HomeMy Public PortalAbout068-2002 - General Ordinance - Amends Section 30.01 of the City Code (Council Districts) ORDINANCE NO- 68 - 2002 A GENERAL ORDINANCE AMENDING SECTION 30.01 OF CHAPTER 30 OF THE CITY OF RICHMOND CODE REGARDING BOUNDARIES FOR COUNCIL DISTRICTS WHEREAS, Section 30.01 of Richmond Code sets forth the boundaries and definitions for the six (6) Council Districts of the Richmond Common Council; and WHEREAS, Indiana Code requires all second class cities to review and to the extent necessary revise their Council District boundaries following each national census, with the specific requirement and/or recommendation that the population deviation from one District to another District not exceed ten percent (105); and WHEREAS, due to population changes, as reflected in the most recent 2000 Federal Census, some changes are necessary to the current Council Districts. NOW, THEREFORE, be it ordained by the Common Council of the City of Richmond, Indiana, that Section 30.01 of Chapter 30 of the City of Richmond Code be amended to read as follows except that portions that appear in bold shall appear in normal print and portions that are stricken shall not appear (bold portions represent new additions to Code and stricken portions represent deletions; these are included to facilitate understanding of the changes being made): 30.01 COUNCIL DISTRICTS The City of Richmond, County of Wayne, Indiana, shall be divided into six (6) council districts which shall be numbered, bounded and defined as follows: (a) First District: All that territory lying within the boundaries of the precincts, Wayne 4, 5, 6 19, (26) and (27) 33 and all the territory that may be subsequently assigned to said district by reason of an annexation ordinance shall be known as the First District. (b) Second District: All that territory lying within the boundaries of the precincts, Wayne 7, 8, 10, and (17) 27 and all the territory that may be subsequently assigned to said district by reason of an annexation ordinance shall be known as the Second District. (c) Third District: All that territory lying within the boundaries of the precincts, Wayne (6), 11, 15, (and) 24, 25, 26 and all the territory that may be subsequently assigned to said district by reason of an annexation ordinance shall be known as the Third District. (d) Fourth District: All that territory lying within the boundaries of the precincts, Wayne 12, 13, 14, 12, (24), 30 and 32 and all territory that may be subsequently assigned to said district by reason of an annexation ordinance shall be known as the Fourth District. (e) Fifth District: All that territory lying within the boundaries of the precincts, Wayne 9, 18, (28), 29, Center 6, plus the following geographic area which is currently a portion of Wayne 17, to-wit: Beginning at the middle of Northwest 3rd and Randolph Street going north on Northwest 3rd to the intersection with Northwest ā€œEā€ Street; then east to Northwest 2nd Street; then north to the Pennsylvania railroad; thence southeast to the Whitewater river; thence south to Richmond Avenue; thence west to Northwest 1st Street; thence south to Randolph Street; thence west to the point of beginning; plus the following geographic area which is currently a portion of Wayne 22, to-wit: All of that precinct located north of the Pennsylvania Railroad right-of-way; plus the following described geographic area which is currently a portion of precinct Wayne 28, to-wit: All of such precinct but for that portion located south of the Pennsylvania Railroad right-of-way; (and that portion of Precinct 22 north of the center line of Richmond Avenue) and all the territory that may be subsequently assigned to said district by reason of an annexation ordinance, shall be known as the Fifth District. (f) Sixth District: All that territory lying within the boundaries of the precincts, Wayne 16, 20, 21, 31, (33); plus the following geographic area which is currently a portion of Wayne 17, to-wit: The balance of this precinct not previously described as being a portion of the Fifth District; plus the following geographic area which is currently a portion of Wayne 22, to-wit: All of that portion located south of the Pennsylvania Railroad right-of-way; plus the following geographic area which is currently a portion of Wayne 28, to-wit: All of that portion of the precinct located south of the Pennsylvania Railroad right-of-way; (and that portion of Precinct 22 south of the center line of Richmond Avenue) and all the territory that may be subsequently assigned to said district by reason of an annexation ordinance, shall be known as the Sixth District. That the Council District Map shall become Exhibit A hereof and incorporated herein by reference. Said Map shall be on file in the Office of the City Engineer and shall be updated as required upon the adoption of an annexation ordinance. That all questions concerning the exact location of precinct boundary lines shall be determined by consulting the written precinct boundary descriptions established and approved by the Wayne County Commissioners. That any subsequent changes made by the Wayne County Commissioners in establishing precinct boundaries shall be reviewed by the Common Council to determine the need to modify the Council Districts defined herein.
