Grench, General Manager SUBJECT: Land Use Workshop Follow-Up At its March 10, 1976 meeting, the Board of Directors decided to hold a Special Meeting on March 18, 1976 for the purpose of conducting a Land Use Workshop Follow-Up discussion. At the March 18 meeting, a Board Subcommittee composed of Directors D. Wendin and E. Shelley was appointed to prepare a statement which they felt reflected the consensus of the Board with regard to interpretation of the District ' s Basic Policy with respect to land use. It was the consensus that the Subcommittee would make a presentation to the Board at the March 24 , 1976 meeting. A preference poll was also distributed to Board members at the March 18 meeting which they were asked to fill out and return to staff by March 22 . The poll is intended to provide both Board and staff with clarification and information about Board views on the potential uses of specific District sites. it was planned that there would be some discussion of the prefer- ence poll results at the March 24 meeting. Wendin and E. Shelley) SUBJECT: Draft Statement of Board Consensus on Land Use Policies The following are statements drafted by the Land Use Workshop Subcommittee in an attempt to identify areas of consensus among Board members with respect to land use policies: 1 . Land acquisition will continue to be the number one goal of the District. 2. In general, the Board would support a policy such as "Public access to District lands consistent with protection of the environment should be allowed without restriction unless this has significant adverse impact on the land acquisition program. 3 . The differences in opinion among Board and staff center on the resources required to meet such a policy and how soon it will have an adverse impact on the land acquisition pro- gram. 4 . In particular there appears to be no consensus at present on the answers to the following questions: (a) What staff resources will be required for patrol and maintenance? (b) What staff resources will be required for administra- tion of the land use program? (c) What impact will greater emphasis on the land use pro- gram have on the ability of key personnel to implement the land acquisition program and, how soon? (Any impact will be felt at the same time as staff is learning to function in San Mateo County, assuming a successful election. ) M-76-44 Page two (d) To what extent can volunteers substitute for staff? (e) What signing of sites is desirable? (f) What publicity of sites is desirable? (g) Is it feasible to use a lack of parking to effectively limit access? (h) Should expanded parking be planned for now or should we wait until a problem is evident? 5. There appears to be a consensus that the permit system should continue to be used as a tool to control access to environmentally sensitive sites and, perhaps, to keep track of groups. otherwise permits for individuals should not be required. 6. There also appears to be a consensus that on lands where a permit is required, these will be given out on the site unless the individual is having an adverse impact on the site or others using the site. 7 . Your Subcommittee suggests the following as a policy for Board consideration: Staff shall prepare site specific plans which allow for free public access as soon as pos- sible after approval of the site plan. For each site, the plan shall include the phasing necessary to protect the environment as the use increases, including both the ecology of the site and the neighborhood. The plan shall detail how all aspects of public access will be handled, including patrol and parking. The phasing shall be consistent with the limitations of the budget allocated for the land use program. 8 .
