HomeMy Public PortalAboutSPRC Minutes 2002-07-24 SITE PLAN REVIEW COMMITTEE Special Meeting - July 24, 2002 —Minutes A meeting of the Site Plan Review Committee was called to order at 10:00 a.m. on July 24, 2002 in Meeting Room A, Orleans Town Hall. Departments Present: Bob Bersin(Highway); Bob Canning (Health); Bill Quinn(Fire); Brian Harrison (Building); Jennifer Wood(Conservation). Absent: George Meservey(Planning); Chuck Medchill(Water). In the absence of the chairman, Bob Canning presided over the meeting. INFORMAL REVIEW: Lighthouse Charter School, 17 Nells Way Bob Fitzgerald(Coastal Engineering), Scott(Cape Cod Management), Sean O'Neil(Lighthouse Charter School). Fitzgerald gave out new copies of the Site Plan incorporating comments from Meservey. They are planning to put two portable classrooms in the parking for the start of school in September for a period of up to three years. They will be obtaining the units from GE Capital. They want to put it at the corner of the property in front of the small building occupied by Tanorama. The building needs to be handicapped accessible. There are safety concerns; therefore they plan to install a fence to protect the kids from vehicles. Fitzgerald stated that he has reworked the parking formation. They received Zoning Board of Appeals approval for a reduction in the parking spaces in 1996. There are 165 parking spaces now—they would lose 20 parking spaces for the portable classrooms. Comments: Building: Old King's highway approval is required. Parking calculations are needed. The parking was reduced by 12 spaces by Zoning Board of Appeals in 1996. Must meet all requirements for a portable classroom. Need Fire extinguishers. Need handicapped accessible entrance. The recreational area landscaping was never done from the previous site plan requirements. Highway: Need access for fire equipment. School bus drop-offs must be in the parking area, not along Route 6A. Health: Concerns with bathrooms in shared building and/or temporary school. Restrooms must be on the same floor as the classrooms. Questions about a holding tank- may need a variance from Title 5. May need to be plugged into a sanitary system. There are questions about the leaching area. The site total flow is under 10,000. Cars are idling in the parking lot and car wash which surrounds three sides of the portable classrooms—raising concerns about the air intake for the classrooms. This proposal does not include provisions for food preparation or a school cafeteria. Need to have handwashing facilities. Fire: Split rail fence is a problem for fire trucks. Can be solved with a gate - could put in a fake post with 16' wide entrance. Minimum width for a fire lane is normally 18'. A Fire Alarm would still need to be connected to the school—could be by radio control or hard wire. Need fire extinguishers and must meet all fire requirements. Conservation: No major issues. Site Plan Review Committee-July 24, 2002 Page 1 Bob Canning read letters into the record from George Meservey Meservey(Planning Department) - Zoning Board of Appeals granted a reduction of parking spaces in 1996. Further reduction must be approved by Zoning Board of Appeals. Turning radii is questionable. Vehicle circulation is questionable. Bathroom facilities are not easily accessible. There is a concern about student security in a public setting. Handicapped facilities must be provided. Must meet with Old King's Highway and public hearings must be held. Chuck Medchill(Water Department)—concerns with the location of utilities and septic. Must maintain a 5' separation from water and utilities. Must have a 10' separation of the water from the septic. Canning stated that this will need to come back for a Formal Review. The Town Hall Departments need an outline of all uses for the building. Not all of the changes to the school have been filed with the Town Hall. Need to go before the Zoning Board of Appeals, Board of Health, and Old King's Highway. Even if waivers are granted, the school will need to come back to the Site Plan Review Committee with more information on a Formal Site Plan.
