AN ORDINANCE OF THE CITY COUNCIL OF THE
CITY OF LYNWOOD AMENDING ORDINANCE 460
OF THE LYNWOOD CITY CODE RELATING TO THE
RECREATION AND PARKS COMMISSION
The City Council of the City of Lynwood hereby does ordain as follows:
2-14.1 Definition. As used in this section:
Recreation shall mean and include any activity voluntarily engaged in
which contributes to the physical, mental or moral development of the individual
or group participating therein, and any activity in the fields of music, drama, art,
handicraft, science, literature, nature study, mature contacting, aquatic sports,
and athletics and any informal play incorporating any such activity.
2-14.2 Created.
There is hereby created a Recreation and Parks Commission.
2-14.3 Composition; Appointment of Members.
The Recreation and Parks Commission shall consist of seven (7)
members, all of whom shall be appointed by the Council.
2-14.4 Members To Be Residents of City.
Members of the Recreation and Parks Commission shall be residents of
the City a.. any member of the Recreation and Farks Commission shah
automatically be det~med to have resigned from the Recreation and Parks
Commission and his office as a member of the Recreation and Parks
Commission shall automatically be vacated upon such member having
ceased to be a resident of the City.
2-14.5 Terms of Members.
The terms of the members of the Recreation and Parks Commission first
appointed shall be as follows: Three (3) shall be appointed for a term of
two (2) years; two (2) for a term of three (3) years; and two (2) for a term
of four (4) years. Their successors shall be appointed for terms of four (4)
years.
2-14.6 Removal of Members.
Any member of the Recreation and Parks Commission may be removed
by the Council at its pleasure.
2-14.7 Vacancies. fi
In the event of a vacancy during the term of any Recreation and Parks
Commission member, the vacancy shall be filled by appointment by the
City Council.
2-14.8 Compensation of Members.
Members of the Commission may be compensated in such amounts as
the City Council may determine and, in addition thereto, may be
reimbursed for actual expenses incurred in connection with the official
business of the Commission to the extent authorized by the City Council.
2-14.9 Election of Chairman and Other Officers.
Immediately after appointment, the Recreation and Parks Commission
shall in July of each year meet and organize by electing one (1) of its
members as Chairman and such other officers as may be necessary.
2-14.10 Regular and Special Meetings.
a. A regular meeting of the Recreation and Parks
Commission shall be held on the fourth Tuesday of each and every month
at 6:00 p.m. The Recreation and Parks Commission may hold such other
meetings as it may from time to time prescribe in accordance with this
section, its rules and regulations, and Parliamentary Procedure.
b. The Recreation and Parks Commission may hold
such other meetings as it may prescribe in accordance with this section or
its rules and regulations.
2-14.11 Adoption of Bylaws for the Conduct of Business.
The Recreation and Parks Commission shall have the power to adopt
bylaws, rules and regulations for the governing of its own business and
affairs.
2-14.12 Adoption of Regulations.
The Recreation and Parks Commission shall have the power to adopt
bylaws, rules and regulations for the proper conduct of public recreation
within the City and under the City's jurisdiction. Bylaws, rules and
regulations for the conduct of public recreation shall be presented to and
approved by the Council.
2-14.13 Recommendations to Council.
The Recreation and Parks Commission shall recommend to the Council
for adoption such ordinances as it may deem necessary or desirable for
the regulation of public recreation within the City.
2-14.14 Powers and Duties Generally.
It shall be the duty of the Recreation and Parks Commission:
a. To supervise generally all public recreation within the City.
b. To prepare and develop recreation and parks programs within the
City.
c. To advise the Council and City Manager and to make
recommendations to them concerning the present and future public
recreation needs of the City.
d. The Recreation and Parks Commission shall have the power to
plan and generally supervise recreation activities jointly with other
governmental bodies, school districts or civic organizations which
have entered into agreements with the City.
First read at a regular meeting of the City Council of said City held on the
25th day of March, 1999, and finally ordered published at a regular meeting of
said Council held on the 6th day of April, 1999.
