HomeMy Public PortalAboutSPRC Minutes 2002-03-20 SITE PLAN REVIEW COMMITTEE March 20, 2002 —Minutes A meeting of the Site Plan Review Committee was called to order at 10:00 a.m. on March 20, 2002 in Meeting Room A, Orleans Town Hall. Departments Present: Bob Bersin (Highway); Pat Ballo (Health); Bill Quinn (Fire); Brian Harrison (Building); Chuck Medchill (Water); George Meservey (Planning); Jennifer Wood (Conservation). INFORMAL REVIEW: Town of Orleans, 292 South Orleans Road—Orleans Watershed Chuck Medchill represented the Town of Orleans for the construction of a Water Treatment Facility in South Orleans. Pumping stations 1,4,5,6 will go into this plant. Water will be coming in using 12" main. They can remove the iron and manganese to nondetectable levels (which will be taken away as solids). It will be an automated facility. Comments: Building: Need a special permit re: lot coverage for a building over 4,000 sq. ft. Highway: No major issues. Health: Need a Title 5 design. Fire: Need an official address for the 911 system and mutual aid. Conservation: Concern re: chemicals to be added to the water. Planning: No major issues. MOTION: On a motion by Brian Harrison, seconded by Bill Quinn, the Board voted to waive the Formal Site Plan. VOTE: 6-0-0 The vote was unanimous. INFORMAL REVIEW: Tool Sharp, 27 Rayber Road Terry Ryder (Ryder&Wilcox) and Bruce Dinwiddie (applicant)presented the Informal plan to the Site Plan Review Committee. The applicant wants to construct a retaining wall on the southern property line. There is a steep bank along town property line. There was concern about erosion on town land. The wall is taller than 4' and considered to be a structure and is also too close to property line. A letter was sent from Building Department to Mr. Carlson re: filing a Site Plan Review Committee Informal Plan. They are only looking for approval for the retaining wall. Brian Harrison stated that a wall that is higher than 4' is considered to be a structure under the Building Code. Brian Harrison need reassurance that the wall can hold back the load. A clarification of green space was discussed. Site Plan Review Committee -March 20, 2002 Page 1 Meservey asked that it be noted in the minutes that this was a discussion by the Site Plan Review Committee regarding the wall only. They will need a building permit over 4' Building Permit over 4' and 10' fill need engineering expertise about its validity. What pressures will there be on the wall? There was a consensus of the committee that they need to see a Formal Plan for this proposal. Approval of Minutes of March 6, 2002 MOTION: On a motion by Brian Harrison, seconded by Bill Quinn, the Board voted to approve the minutes of March 6, 2002 with amendments.
