Buchan
As this was the first reading no further action was taken.
3. ORDINANCE NO. 61 -53. City Attorney Shatford read title to
Ordinance No. 61 -53 as amended AN ORDINANCE OF THE CITY COUNCIL
OF THE CITY OF TEMPLE CITY, CALIFORNIA, REGULATING STREETS AND
SIDEWALKS IN THE CITY OF TEMPLE CITY. Councilman Tyrell moved
to waive further reading of Ordinance No. 61 -53, Councilman
Fitzjohn seconded, roll call as follows:
AYES: Councilmen-Fitzjohn, Merritt, Tyrell, Dickason
NOES: Councilmen -None
ABSENT: Councilmen- Buchan
As this was the first reading no further action was taken.
4. ORDINANCE NO, 61 -55: Reculating conduct in public parks.
City Attorney Shatford read title to Ordinance No. 61 -55
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY,
CALIFORNIA, REGULATING THE CONDUCT IN PUBLIC PARKS: PROVIDING
FOR ENFORCEMENT THEREOF: AND PRESCRIBING PENALTIES FOR THE
VIOLATION OF ITS PROVISIONS. Councilman Tyrell moved to waive
further reading of Ordinance No. 61 -55, Councilman Merritt se-
conded, roll call vote as follows:
AYES: Councilmen- Fitzjohn, Merritt, Tyrell, Dickason
NOES: Councilmen -None
ABSENT: Councilman- Buchan
As this was the first reading no further action was taken.
5. RECOMMENDATIONS OF PARKS & RECREATION COMMISSION:
I. Schedule of Fees & Charges. There followed a lengthy dis-
cussion regarding fees and charges for the facilities at the
park. Councilman Merritt moved to hold this matter over and
send it back to the Parks & Recreation Commission to go over
their recommendations for fee schedule, rules & regulations
governing rental of facilities, co- sponsorship by City of vari-
ous events, and policy on special programs, and to report back
to the City Council, Councilman Tyrell seconded, roll call vote
as follows:
AYES: Councilmen - Fitzjohn, Merritt, Tyrell, Dickason
NOES: Councilmen -None
ABSENT: Councilman- Buchan

6. ORDINANCE NO, 61 -51: Establishing a Personnel Ordinance.
City Attorney Shatford stated this was the first reading and
read title to Ordinance No. 61 -51:AN ORDINANCE OF THE CITY COUN-
CIL OF THE CITY OF TEMPLE CITY, CALIFORNIA, ESTABLISHING A
PERSONNEL SYSTEM.
A number of amendments were discussed as follows:
It was added that all employees be required to take the Loyalty
Oath.

That part -time employees with less than 25 hours per week re-
gularly are not entitled to provisions for sick leave and vaca-
tion.
That sick leave time is cut from allowance of 12 days per year
to 5 days subject to some flexibility in case of serious illness.
Also that a Doctors certificate may be required in verification
of illness.which will state the nature of alleged illness.
The following holidays shall be deleted from the list of legal
holidays when the City Hall will be closed:
February 12 Lincoln's Birthday
February 22 Washington's Birthday
September 5 Admission Day
October 12 Columbus Day
November 11 Veterans Day
Good Friday
Councilman Fitzjohn moved to waive further reading, Councilman
Tyrell seconded, roll call vote as follows:
AYES: Councilmen - Fitzjohn, Merritt, Tyrell, Dickason
NOES: Councilmen -None
ABSENT: Councilman - Buchan
As this was the first reading no further action was taken,
Mayor Dickason stated he had been to San Diego and had some very
interesting discussions with City officials regarding city im-
provement and he felt it might be very enlightening and helpful
if Mr. Woollett could have a conference with these officials.
Councilman Tyrell moved that the City Manager be authorized to
go to San Diego, El Cajon, and adjacent cities in connection
with investigation of planning research, Councilman Merritt
seconded, roll call vote as follows:
AYES: Councilmen- Fitzjohn, Merritt, Tyrell, Dickason
NOES: Councilmen -None
ABSENT: Councilman - Buchan
Securing credit cards for the City for travel, food and lodging
was discussed by the Council. Councilman Tyrell moved that
credit cards be secured for travel, food and lodging and car
rental, for the use of the City Manager or official designated
by him, or any Councilman_ Councilman Merritt seconded, roll
call vote as follows:
AYES: Councilmen - Fitzjohn, Merritt, Tyrell, Dickason
NOES: Councilmen -None
ABSENT: Councilman- Buchan
5o City Manager Woollett explained the "Burn a light at Night"
program and recommended the Council endorse the program. Council-
man Fitzjohn moved that the City support the program, Councilman
Tyrell seconded, and carried.
10. City Manager Woollett gave a resume of a talk he gave at the
Chamber of Commerce Board Meeting regarding revitalization of
the business district in Temple City.
11. Councilman Tyrell moved to adjourn, Councilman Merritt seconded,
Council adjourned until November 27, 1961, at 7 :30 Pe M. in the
City Hall, 9664 E. Las Tunas Dr.
