Room A2-1, Building 2 , Syntex Corp. , * 3401 Hillview Ave. , Palo Alto, CA There will be a Special Meeting of the Board of Directors of the Midpeninsula Regional Park District on Saturday, February 28, 1976 at 9 : 00 A.M. , in Room A2-1 , Building 2 , Syntex Corporation, 3401 Hillview Avenue, Palo Alto, Calif- ornia, for the purpose of conducting a Land Use Workshop. The Workshop participants will explore in detail the land use portion of the District's Basic Policy and its impact on the land acquisition program of the District. It is expected that the Workshop will result in a statement of the issues facing the District. There is no intent to reach a consensus between Board and staff , but where one exists it will be identified. Future action on each issues will be agendized. A. During the next eight years , the amount of public access allowed should be limited as much as possible. Because these are extractions of what seemed to me personally to be pertinent sections of each document, I have asked the staff to have the complete versions available for Board members at the time of the workshop. In the case of the District's Basic Policy and Draft Master Plan, I have simply made reference to sections and then attached the actual sections. Since I wasn't a member of the Board subcommittee which developed the language of these two documents, I found it helpful to read them through in their entirety. Her,art A. Scenic Roads and Highways The District will participate in the acquisition of appropriate areas along scenic highways for scenic and recreational use. Streamside and Percolation Ponds The District will participate in the acquisition of streamside areas needed for trails and other recreational open space uses. Vegetation and Wildlife liabitat Resources The District will serve as authority and initiator in the management of public access to and activities within ecological preserve areas to protect their resource value. Baylands- Parks and Marinas The District will provide for additional public access to the Baylands through outright acquisition or easements of land in conjunction with trails to connect open areas of the Baylands. Trails and Bikeways The District will participate and initiate in the preparation of a countywide ( within District ) trailways plan and action plan. The District will serve as authority and initiator of planning future utility corridors and other public.- , facilities for multiple purpose use including public recreation wherever feasible. MASTER PLAN OF THE MIDPENINSULA REGIONAL PARK DISTRICT-DRAFT (Dec. 18,1975): Open Space for Outdoor Recreation ( see attachment ) Low Intensity Recreation, Intensive Recreation, Wilderness Experience, and Trails. . . page land 8 of amended draft. COUNTY AGREEMENT ( October 15 , 1971 ): The Steering Committee agreement with the Santa Clara County Board of Sup- ervi sors to support candidates to run for the Board of Directors who will agree to limit district activities to " land acquisition, maintenance and protection and not to undertake park development programs in competition with the county. " Nothing, however, shall prevent the District from"expending not more than 5% of its annual income for developing its properties with such improvements as riding and hiking trails, simple roadside rests and the like. " BALLOT ARGUMENTS ( November 7, 1972 ) AND CAMPAIGN MATERIAL 1. Impartial Analysis by LAFCO: " The proponents of the District have stated that the purpose of the district is to acquire land primarily in the foothills and baylands area of the district for open space and recreational uses. " 2. Argument For Measure R: " The Park District formation will be a major step toward preserving open space for the use of all of us. It is intended to complement the county's park plans which are aimed primarily at developing intensive recreation- al facilities. . . . " 3. Yes on R- For Room to Breathe ( brochure ); " Its sole purpose will be to acquire and preserve open space for the use of us all. CHARGE TO THE TRAILS TASK FORCE ( January 21, 1974 ) Citizens task force appointed by Board"to recommend a feasible trail system within the District's boundaries which will include connecting urban areas of the District to the open spaces of the Baylands and Foothills, and which can be con- nected to trails of San Mateo and Santa Cruz Counties and other trails of Santa Clara County. " BASIC POLICY OF THE MIDPENINSULA REGIONAL PARK DISTRICT ( March 27, 1974 ) Objective #3 ( see attachment ) " The District will follow a land management policy that provides proper care of open space land, allows public access appropriate to the nature of the land and consistent with ecological values. " COUNTY UD/OS ACTION PLAN ( September 17, 1974 ) : District response to Planning Policy Committee of Santa Clara County regarding intended District policies in implementation of UD/OS Plan.: Linear Open Space Resources 1. The District will participate in and initiate a comprehensive trailways and linear parks plan and action program and implement multiple use of existing utility corridors and other linear park facilities. 2. The District will serve as an Authority and initiattor of acquisition of addit- ional lands needed for countywide ( within District ) trails system. 3. The District will participate in and initiate planning future utility corridors and other linear public facilities for multipurpose use including public recrea- tion. i -4- on recreational improvements will be limited to not more than 5% of the District's income for the first 10 years. Cooperative The District will seek arrangements with other governmental agencies whereby the other agencies will provide some or all development of facilities and supervision of public access. This can include making land available to other agencies by long term lease, sale, or similar arrangement. The District will insure that such development will protect important natural values of the open space. A grl __t­re e. Where feasible, agricultural use will be sustained and encouraged. Objective 4 . THE DISTRICT WILL EDUCATE AND MAKE CLEARLY VISIBLE TO THE PUBLIC THE PURPOSES AND ACTIONS OF THE DISTRICT, AND WILL ACTIVELY ENCOURAGE PUBLIC COMMUNICATION AND INVOLVEMENT IN DISTRICT ACTIVITIES. The District will work through a variety of avenues , includin dissemina- newspapers and other mass communications media, brochures,- 4 or, speakers, and the schools, to inform the public of the critical need for open space preservation and the appropriate use of District lands as they open to the public. Landowners and potential donors will be adequately informed of the District' s purpose and