The following guests were present: Councilman Carlos Graham; Mayor Carrie Tergin; Mary McCleary Posner; Dayton Shepherd; Craig Bunger; Rob Morrison; Diane Gillespie; Terry T Ehrsam; Eric Landwehr; Josh Ecton; Ted Koester; Michelle Mahoney; Nicole Roberts, News Tribune; and Kelsey Kernstine, KMIZ. 1. Introductions Introductions were made at this time. 2. Approval of the July 12, 2018 Committee meeting minutes Councilwoman Ward moved and Councilman Schreiber seconded to approve the July 12, 2018 minutes, motion carried. 3. New Business 1. Transit Political Ads (Requested by Councilman Graham) (Mark Mehmert/Ryan Moehlman) Councilman Graham explained he has had several calls regarding political ads on buses. Mr. Moehlman explained that nothing prevents political ads on buses as long as they are not free. The Minutes/Jefferson City Public Works and Planning Committee September 13, 2018 2 contract allows the vendor to obtain advertising for the buses so this would be a policy question for the City Council to allow them or not allow them. Committee members felt the process was fair at this time. 2. Transit Route Modification Update (Mark Mehmert) Mr. Mehmert explained the route changes with staff recommendations. He stated the changes would give better connectivity to Transit users with a relatively low financial impact. Mr. Morasch stated CAMPO has assisted with public outreach, including an open house on August 25 and another planned for September 25 with a public hearing scheduled for the October 15 Council meeting. 3. Stormwater Update (Britt Smith/David Bange) Mr. Smith explained the three person stormwater crew has been working replacing failed or failing pipe, replacing and modifying inlets, and improving outlet condition. Mr. Bange introduced Craig Bunger with Barr Engineering who is working on a stormwater analysis for the Satinwood Drive and Douglas Drive areas. Mr. Bunger gave presentation explaining the modeling methodologies and Parameters. He stated the final model and memo revisions will be done by December 21. 4. Cole County/Morris Packaging Railspur Agreement (David Bange/Eric Landwehr, Cole County Engineer) Mr. Bange updated the Committee concerning the railroad track extension to serve Morris Packaging. The City and County contributions would be $125,000 each or $250,000 in total. The funds are in Sales Tax E to cover the City’s portion of the agreement. Mr. Landwehr explained due to the rail line needing to be extended beyond what was originally considered the cost would be an additional $40,000 each or $80,000 in total. Mr. Bange explained the funding could be drawn from the “Support Emerging Economic/Commercial Development Projects” category of Sales Tax G. The County will bid the project in January 2019and staff will wait until the bids are in to see what the actual cost would be. 5. Ohio Street Bridge Closure (Britt Smith) Mr. Smith explained MoDOT recently conducted an inspection of the bridge and lowered the load rating from 15 tons to 5 tons. Given the very low limit staff has taken steps to close the bridge to all vehicular traffic. The BEAP study done in 2015 recommended total replacement of the bridge. Staff recommends a planning cost estimate to replace at $500,000 which funding is unavailable for at this time. 6. Limit Parking Enforcement on State Holidays (Britt Smith) Mr. Smith explained staff requests approval of a bill which would limit enforcement of some parking ordinances on State Holidays which are not observed by the City. Minutes/Jefferson City Public Works and Planning Committee September 13, 2018 3 There was discussion among Committee members, staff, and those present regarding revenue costs, confusion of customers, new parking structure and bonding issues, and continuing to do resolutions for each holiday. Councilman Fitzwater moved and Councilwoman Ward seconded to refer a resolution to the City Council with recommendation to approve for the Columbus Day State Holiday only, motion carried. Chairman Hussey requested the Lincoln Day and Presidents’ Day be put on the December Committee agenda for discussion at that time. 7. Airshow Agreement (Britt Smith/Ryan Moehlman) Mr. Smith explained conflict with planned construction at the Columbia airport prevents the event from being held there in the coming year. He then introduced Ms. Posner of the Salute to Veterans Corporation. Ms. Posner explained the annual celebration dedicated to honoring the service of veterans during the Memorial Day holiday. Councilman Fitzwater moved and Councilwoman Ward seconded to refer the agreement to the City Council with recommendation to approve, motion carried. 8. Amendments to Chapter 21, Article II Weeds (Jayme Abbott) Ms. Abbott explained multiple citizen complaints in residential neighborhoods regarding natural growth led staff to evaluate the existing code on weed. Mr. Helmick then gave a presentation on the amendments including clarifying definitions, specifying conditions constituting a nuisance, expanding exceptions to allow for native planting and managed landscapes, and clarifying it’s unlawful to allow vegetation to be in violation. Councilwoman Ward moved and Councilman Schreiber seconded to refer the amendments to Chapter 21 to the City Council with recommendation to approve, motion carried. 4. Other Topics  Councilman Schreiber requested staff check the High Street viaduct as it is eroding. Mr. Morasch explained staff has been reviewing. Mr. Smith explained staff plans a deck repair in October.  Permissive Use of Right-of -Way at 131 East High for an ADA ramp Mr. Bange explained the request is for the construction of an ADA ramp for access to the building. There was discussion among Committee members and staff regarding the four feet projection from the building, the railing, snow removal, and informing Downtown businesses about the ramp prior to construction. Minutes/Jefferson City Public Works and Planning Committee September 13, 2018 4 Councilman Schreiber moved and Councilman Fitzwater seconded to refer a resolution to the City Council for further consideration, motion carried. 5. Citizen Opportunity to address Council/Staff on Stormwater and Other Public Works Issues Josh Ecton, 900 Jason Road, spoke to the Committee regarding the stormwater problems located on his property. There was discussion among Committee members, staff and Mr. Ecton regarding blocks staff put in being washed out underneath, wanting the pipe extended, putting in rip rap, scheduling of project, and the standard acceptance of ownership form. Mr. Moehlman stated that clarifications could be made to the standard acceptance form. Chairman Hussey explained staff could put in the clarifications but not a date for the project. 6. Adjourn Councilman Hussey moved and Councilwoman Ward seconded to adjourn the meeting at this time (10:29 a.m.), motion carried.
