SUBJECT: Public Access to Proposed Stevens Creek - Shoreline
Nature Study Area
Introduction: On June 11, 1975 , the District applied for a
Land and Water Conservation Fund grant to assist- in obtaining
a 54 acre baylands parcel adjacent to Stevens Creek in the
vicinity of Crittenden Lane. Although no formal notification
has been received by the District as to whether or not the pro-
ject will be funded, staff is attempting to formalize arrange-
ments between the Santa Clara Valley Water District and the
Midpeninsula Regional Park District to allow public access
to this site should the grant request be approved and should
the District acquire the property. A map of the proposed
acquisition is attached.
Discussion: In the grant application for the proposed acqui-
sition, the District indicated that the primary use of the
site would be for nature study for school children. This
site is particularly well suited for this purpose due to its
proximity to the Bayshore Freeway and because the other re-
gionally significant nature study area, Palo Alto Baylands,
is currently being used to capacity.
The area of the levee between Crittenden Lane and the pro-
posed acquisition is owned by the Santa Clara Valley Water
District, and any owner of the 54 acre parcel has an access
easement to the parcel. In order to secure public access,
staff is following the procedures as required by the joint
use policy of the SCVWD. One SCVWD condition for entering
into an agreement for joint use of their facilities requires
that a public hearing be held, and that the responsibility
for carrying out that hearing should be borne by the agency
requesting use of the facility. It is the opinion of SCVT,1D
staff that an adequate public hearing can be held as part
of a regular MRPD Board meeting, with the condition that

all adjacent property owners be notified of the hearing. All
adjacent property owners are being notified and invited to
comment at the Board meeting.
In addition to public access to the 54 acre parcel, the Dis-
trict is soliciting input regarding the feasibility of using
additional SCVWD levees in this area for trails purposes,
particularly from the subject parcel to the bay margin. The
reason for proposing discussion of this additional item is
that the subject of trails use in the area will likely be
addressed in a proposed multi-objective study sponsored by
the SCVWD and with limited participation by the MRPD.
Recommendation: It is recommended that the Board hear any
comment at the public hearing, and then based upon that
discussion, consider adopting the attached resolution.

RESOLUTION NO.
RESOLUTION OF THE BOARD OF DIRECTORS
OF THE MIDPENINSULA REGIONAL PARK
DISTRICT REQUESTING A RESOLUTION OF
INTENT FROM THE SANTA CLARA VALLEY
WATER DISTRICT
The Board of Directors of the Midpeninsula Regional Park
District does resolve as follows:
WHEREAS, the Midpeninsula Regional Park District
has applied for a Land and Water Conservation Fund grant
to assist in the acquisition of a most significant portion
of marshland called the proposed Stevens Creek - Shoreline
Nature Study Area located adjacent to the Santa Clara
Valley Plater District Stevens Creek right-of-way, and
WHEREAS, in order to assure public access to this
site for purposes of conducting environmental education
programs and providing limited low-intensity recreational
use, such as nature study, hiking and bicycling,
THEREFORE, the Board of Directors of the Midpeninsula
Regional Park District requests that the Santa Clara Valley
Water District indicate by resolution of intent their willingness
to enter into a joint use agreement with the MRPD to allow
access to the proposed Midpeninsula Regional Park District
baylands site, should the Midpeninsula Regional Park District
acquire it.

SUBJECT: Land Use Workshop Format and Agenda
Purpose: To explore in detail the land use portion of our
Basic Policy and its impact on the land acquisition program.
Expected Output: A statement of the issues facing the District
with a statement of the consensus of Board and staff on an issue
if one exists. Where none is identified, future action will be
required. Issues can be written on a blackboard as the workshop
continues.

I . A. During the next eight years, the amount of public
access allowed should be limited as much as possible.

11 :00 11. A. No more than five percent of the District ' s annual
tax income should be allocated to the Open Space
Resources Program which includes all capital im-
provements, maintenance , patrol and related activ-
ities.
B . The Trails Task Force has successfully completed its
charge, and further activity in this area should be
handled by independent citizens committees.
C. The regional trails plan will be one factor in
evaluating lands for acquisition, but the District
will place no special emphasis on acquiring the land
or land interests required to implement the plan.

D. In the long run the District will take the lead in
acquiring the interests necessary to implement the
plan.

E . Historical hiking and equestrian trail use of a
regional nature will be continued consistent with
the protection of the site.
F. Historical hiking and equestrian trail use of a local
nature will be continued only when a volunteer group
agrees to assume substantially all the responsibility
for patrol and maintenance.
G. Unless such agreement is reached, local use will be
allowed only by responsible organizations on an
occasional basis or by individuals who can show
special circumstances, and then only by permit.

III . A. Staff resources should be allocated to enforcement
of the District 's ordinance and policies only to the
extent necessary to protect the site.
3: 00 IV. A. District sites should not be advertised, but infor-
mation regarding them should be made available upon
request.

*All participants will bring their own brown bag lunches. Coffee
will be served.

SUBJECT: Proposed Co-sponsorship of open Space Conference
Attached is a memorandum from Ellie Huggins, who is Co-
ordinator of Volunteers for the MRPD under a contract
with the Environmental Volunteers, describing prelim-
inary plans for an open space conference to be held
on Saturday, May 22 , 1976. The primary goal of the
conference is to inform the public about the need for
the preservation of open space. It will also serve to
introduce them to certain sites that are open only to
special groups. In addition, it will illustrate the
variety of ways in which open space can be preserved
and how it is treated as a resource.
As you can see from Ellie' s memorandum, a variety of
groups have agreed to co-sponsor this conference.
The conference certainly appears to be in the District' s
interest. I therefore recommend that the Midpeninsula
Regional Park District join with these groups to sponsor
this regional conference.

SUBJECT: Proposed Co-sponsorship of Open Space Conference
During the past month, Ellie and Don Weden of County
Planning have been meeting with representatives of seven
other regional groups to plan a one day conference to in-
form the community about open space lands of the midpenin-
sula. Carroll has attended these meetings since the Dis-
trict would be asked to co-sponsor the conference. The
conference theme will be "in celebration of open space" .
A keynote speaker will open the conference with a talk
on the need for open space in our lives and in our commun-
ity. Slide shows will introduce six local open space areas
that are open to the public for tours led by volunteer
docents. Conferees will then adjourn to study a series
of exhibits and talk with representatives of local docent
programs, the water district, parks and recreation depart-
ments, the Wildlife Refuge, City of Palo Alto Nature and
Science Department, Nature Conservancy and The Trust for
Public Lands.
Following the fair and a lunch break (brown bag) , buses
will take conferees to one of five sites for a 22 hour
tour. The sites proposed are Jasper Ridge, Filoli, Black
Mountain Open Space Preserve, a private ranch, and the Marine
Ecological Institute Inland Seas tour of the south bay.
The registration fees will cover the costs of the conference.
Recommendation: I recommend that the Midpeninsula Regional
Park District co-sponsor this conference,

SUBJECT: Cancellation of Second Regular Meeting
in February
As mentioned in my memorandum (M-76-12 of January 23 , 1976)
on Scheduling of Hearing in San Mateo County Regarding
Proposed Annexation, it appears that the Regular Meeting
of February 25 can be cancelled. This would be desirable
in view of the number of Special Meetings which are
being held this month.
The report on the Fremont Older Open Space Preserve use
and management plan which was originally scheduled for
February would instead be presented after the land use
workshop of February 28; this would be a logical sequence
of events.