goals, and of the possible methods of preserving land as open space . Visib-' "" ity b. The District will work in the open, making its actions and motives clearly visible to its constituency. In order to insure fair prices to the public and maintain the con- fidentiality the owner requires, the District will often have to wait until proposed terms of sale have been negotiated before announcing its interest in acquiring a particular parcel . Then the Board of Directors will ask for public comment before finally deciding to purchase specific property. Communication c. The District will encourage communication from the public in three principal areas. First, the staff and Board will strive to be as accessible to members of the public as possible . Second, public comments about what the District should be accomplishing and how it should proceed will be encouraged. And third , the District will seek from the public at large information concerning specific parcels of land to aid it in making acquisition decisions. Part.I_­Z1 d. Trails In recent years, walking, bicycling, and horseback riding have become among the most rapidly growing forms of recreation. There is a great need for more public trails MRr to accommodate this growing demand. The energy shortage adds to the desirability of having more public trails both in and near the urban area. The District believes that all levels of government have roles _to la t of a comprehensive trail and pathway system within the District. OPEN SPACE FOR OUTDOOR RECREATION �~ ' � � = , | � In this commercial and mechanized society, one of the most | � rewarding experiences can be the escape from the noise and pressures of an urban center to the peace and quiet of unspoiled open spacus. Here, where there is little _ � development and few people, an individual may rejuvenate � body and spirit with such activities as walking, horseback ' riding, picnicking, and kYtmflyYng, or by simply observing and communing with nature. Such recreational lands have even greater value when they can be reached easily and quickly from home or work. Open space necessary for low intensity recreation must be preserved while it is still available. Such land must also � be protected from concentrations of human activity so that the natural setting is not substantially d}sLur6a6. Low intensity recreation requires little investment in buildings, utilities, or other facilities, and is frequently compatible with other open space uses. | � � � 1 ' The District will acquire, through purchase and � donation, land or rights in land for low intensity � recreation. ! 2. Here, where there is little development and few people, an individual may rejuvenate body and spirit with such activities as walking, horseback riding, and kitefl in or simply observing Y 9� Y P Y 9 and communing with nature. Such recreational lands have even greater value when they can be reached easily and quickly from home or work. Open space necessary for low intensity recreation must be preserved while it is still available. Such land must also be protected from concentrations of human activity so that the natural setting is not substantially disturbed. Low intensity recreation requires little investment in buildings, utilities, or other facilities, and is frequently compatible with other open space uses. Acquisition Policies: 1 . The District will acquire, through purchase and donation, land or rights in land for low intensity recreation. 2. The District will cooperate with and consider joint ventures with appropriate agencies in order to provide opportunities for low intensity recreation. Intensive Recreation Intensive recreation is recreation in which there is a concentration of human activity in a limited area. Such activity generally requires the construction of facilities such as ballfields, swimming pools, playgrounds, campgrounds, and buildings. The District believes that the provision of facilities for intensive recreation within the District is mainly the responsibility of school districts, the cities, the County, and private enterprise. The District will consider acquiring, through purchase and donation, land or rights in land which is valued for intensive recreation if such land also has other substantial open space value. 2. HOOTMAN 20338 HICKORY HILL WAY i SARATOGA, CALIFORNIA 95070 408-867-5840 February 9, 1976 Mrs. Kay Duffy Midpeninsula Regional Park District 745 Distel Drive Los Altos, California Dear Kay: I wanted to drop a brief note to thank you for asking me to attend the luncheon meeting January 27th, to express my apologies for whatever disruption or confusion my comments and presence may have had, and to share one or two observations as to what constructive steps I feel might be appropriate for your board to take. Herb Grench and I talked subsequently regarding finding a moderator for your February 28th meeting. I don't have anyone in mind at this time, though I will continue to give it thought. It was unfortunate that Dan wasn't able to get his whole concept across as a subcommittee effort. I hope he and Barbara will be able to do that. Looking back it would have been so much better had there been some discussion regarding my attending the meeting before I came, or had I just sat and listened. To me it is quite clear that the board needs to work on two areas: 1 ) actively seeking out and listening to the views of other board members i (this does not mean agreeing with or accepting, but rather attempting to understand) ; 2) clearly separating fact-gathering and discussion efforts from the decision-making efforts. I recognize that both of these areas are impacted by the public relations and political aspects of the Board's work, but I detect a strong urgency to make decisions, take votes, set down policy, etc. that might go very much easier had there been more thorough communication beforehand. To that end I would strongly recommend a board session to permit each of you to discuss the issues, problems, positions, policies, etc. without feeling a need to decide anything. From this you may then develop a list of important issues on which the board would like to have staff and public inputs. Following these two steps the Board may then decide on policies, positions and regulations relating to issues which have been studied and discussed. j i My opinion is that it would be most unwise to go into a publicized public meeting from where you are now. It would be so much more effective for the Board, and so much more meaningful to the public, if you discussed and understood the reasons for establishing a list of issues and developed an appropriate agenda for such a session.
