Ordinance No. 1488
AN ORDINANCE OF THE CITY COUNCIL OF THE
CITY OF LYNWOOD AMENDING ORDINANCES 968
AND 1081 OF THE LYNWOOD CITY CODE RELATING
TO THE TRAFFIC, PARKING, AND SAFETY COMMISSION
The City Council of the City of Lynwood hereby does ordain as follows:
SECTION 1. The Lynwood City Code is amended to read as follows:
SEC. 7-7.5 Established; Composition; Appointment and Removal of
Members; Terms of Office; Compensation.
a. There is hereby established an advisory Traffic, Parking, and Safety
Commission. The Commission shall consist of seven (7) persons appointed by
the City Council who shall be residents of the City not holding a position for which
compensation is paid by the City. Four (4) of the members of the commission first
appointed by the City Council shall serve for terms of four (4) years each, and the
remaining three (3) members of the Commission first appointed by the City
Council shall serve a term of two (2) years.
b. The determination as to which of the members serves an initial term of two
(2) years shall be by lots drawn by them. Thereafter, all members shall be
appointed for terms of four (4) years; provided, however, the City Council. may
remove any member from the Commission at any time and without cause. The
City Council shall fill any vacancy occurring in the commission by appointment for
the remainder of the term.
SECTION 2. Powers and Duties.
1. With respect to parking matters, the Commission shall suggest the
most practical means for coordinating the activities of all officers and agencies of
the City having authority with respect to the administration and/or enforcement of
parking regulations; stimulate and assist in the preparation and publication of
reports concerning parking; receive complaints having to do with parking matters;
and recommend to the City Council and to the City Engineer, Law Enforcement
Officials, and other City officials ways and means of improving parking conditions
and the administration and enforcement of parking regulations.
2. With respect to traffic matters, the Commission shall suggest the
most practical means for coordinating the activities of all officers and agencies of
the City having authority with respect to the administration and/or enforcement of
traffic regulations; stimulate and assist in the preparation and publication of traffic
reports; receive complaints having to do with traffic matters; and recommend to
the City Council, the City Engineer, Law Enforcement Officials and other City
officials ways and means of improving traffic conditions and the administration and
enforcement of traffic regulations.
3. With respect to safety matters, the Commission shall provide a
forum for the receipt of information, recommendations, and complaints from the
community relating to emergency preparedness. The Commission shall
recommend to the City Council, plans, programs, procedures, policies and
proposed legislation for the purpose of promoting, enhancing, and improving
emergency preparedness in the community. The Commission shall cooperate
with City departments and other public agencies in promoting all aspects of
emergency preparedness, and, if so authorized by the City Council, shall organize
workshops relating to emergency preparedness.

SECTION 3. Compensation of Members.
1. There is hereby established an advisory Traffic, Parking, and Safety
Commission consisting of seven members who shall serve with such
compensation as the City Council may from time to time provide and who may be
reimbursed for actual expenses incurred in connection with the official business of
the commission to the extent authorized by the City Council.
SECTION 4. Severability.
1. !f any section, subsections, subdivision, sentence, clause, phrase or
portion of this Ordinance , or the application thereof to any person or place, is for
any reason held to be invalid or unconstitutional by the decision of any court of
competent jurisdiction, such decision shall not affect the validity of the remaining
portions of this Ordinance or its application to other persons or places. The City
Council hereby declares that it would have adopted this Ordinance, and each
section, subsection, subdivision, sentence, clause, phrase or portion thereof,
irrespective of the fact that any one or more sections, subsections, subdivisions,
sentences, clauses, phrases, or portions, or the application thereof to any person
or place, be declared invalid or unconstitutional.
SECTION 5. The City Clerk is hereby ordered and directed to certify
to the passage of this ordinance and to cause the same to be published once in
the Lynwood Press/Wave, a newspaper of general circulation, printed, published
and circulated in the City of Lynwood.
